It would seem l hut If the people were greatly concerned over any one thing above all others It would be in framing the constitution of their commonwealth their charter of government, with which all laws and institutions are to conform and the spirit and wisdom of which enter into the moral fiber of the community. The constitution fixes the rights of the whole fieople, defines and circumscribes them, supposedly for many years ahead. No provision should ever be written into a state or national constitution that Is not of sulllcleut worth and of such general application as to make It in a large measure a fundamental and permanent principle of human conduct. But an examination of the votes on the adoption of state constitutions, and especially on the adoption of Impor tant amendments to stute constitutions, discloses the fact that less than one third of the qualified voters of most stales signified their preferences In the matter. The figures reveal a shame less and Indefensible betrayal by the citizen of his first duty to society, to his neighbor, to the state and to the general government. We cannot Btudy tho statistics of those votes without concluding that what we need In this country above all other things is nn old fashioned revival of civic righteousness the thorough preaching of the gosjicl of civic re sponsibility. The power and tlic Influ ence of a state depend not on tbfl mani fold luws on Its statute books or on the number of complex and excrlmcntnl theories that It tries, or yet on the om nipotent care of an expensive bu reaucracy, but father on the earnest, sustained, vigilant use of the Instru mentalities at hand and on the faithful observance of every obligation that binds the citizen to the community, to the stale and to the country. Senator lioroti in Youth's Companion. THE MAIL ORDER TEN COM MANDMENTS A Sarcastic Sermon to the Farmers and Townspeople Who Send for Sup plies to Mail Order Houses. The following ten commandments are offered for the guidance of catalog house patrons. They were written by an editor in Texas and like the ten com mandments given in the Bible they should be memorized: 1. You shall sell your farm products for cash whenever you can but not to us. We do not buy from you. S. You shall believe our statesments and buy all you need from us, because we want to be good to you, although we are not personalty acquainted with you. H. You shall send the money in ad vance to give us a chance to get the goods from the factory with your money; meanwhile you will have to wait patiently for weeks, as that is our business method. 4. You shall apply to your nearest city to aid you in building good roads so that you can conveniently get the goods from the depot, for we do not build county roads. t). You shall buy church bells and church fixtures from us and forward the money in advance for this is our business method, and you shall collect from the business men in your city as much money as you can for the benefit of the churches, for it is against our rules to donate any money for county churches. I). You shall buy your tools from us and be your own mechanic in order to drive the mechanic from your vicinity for we wish it so. 7. You shall induce your neighbor to buy everything from us, as we have room for more money. the less money you have in your community the sooner we can put your local merchant out of business and charge you any price we please. 8. You shall look often at the beauti ful pictures in our catalog so that your wishes v ill increase and so you will send in big orders although you are not in an immediate need of the goods, otherwise you might have some money left to buy some necessary goods from your local merchant. I). You shall have the merchants who repair the goods you buy from us book the bills so you can send the money for his labor to us for new goods, other wise he will not notice our influence. 10. You shall in caste of sickness or need apply to your local dealer for aid and credit, as we do not know you nor care to. ,Jrice Current.
