THE BOND ISSUE.
With the Legislature passing the
$10,000,000 road bonding bill, an era
of road improvement will soon be start
ed, that will put Oregon highways on
a permanent and standardized basis.
The emergency provision of the bill
make the funds for road construction
available at once, and it is imperative
that those counties desiring state aid
in permanent road improvement take
immediate action to secure it.
It is with this object in view that a
special election is called for Tuesday,
March 4th,' that the voters of Umatilla
county' may vote upon the proposal of
bonding the county for 1, 050,000 for
roads, and that a full vote may be
polled, in the precincts of Athena dis
trict. Mayor Watts has issued the fol
lowing proclamation:
"Whereas: By petition, the voters
of Umatilla County, Oregon, have
called for an election for the purpose
of bonding this county for the con
struction of a comprehensive system of
permanent roads and the Court has set
March 4. lain as the date of such
election, and
"Whereas: The needs of better
roads are apparent, and a syetem of
permanent improvements necessary,
and
"Whereas: The election is of much
importance, and should receive careful
consideration by every taxpayer in the
County, and his vote upon the matter,
"Now, Therefore, I. Homer I. Watts,
Mayor of Athena, b virtue of the
authority in me vested, do hereby pro
claim Tuesday, March 4, ill in a par
tial holiday and do hereby call upon all
business men to suspend business be
tween the hours of H p. m. and 5 p.
m., to permit their employes to vote;
but in case it is not practical for any
business to suspend during those hours
to give all employes proper opportun
ity to vote upon the subject.

With the county bond issue carrying
next Tuesday, there will be available
for Umatilla county road building,
from the state the sum of 15711,000,
and from Fedoral funds. $100,000. Of
the 87,000 from the state, Athena's
direct benefit lies in the hard-surfacing
of the macadam road from Eastland to
Weston, in the amount of $100,000
the balance of $05,000 to complete the
work coming from the pale of county
bends. The available Federal funds
are to'be expended on the road from
Nye to the Grant county line.
The provisions of the bill to be voted
upon next Tuesday were set forth in
full in the issue of tho Press last week.
It shows concisely the amount uf mo
ney to be expended on the various
roadB, road mileaee, etc., and with
the full knowledge of its provisions in
their minds, Athena voters will no
doubt give a substantial majority in
favor of the bonds.
The only politics to be found in the
forming of the League of Nations is
discerned in the puny bickerings of the
Poindexters and Borahs in the Senate,
the fair minded men of all politicnl
parties of the Nation are pulling to
gether for the emancipation of the
world from the horrors of war. Only
the little Poindexters and Borahs are
wearing thuir coats wrong-side-uut.
The Oregonian put the right brand on
theni when it Baid: "The World
moves; .but the Poindoxtera stand
still. " i

FIGURING THEIB. INCOME TAX
With the due date for Income Taxes
only n few weeks away, the collection
of this fur-renclilng tax on 101S In
comes has started off with a hung.
Everybody Is figuring Income tax.
Payment and sworn statement of
income must reach Internal Kevenue
Office on or before March Iff, and there
are severe penalties for delinquency.
Residents of Oregon ore required to
lnnke their returns and pay their faxes
to Milton A. Miller, Collector of Inter
nal Kevenue, Portland, Ore., or to any
of his deputy 'collector who are now
doing free advisory work on Income
Tax.
"Pay your Income Tax by March
lfi," is Hie slogan of the Infernal Rev
enue Btireftll, which has sent every
available officer into the field to help
the public to Understand the require
ments and to prepare Hie returns.
Who Must Make Return.
It Is estimated that many thousands
of single and married persons In this
section of the Unfed Stales who have
never before made annual returns are
required to do so this year.
Income tax returns must be made
between now and March 10 by persons
WllQ come under the following' classirt
callous:
Any unmarried person whose 1018
net Income was $1,000 or over. Wid
ows and widowers, divorcees and mar
ried persons who are living apart from
their husband or wives, are for the
purpose of the Income Tax classed as
unmarried.
Any married person living With wife
or husband Whose 1018 net Income was
$2,000 or over. The Income of both
husband and wife must he considered,
together with the earnings of minor
children, If any.
Revenue Bureau Offer Aid.
Each person in the United States
who Is In either of these Clflf slflcntlons
must get busy at once if penalties are
to be avoided. lie should secure a
blank Form 1010 A for reporting net
Income up to $5,6U, or Form 1010 If
Ills net Income exceeded Hint iitmmnt.

The new Revenue law places Hie In
come Tax duly on citizens and resi
dents. The Internal Revenue Bureau
Is sending Its men to work right with
Hie public lo get the fax and the re
turns In. With active co-opernllnn
every tax due March 15 will he paid
and every return required by law will
be In the Revenue office on time.
Exemptions Allowed.
A single person Is allowed a per
sonal exemption of $1,000, If he Is sup
porting in bis household relative who
are dependent upon him he may Claim
the status of the head of a family who
has the san.e exemption as If married.
A married person who lives With
wife or hUflHnnd Is allowed a personal
exemption of $2,000. The head of n
family Is entitled to claim a slinilar
porsnnal exemption.
An additional exemption of $200 Is
allowed for each person under eight
een or Incapable of self support who
was dependent upon and received his
chief support from the taxpayer.
A husband and wife living together
are entitled to but one personal ex
emption of $2,000. If they make sepa
rate returns the exemption may be
claimed by cither or divided.
Accuracy Required.
Absolute accuracy Is necessary In
making up Income figures. Any per
son who Is working fur wages should
llriil out exactly how much he received
during the whole year 1018, Fees,
bank Interest, bond Interest, dividends,
rents received and all other Items
must be reported, correctly. Mere
guesses are not accepted, for (hoy are
unjust alike to the taxpayer and the
(lovcrnmuut nnd defeat the proper ad
ministration of the law.

Tuesday morning, plans for the county
Declamatory Contest and county Track
and Field Meet were discussed. Sec
tional tryouts for these events are first
held in some town in the Eastern part
of the county. Athena schools expect
to furnish contestants.
The Athena Press cup still remains
in the7th and Nth grade room, owing
to almost perfect attendance and punc
tuality. Miss Wiley's room however,
was credited with the highest deport
ment grade.
The principals and superintendents
of the county met at tho County Sup
erintendent's office last Saturday to i
compare progress and plan for the re-
maining months of school. Nearly all
teachers reported loss of two to three
months on account ol influenza. Ath
ena's loss seems to have been about
the average. However, the home study
work in our schools appears to have se
cured better results than in most plac
es where such efforts were made.

Methodist EniBcopal Church.
Next Sunday will be feast day. The
Reds having won in their lively con
test, tho lilues are to serve them. A
combined service of Sunday school and
church will ho held in the auditorium
after which lunch will be served in the
basement. At night the meeting will
be in the hands of a Gospel team, in
cluding a male quartette from the Pen
dleton Methodist church.
Rnptist Church Notes.
Miblo school meets at 1U a. m. The
attendance lias been good, but let's
make it better. Preaching at 11 a. m.
and 7 :80 p. in. A hundred per cent
loyal to our King, is the Hlogan. The
choir will be led by George C. Sutton
from now or. The music will be ex
cellent. The Christian Church.
Next Sunday we begin our regular
morning and evening services. It
has been a long time since we could
enjoy a tull Sunday. Plan to be there
at both meetings. And don't forget
the Sunday srhool. One of the most
inspiring sights I have seen in a long
time was the big class of little people
in the In i r room last Sunday, and
the teachers are planning some new
equipment that will if carried out. be
a happv surprise and grcaty add to
this already attractive department.
But fall in line and let us have a great
