"The problems encountered by the electric companies in supplying elec tricity to the farm are similar to those which a farmer would encount er if he contracted to serve a number of customers with potatoes over a term of one or more years " the statement reads. If the farmer can deliver the potatoes in large units to sufficient customers living close to gether, he can sell the potatoes at a comparatively low price yet maka a fair return on capital and lubor in volved in the service. But if each customer insists upon the farmer de livering a few potatoes for each meal, hauling them miles, to each customer separately each day, the cost of such service might make the cost of the potatoes prohibitive, al though they might have been grown at nominal cost. So it is with elec tric service to the farmers. Electri city, like potatoes, can bo produced in large quantities at low cost. The cost of delivery, not of production, is the principal factor in fixing costs of electric service. If electricity tan be delivered in large volume to suf ficient farmers over simple, direct wires, the total cost of electric serv ice will not be heavy to any one customer. If electricity must be de livered in small quantities, to a few customers to each mile of line elec tric service may become so expensive that neither farmers or anyone else could afford it. The only economic ally sound process of bringing elec tricity to the farmer is that the farm er will find use of electric energy so useful and profitable to him that he can purchase it in large volume and accept its delivery, not for ; meal, or for a few hours lighting, but for several hours a day for general farm use." ceived threatening letters. In drawing attention to the prac tice of using camouflaged titles in submitting constitutional amend ments to the people, one of our ex changes cites a recent proposal of fered in California, which would have collected a two per cent tax on fire insurance premiums paid to raise a fund to pension the firemen. In other words, farmers, home owners, mer chants and manufacturers all over the state would have been assessed two per cent additional on their insur ance premiums in order to pay pen sions to firemen who could in no way render a service throughout the state and who protected property in limit ed areas in cities and larger towns. "This is a good sample of tinkering with a stato constitution and using an emotional plea of a humanitarian character in an attempt to arotis; interest of the people," says the ex change. 0 Casualties approaching two hun dred with thousands homeless, makes the climax of the most devastating flood in the history of the vast Miss issippi in the southeastern part of the nation. Thousands are not only homeless, but are destitute and hun dreds are permanently ruined financi ally. So great is the toll the murky waters of Hie flood has taken from that district and left it at the mercy of epidemics and disease, that the entire resources of the Red Cross and public charity will be taxed to furn ish adequate relief. Millions of dol lars will be required. Umatilla coun ty's quota is placed at $600, a sum which should be raised without a moment's delay. 0 If the democrats would avoid re petition of the scenes enacted in their last national convention and stand some show of success in the next presidential election, they will give the skidoo sign to both Smith and McAdoo, and nominate some ono who can hold the party together. With the McAdoo and Smith factions split ting the democratic banner, the g o. p. should worry. NOTICE OF FINAL ACCOUNT In the County Court of the State of Oregon for Umatilla County.
