ORGANIZING AN ARMY.
The Portland Oregonian in drawing
the distinction between voluntary
Military service and selective compul
sory training, cites Great Britian and
Canadian failures during the first two
years of the war. The Portland paper
says: ".. We have learned from the
mislakcs of Britian that war Bervi ce
consists directly as much in supplying
the needs of the Army and Navy and
in transporting men and material as in
fighting the armed forces of the enemy.
We have learned also the necessity
of putting each man where fee can most
effectually serve the Nation, whether
it be in the Army, the Navy, the fac
tory, the shipyard, the mine or the
forest, and of reinforcing the work of
men with that of women in non-combatant
service.
"We can give Germany an unplcsant
surprise in rajjid prcpardness by doing
now that which Great Britian and Can
ada learned to do only after two years
of costly blundering. The former
country performed an unprecedented
feat by enlisting under the voluntary
system half of the men qualified for
active service, but it wasted enormous
sums on a recruiting campaign, which
the universal service system would
have avoided. It permitted miners,
shipwrights, steel workers, and other
skilled mechanics to enlist, whom it
later took out of the trenches to do es
sential war-work st home, and it ac
cepted married recruits for the care of
whose families it hud to assume a
heavy obligation.
"Canada made the same mistake and
has robbed the farming provinces of
men necessary to produce food for the
mother country; the cities of skilled
men who should have been making
shells and clothing. Under the vol
untary system, too, Borne provincos
have contributed more than their share
of men, while others have shamefully
shirked their duty. Enlistments per
thousand of population in each province
were: Ontario, A3; Quebec, 20; Mar
itime provinces, 88; Manitoba and Sas
katchewan. 81; Alberta, 92; British
Columbia, 104. Like disproportion in
the contibutions of the different stales
would probably be found in the volun
teer armies of this country.
"By adopting the compulsory sys
tem, the United States will avoid
these blunders and injustices. We
Bhall begin with the benefit of the ex
perience gained during the first two
and two-thirds years of the war and,
if we live up to our reputation in other
affairs, we shall be in a position to
strike aB hard after one year of prep
aration as Great Britain was after
nearly two years, when she began the
battle of the Somme,"

Now on this day this matter coming
on to be heard upon the return of the
Bale of realty made by the Executrix,
Mary LaBrache Baddeley, and it ap
pearing to the Court that the executrix
herein by an order made and entered
in the above entitled matter on the
19th day of Dec, 191K, was directed
empowered and licensed to sell the
realty belonging to the estate herein
said realty being described as follows
to-wit: Lots one ( I ) and two (2) and
the Southwest one-fourth of the N. E
'i, all in Sec. 32, Tp. 4, N. R. 85,
E. W. M., Umatilla County, Oregon,
containing 89 acres. And, it appear
ing that the executrix herein under and
pursuant to said order, on the 27th day
of January, 1917, sold said realty at a
private sale as Bhe was directed to do
and as waa advertised and that on the
3rd day of February, 1917, the execu
trix herein made a return of said Bale
and showed to the Court among other
things that the highest and best bid
made and offered for said described
land was one hundred sixteen and two
thirds (1116.66 2-3) dollars per acre
or the sum of ten thousand three hun
dred eighty-three and 33 1-8 100
(110,388.33 1-3) dollars for the eighty
nine (89) acreB, the bid being made by
J. C. Baddeley, and it appearing that
objections to said sale and the con
firmation thereof was filed on the 23rd
day of February, 1917, prior to said
sale being confirmed, said objections
being based upon the fact that the sum
bidden by J. C. Baddeley for said real
ty was disproportionate to the value
thereof and that a sum exceeding said
bid by ten per centum, exclusive of
expenses of a new sale could be gotten
from other parties who were ready and
willing to deposit the ten per centum
advance on the price, together with
the coats of re-sale, and it appearing
that on the 9th day of March, 1917,
Karl Gillanders of Pendleton, Oregon,
bid and offered to the Court herein for
said described land the sum of eleven
thousand four hundred seventy-one and
64-100 il 1.471. st' dollars, or ten per
centum more than the bid received by
the executrix on January 17, 1917,
plus fifty (I50.001 dollars for the coat
of re-sale, and that he has deposited
with the Court on aaid bid the sum of
ten hundred eigthy-eight and 34-100
(11088.34) dollars as directed by the
Court in order that the Court might
vacate the sale of said land which waa
made on January 27, 1917, to J. C.
Baddeley and order the land resold.

ises and it appearing to the Court that
it is for the beat interest of the estate
