OCT. 20 1922 BRYAN-AS USUAL. , William Jennings Bryan has broken into the campaign in the Central states. He flourishes his trumpet thusly: ' ' ,. "The revenue bill is the boldest piece of piracy attempted in recent years. It has taken the tax off excess profits and transferred $450,000,000 in taxation from the profiteers to the plain people. The bill as passed by the house has reduced taxes on me incomes of the profiteers from 65 to 32 per cent and has given a benefit of $90,000,000 to less than 5,000 per sons. "The high tariff bill has imposed a burden estimated at three to four billion dollars on the common people, an average of from $150 to $200 on the average family. "Republican leaders have never been closer to the plunderbund than today and never more reckless in their re moval of restraint from those who prey on the public. Mr. Mellon, sec retary of the treasury, went before a committee and protested against a farmer being put on the federal res erve board. Within the la3t three vears since there has been a major ity of Republicans in congress the senate and house have attempted to fasten upon the country a system of romnnlsorv military training at a cost of $70,000,000 yearly. 1 "They were prevented by the oppo sition of Democrats, who secured the aid of a few Republicans not many but enough to block the plan. "The Republican party had no mon ey for the soldier's bonus, but had money to give the profiteers $450,000 ' 000 above mentioned, $90,000,000 in tax rebates to people with big in comes, $60,000,000 to the railroads in guaranteed dividends. "The Republican house tried to loan $5,000,000 more to the railroads. They think they have enough for a shir subsidy, but not enough for the sol dier who took 'the risk of . war and shed blood in Europe while the prof iteers were bleeding their country at home." ' With the intake portion of its grav ity water Bystem shot to pieces be cause of a rotten pipe line, Athena finds a sufficient supply for domestic purposes diverted from the reservoir. As it is, the supply of water is now furnished exclusively by the pumping station at no trivial cost. While the line is being replaced with new pipe, ' would it not be well to investigate whether the gravity supply could not be increased in a practical way, by ex tension to south where it is claimed the flow can be augmented in quantity one half? "Taxes can be and must be equal ized and reduced." With this slogan heading his published statement to the people of Oregon, Walter M. Pierce effectively answers the Ore gonlan and the slush fund contribut ors. The statement of the democratic candidate for governor is printed on another page and a careful per usal will convince the most skeptical voter as to where and how Pierce will decrease taxes, if elected. o Evidently Chaplin has strings tied to the courts as well as holding u copyright on laughter. He has just obtained an injunction that restrains another actor from featuring the 'Chaplin makeup, whatever that is. We have been under the impression that he had no desire whatever to makeup with Mildred. sensation gold in paying quantities has been discovered on a farm near Joliet Those students who staged a battle with clubs, brickbats, and gas bombs on tho campus of a Southern Calif ornia town, would have honored their alma mater more materially had they pulled off the scrap across the Mex ican border. And the greasers would have been delighted in adding trim mings to the affair. , o Clark Wood, whose snappy editorial paragraphs for the past two years have brightened the columns of the Press, will hereafter devote his en tire time to the publication of his Weston Leader. Mr. Wood ranks high in country journalism as a writer, and the press and its readers are loth to lose his services. Great Britian will make a payment of $50,000,000 through the Federal Reserve bank of New York as current interest on the war debt to the Uni ted States. Thus, J. Bull taboos tho international proposal for cancelation of war debts, stabilizing his reputa tion for paying as he goes. . o Illinois, brought to public notice when its governor was charged with juggling state funds, and more re cently by the massacr of nonunion coal miners, has furnished a third . The first football game of import ance, so far as Athena is concerned will take place at Stanfield thi3 af ternoon, between Coach Basler's hope fuls and Stanfield high school. Athe na is out after the championship this year, and with Pendleton's scalp al ready dangling at her' belt, the knife seeks a West end victim today. Red shirts and white socks may have lessened the casualty list during the hunting season, but records dis close that here and there over the state burial services were held as usual. "Bethlehem Steel Co. takes over Lackawanna Steel Co." reads a head line. Read what Pierce stands for. RESOLUTION Whereas doubt has arisen as to the validity of the election notice and of the election held pursuant to resoiu tion adopted August 5th. 1922. Now therefore be it resolved by the City of Athena, Umatilla County, Oregon, that the following act to make barter provision governing the finances of the City of Athena and to amend an act of the legislature of the State fo Oregon, filed with the Secretary of State January 27, 1905, being original house bill No. 39 and amendments thereto, by adding to said city charter Article XI, be and the same hereby is proposed for sub mission to the legal voters oi said city for their adoption or rejection at a special election to be held at the same time as the -general election on the 7th day of November, 1922, as follows: ARTICLE XI FINANCE Section 1. The City of Athena shall have power 1. To control the finances and pro perty of the corporation and to ac quire by purchase or otherwise, lands, and other property for corporate uses provided by the charter and to dis pose of any such property as the in terest of the City may, from time to time, require. 2. To borrow money for corporate purposes on the credit of the corpora tion and to issue negotiable bonds therefor, upon the conditions, and in the manner hereinafter provided, but the said City shall not in any manner or for any purpose, become indebted to an amount in the aggregate to ex ceed ten per centum of the value of the taxable property therein, as as certained by the last assessment for city purposes previous to the incur ring of such indebtedness, exclusive of indebtedness incurred for munci pally owned water works, and local improvement bonds. 3. To issue bonds in place of or to supply the means to meet maturing bonds or other indebtedness hereto fore issued or that may hereafter be incurred, for the purpose of funding the same. Section 2. Whenever the City of Athena, acting by its Council or upon initiative petition, may deem it nec essary or expedient to incur indebt edness or to borrow money for mun icipal purposes, the said City shall by ordinance authorize the issuance of general obligation municipal bonds. Such ordinance shall state the amount proposed to be raised and the pur pose or purposes for which the money raised is to be exnended, and shall immediately upon its passage, be re ferred to a vote of the legal voters of the City of Athena, upon notice provided for special elections in said City, provided that if the bonds to be issued, together with all outstand ing indebtedness of the city, exclusive of any indebtedness for municipally owned water works, and local im provement bonds, shall not exceed two per centum of the assessed value of all of the taxable property in the Citv such bonds may be issued and sold without any election authorizing the issuance thereof, upon the passage and approval of an ordinance author izing the issuance of the same. Section 3. Any bonds heretofore or hereafter issued by the City of Athena and any warrants so issued for indebtedness which shall there tofore have been annroved by the legal voters of the City of Athena, may be refunded in the discretion of the Citv Council, whenever there is not sufficient money in the Treasury in the bond redemption fund or other wise provided for that purpose, to pay such bonds, warrants or indebt edness and legally applicable thereto. Section 4. Any bonds authorized by sold or exchanged at less than their par value, and all moneys derived from the sale of such bonds shall be immediately deposited in a special fund and shall not. be expended for any other purposes than that for which such bonds were authorized and issued. Section 7. There shall be levied each year a tax upon the taxable property within the City sufficient to pay the interest on bonds outstand ing as the same accrues, and the prin cipal of said bonds from time to time, at the maturity thereof, which taxes shall become due and collect able as other taxes. Be it further resolved by the City of Athena, that the following act to make charter provision providing for the issuance of bonds and validating outstanding indebtedness and to a mend an act of the legislature of the State of Oregon, filed with the Sec retary of State January 27, 1905, be ing original house bill No. 39 and amendments thereto by adding to said city charter Article XII be and the same is hereby proposed for submis sion to the legal voters of said city for their adoption or rejection at a special election to be held at the Rme time as the general election on the 7th day of November, 1922, as fol lows: ARTICLE XII. FUNDING BONDS FOR THE PURPOSE OF PROVIDING FUNDS WITH WHICH TO REDEEM THE PRESENT OUTSTANDING IN DEBTEDNESS OF THE CITY. Section 1. The City Council w herebv authorized and empowered to issue and negotiate general obliga tion coupon bonds of the said City in the principal sum of Twenty Thou sand ($20,000.00) Dollars said bonds to be of such denomination and to bear such date and rate of interest and to run for such length ol time as may be determined by the City Council. The bonds shall be signed by the Mayor and at tested bv the Recorder and the Seal of the City shall be thereto attach ed. If coupon bonds, the coupons shall be signed by the Mayor and at tested by the Recorder, either by manual or fac-simile signature.- The purchaser shall not be required to see to the application of the pro ceeds. Section 5. Anv bonds authorized to be issued by the vote of a majority of the legal voters of the Citv of Athena, or otherwise, authorized un der the provision of this Article, shall be printed, engraved or lithographed on good bond paper, and shall he in such form as may be prescribed by the City Council bv resolution or ordinance, and shall be sold in such manner as shall be deemed advisable and advantageous by the City Council. Section 6. No bonds issued under tht provisions of this charter shall bo pflnpss heretofore incurred as follows: Upon a judgment in a damage suit against the City of Athena; for addi tion to the lighting system of the City; accrued salary; general expen ses; for municipal water system, and other incidental expenses of the said City heretofore incurred, and the said indebtedness for each of said purpo ses for which moneys have been act ually expended is hereby ratified and confirmed as a legal, binding obli gation of the City of Athena. Be it further resolved by the City of Athena that the following act to make charter provision governing claims against tho City of Athena, and to amend an act of the legisla ture of the State of Oregon, filed with the Secretary of State January 27, 1905, being original house bill No. 39 and amendments thereto by adding to said city charter Article XIII be and the same is hereby pro posed for submission to the legal vo ters of said city for their adoption or rejection at a special election to be held at the same time as the general election on the 7th day of November, 1922, as follows: ARTICLE XIII. CLAIMS AGAINST THE CITY Section 1. All claims or demands against the City of Athena shall be presented to and audited by the Council in accordance with such reg ulations as they may by ordinance prescribe, and upon the allowance of such claims or demands, the Recor der shall draw a warrant upon the Treasurer for the amount allowed, which said warrant shall be counter signed by the Mayor and shall spec ify the purpose for which the same is drawn. Section 2. No. claim against the City shall be paid until it is audited and allowed by the Council and then only by warrant drawn on the Treas urer by the Recorder, countersigned by the Mayor. Be it further resolved that this Resolution for the proposed charter amendments to be submitted to the legal voters of the City of Athena by the Council be filed with the Recorder of the said City of Athena for submission to the legal voters for their rejection or approval, to be vo ted on at the special election at the same time as the general election as herein provided. Be it further resolved that the Common Council of the City of Athe na deems.it advisable and does here by and herein call and make neces sary provision for the holding of said soeclnl election at the same time as the general election which is hereby called and is to be held on the 7th day of November, 1922, at the same time and place of the said general election of the State of Oregon, and that the judges and clerks named to act as judges and clerks of the gen- Be it further resolved that the Recorder be and he hereby is required to publish this resolution in two consecutive issues of the Athena Press once a week for two success ive weeks, commencing on the 27th day of October, 1922, and shall cause a copy of the measures to be voted upon thereat to be posted up in three public places in the City of Athena for at least ten days prior to said election.
