The contrast between the procedure in action and penalty in the British criminal laws and the laws of the States is a wide one to say the least, and the contrast is still wider when severity of penalty is taken into con sideration. Imagine the police de partments of New York and Chicago protecting the public with no weap ons except their police clubs! But that is the only arm the London po lice carry on their rounds. Howev er, the London policeman is armed with the protection of a criminal code that has teeth in it, and those teeth are made to bite criminals of high and low degree. There are no favorities in the eye of British law. Over there it means life imprison ment for assaulting a policeman wi'.h intent to kill. The uniformed police man of London has the softest and safest peace enforcement job in the world, for he carries the most pow erful weapons in the world the En glishman's fear of British law and his knowing that if he attacks a protect or of that law, it means long im prisonment and maybe death. Con trast the above conditions with those prevailing at Chicago, for instance We read where Mayor "Bill" Thomp son has sent forth the edict to his police department that henceforth emergency and patroling squads of officers using department automo biles will be deprived of the usa of machine guns, retaining only their revolvers and sawed-off shotguna as defensive weapons. Perhaps this curtailment of police armament in Chicago is made on Mayor Bill's avowed purpose to drive the gangster bands from the windy city within nixty days. But whether he does fo or not matters little in comparison of law effectiveness in the protection of the British public and the Ameri can public. British law throttles the gangster, while American kw-requires metropolitan policemen to be walking arsenals. o The Oregon Public Utility Infor mation Bureau finds that 85 cents worth of electricity, used-to get the hens up early and set them to work, increased the profits from one chick en pen $9.65 in two months, accord ing to the manager of a poultry farm in Kansas. The experiment was made with two pens, one of which was below the other in rate of egg production. When electric lights were used, the hens in the pen that had lagged in production caught up with and passed the production of the other pen. At the end of eight weeks the lighted pen had produced 1,158 eggs as against 905 eggs laid in the pen without lights. There was a difference of twenty-one dozen eggs in the two pens which meant a gain in revenue of $10.50 with eggs selling at fifty cents a dozen. Elec trical energy consumed in lighting the pen amounted to eight and one half kilowatt-hours which coft eighty-five cents. The difference be tween cost nnd increased income was $9.65 which represented the gain from the use of electricity. o United States engineers have re ported that the proposed occan-to ocean CBnal in Nicaragua is imprac ticable. Now that the engineers will not find a job there, would it not be well for the government to put them to work finding a way to control the floods of the Mississippi? Why bo eternally looking for something to do to assist commerce and shipping. Why not do something once in awhile for interior projects of the nation. Mississippi flood control should be as much a problem for government solu tion as was the construction of the Panama canal and its upkeep. Com merce is vastly concerned with its proposal to widen the canal since the Nicaragua cut has to be given up. But so are the owners of the thous ands of inundated farms and homes in the South concerned whether the effort of reclamation is worth while, with the devastating erosive floods of the Mississippi left unchallenged. The flood situation of the South has developed into a government job, and the sooner it is completed, the be'ter. Mining efficiency in Russia is praised by a yankee expert but then you know there are yankee ex perts who have sold mining machin ery to the Russians and othei yan kee experts who have not. Take your choice. After nearly fifty year's service on thf Morning Oregonian, in capacities ranging from typesetter to general manager, C. A. Mordcn has retired. Many changes have taken place in the Oregonian's advancement to the high standard of excellence it has attained in the ranks of American metropolitan newspapers during Mr. Morden's career, and he is satisfied to relinquish his position to Mr. Price, another capable director of the Oregonian. o We have noted all degrees of mental ity, but it was left for a press agent to spring: "Richardson's trained dogs Something new and novel is offer ed to vaudeville by Richardson's pos ing dogs. It is an act of almost su perhuman canine intelligence!" o Aside from being beer drinkers, Germans have become a "swaet" na tion. Gumdrops and beer have tak en the place of beer and pretzels in the fatherland. A Paris designer is mystified that women's figures, the same perfect thirty-sixes can look perfect thirty twos one year, and thirty-eights the next how can they do it, how can they? o Always just in time, sufficient rainfall came this week to brighten growing grain fields and gardens in "the Athena country." o "Baldwin cabinet believed to be on its last legs," says a British news paper; a cabinet as it were, as long as its legs last. Athena To Aid Red Cross As always the Red Cross stands ready to assist in the misfortunes of others and at this time reiterates its appeal to all for contributions to be sent to the sufferers of the Mississip pi flood. No house to house canvas is being contemplated for Athena, but any who may wish to contribute may hand donations to Mrs. R. B. McEwen who has been appointed to look after the matter in this district. Held to Wrench The East Oregonian gives an ac count of the near drowning ot Bill Switzler operator of the ferry at Umatilla, who with his deck hand was thrown into the Columbia river when a row boat capsized. Switzler kept a firm grip on a large monkey wrench he had in his hand, while he lost his wallet and other valuables. SODA FOUNTAIN WEEK Search Is Being Con ducted for Murderer Search for Edward C. Sickles, 27, murderer, who escaped from the Snohomish county jail at Everett early . Sunday morning has centered in southwest Washington and north ern Oregon. A report was made at the sheriff's office at Longview that the fugitive had been seen by William Gilden, negro bootblack at Kelso, and of ficials believed that Sickles was head ing south. Police in Pacific coast states have been asked to take Sickles dead oi alive if seen. At the time of the es cape he was awaiting execution for the slaying of Percy Z. Brewster, town marshall of Sultan. The hang ing was set for noon on May 13. Konasek-Schaltz E. W. Konasek, formerly agent for the Northern Pacific Railway com pany at Athena, was married Mon day at Pendleton to Miss Mary Schultz, of that city. The couple de parted after the wedding ceremony on their honeymoon tour, which will take them to Chicago, Niagara Falls and New York City. Returning, they will be at home to their friends at 143 Locust street, Walla Walla, where Mr. Konasek is Northern Pa cific agent. Track Meet Results Pendleton took first and McLaugh lin second at the county track meet in Pendleton Saturday. Hermiston took third place by nosing Pilot Rock out by a half point. Hermiston scored 13 points, Pilot Rock 12 Vs. Rail Wage Dispute to be Arbitrated Chicapo. Ending three weeks oi negotiations for a wage increase, representatives of the Brotherhood of Railway Conductors and Raiiway Trainmen signed an agreement with representatives of western railroads to submit their dispute to arbitrator under the provisions of the railway labor act. The unions seek a Vk, per cent Increase. The railroads have maintained it would cost them from $11,000,000 to $1.1,000,000 annually to meet the increase, which, they say, would not be warranted by earnings.
