Aid to Farmers
Once in a while the small town
falls into its own. For instance, The

has a tannery and a meal-packing
plant, with woolen and paper mills
in prospect.

Two outstanding corn belt cham
pions of farm relief are ex-Governor
LoVden of Illinois, a republican, and
ex-Secretary of Agriculture Meredith
of Iowa, a democrat.
Lowden is a leading advocate of
the McNary-ITaugen bill to enhance
faim product prices on the domestic
market by removing the surplus, the
loss on disposal of the surplus to b?
paid by the producers in the form of
equalization fees.
' Mr. Meredith proposes the creation
of a board that will fix the price be
fore planting at which it will buy the
surplus after the harvest. If the
price is high it will operate to in
crease production, if low to decrease
it. The cost of the operation would
be paid by the farmer in insurance
fees.
Explaining, the operation of his
proposal, Mr. Meredith said:
"This commission meeting say it
is the secretary of commerce, the
secretary of labor and the secretary
of agriculture and three or six or 60
other men for scenery to fix these
prices, and they get together and the
first year it is a guess, the first year
it is an average price for the past ten
years, or the first year it is based
on cost or whatever other way you
want to get at it. And suppose you
say to the farmer, we are going to j
charge you this year 1 per cent on
production or Vk on six crops. You
tell them March 1 you are going to
give for wheat this year $1.25; that
that is the demand on the part of
the consumer, and GO cents for corn i
and other prices. You go through
that year, and how much wheat do
you get? You get the amount of
wheat that $1.25 would encourage the
farmer to raise who thought he could
make a profit out of it noc the
farmer who says he will lose money."
Mr. Lowden says that under the
plan he advocates the surplus produc
tion of the farmers would be mobil
ized as the surplus credit of the
bankers has been mobilized by the
federal reserve system.
"We have, therefore, suggested a
federal farm board," he ays. "We
have proposed that such board should
be vested with power of inquiring in
to certain facts. These facts are: Is
there a surplus of some basic farm
product? Does this surplus depress
the price below cost of production
with a reasonable profit? Are the
growers of that product sufficiently
organized co-operatively as to be
fairly representative of all the pro
ducers of that product? If the board
finds that all of theso questions must
be answered 'yes' it is then empow
ered to authorize the co-operative to
take control of the surplus. The on
ly aid from the government which
the co-operative would require would
be that the government should dis
tribute among all the producers of the
particular commodity the cost to the
co-operative in handling the surplus.
"Neither the government nor the
, , government board would determine
tne price, wor would even the co
operative itself 'fix' the price in any
other sense than industry generally
determines prices. It, like every oth
er industry, would study all the con
ditions affecting the particular com
modity and from time to time decide
upon a price which conditions would
seem to warrant. It would simply
enjoy the advantages which come
from organized selling."
