A WORLD OF REPUBLICS.
An exchange commenting on plana
of government, 8bvb:
The little seed of democracy planted
bv the Swiss and Dutch republics, by
the Puritans of England in the 17th
century and by the Americans and the
French, has grown into a mighty tree
whose leaves are for the healing of the
nations. The Russian revolution, tre
mendous as it is and resembling a tid
al wave, yet it is but the decuman
wave of a rising tide which has been
rolling all around the world for almost
a century and a half.
Its main significance to civilization
is that of a political symptom. It
means that rulers everywhere recog
nize that sovereignty resides in the
people and that the people are yet to
rule everywhere in darkest Africa
eventually as truly as in enlightened
America, in hoary Japan no leas than
youthful Australasia. The movement
can no more be held back than the
planets can be turned from their orbits
for both are cosmic processes.
The march of democracy the last
half century has been almost unbroken.
America vindicated government by
the people instead of by a class in 1H n r2
Italy In 1783 set up a government in
which the royal ministry is respon
sible to the national legislature and
the people. In France the rule of the
people has been supreme since 1875
and the republic has triumphed over
every foe. Spain has virtually been a
republic since 187B. Turkey received
a parliament the IMBI year and regain
ed it in 11)08. Brazil became a repub
lic in I8S9, and Cuba and Panama fol
lowed its course not very many years
later. Portugal adopted republicanism
in 11)10. Persia had in 100)1 made a
good start at parliamentary rule, and
the ministers of the shah still remain
responsible to the representatives of
the people. China in 1918 changed
from an empire to a republic, and the
people have proved their mastery of
their government by compelling it to
break with Germany.
The English dominions over sea,
such as Australia, Canada, Newfound
land, New Zealand and South Africa,
excepting the crown colonies and In
dia, are as democratic and free as
America. Even in Japan the emperor
aud premier seldom thwart the people's
legislature.
Outside of Germany and Austria
Hungary absolute monarchy has been
destroyed. The sovereigns of Belgium,
England, Greece, Holland, Italy, Ru
mania, Spain and Sweden are figure
heads on the ship of state. Ancient
Athens struck the keynote for th
march of democracy but modern
America led the way for the 10th and
SiOth centuries. The world grows re
publican. "The United States of the
World" is not an impossible ideal.
One of the hardships and handicaps
connected with the vblunteer system of
obtaining soldiers and sailors for
army and navy is that the volunteer
is called upon for a great and unjust
sacrifice. Too often he finds his old
position filleif by another when he re
turns from serving his country, if he
ever does return, and he and his suffer
distress. There is but one thing for
employers to do in such circumstances
if they would show themselves truly
patriotic. It is to hold the volunteer's
position open for him during his ser
vice, and, aa far as possible, to assist
him also in other ways. No other
course would do so much, while re
cruiting by means of volunteer enlist
ment remains the American system,
to fill the ranks of the navy and the
army. Men will enlist by the thou
sands instead of by the hundred, and
will do so with rejoicing once they
know that they are not to be penalized
industrially after their military or
naval service has ceased.

to everybody who attends Sunday
school. An Easter sermon and appro
priate music will be rendered at the
morning service. A feature will be a
solo by Master Elmo Russell. The
service at 7:80 will consist of music
and motion pictures. The complete
moving pictures of the Passion Play
will be screened with pipe organ sac
red music as an accompaniment. The
church is urging self denial upon its
members and friends this week. "Our
temporal blessings are so vast and
innumerable while millions of earth
suffer, that for our own spiritual good,
we need to sacrifice." Both Sunday
school and church attendants are asked
to bring a self-denial offering on
Easter morning.
Closet Kllensburg Meetings.
Rev. M. G Bentley , former pastor of
the local Baptist church, was over from
his fruit ranch near the State Line
Wednesday. Mr. Bentley has just
closed a three weeks meeting at Ellens
burg, Wash., where he reports sixty
conversions. He also held a week's
meeting at Kittitas, resulting in thirty
conversions. His next meeting will
be held at Cle Elum, Wash. Rev.
Stockton assisted him.
Special union services of the church
es are announced for Sunday evening,
April IS. The service will be held in
the Christian church.

answer on or before the 1 9th day of
May, 3917, the complaint filed against
you in the above entitled cause on the
9th day of January, 1917, and you will
take notice, if you fail to answer or
otherwise appear in said cause on or
before said day, plaintiff for want
thereof will apply to the Court for the
relief prayed for in its complaint, on
file herein, to-wit: A judgment against
the defendant, F. G. Lucas, for the
sum of 734 with interest at the rate
of 10 per cent per annum from Decern

this suit, for a decree foreclosing that
certain mortgage on the following de
scribed real estate in Umatilla County,
Oregon, made, executed and delivered

of December, 19i8, securing the said
promissory note and duly recorded in
Book 49 at page 560 of the Mortgage
Records of Umatilla County, State of
Oregon, to-wit:
The Northeast Quarter of the South
west Quarter and the South Half of the
Southeast Quarter and the Northwest
Quarter of the Southeast Quarter of
Section Six, Twp N. R. 87 E. W. M
together with the tenements, heredita
ments and appurtenances thereto be
longing; that said property be sold in
the manner provided by law; that the
proceeds thereof be applied to the pay
ment and satisfaction of the plaintiff s
said judgment and the costs and ex
penses of said sale; that any party to
this suit may become a purchaser at
said Bale; that said defendants and
each and all of them and all persons
claiming by, through or under them be
forever baired and foreclosed of all
right, title and interest in and to the
said real property and each and every
part thereof, except the statutory right
of redemption, and for such other and
further relief as pertains to equity and
good conscience.
This summons is published pursuant
to an order of the Hon. G. W. Phelps,
Judge of the above entitled Court,
made on the 8rd day of April, 1917,
which provides the first publication of
this summons shall be made on the flth
day of April, 1917, in The Athena
Press, and shall be published once a
week for six consecutive weeks.

Order Vacating Sale and Directing
Re-Sale of Property.
In the County Court of the State of
Oregon in and for Umatilla County.
In the Matter of the Estate of
Maggie LaBrache Franz, Deceased.
Now on this day this matter coming
on to be heard upon the return of the
sale of realty made by the Executrix,
Mary LaBrache Baddeley, and it ap
pearing to the Court that the executrix
herein by an order made and entered
in the above entitled matter on the
39th day of Dec, 191H, was directed,
empowered and licensed to sell the
realty belonging to the estate herein,
said realty being described as follows,
to-wit: LoUone(l) and two t3) and
the Southwest one-fourth of the N. E.
U, all in Sec. 83, Tp. 4, N. R. 85,
E. W. M., Umatilla County, Oregon,
containing 89 acres. And, it appear
ing that the executrix herein under and
pursuant to said order, on the 37th day
of January, 1917, sold said realty at a
private sale as she was directed to do
and as was advertised and that on the
8rd day of February, 1917, the execu
trix herein made a return of said sale
and showed to the Court among other
things that the highest and beat bid
made and offered for said described
land was one hundred sixteen and two
thirds (119.66 3-8) dollars per acre
or the sum of ten thousand three hun
dred eighty-three and 88 1-8 J00
((10,888.88 1-8) dollars for the eighty
nine (89) acres, the bid being made by
J. C Baddeley, and it appearing that
objections to said sale and the con
firmation thereof was filed on the 33rd
day of February, 1917, prior to said
sale being confirmed, said objectiona
being based upon the fact that the sum
bidden by J. C. Baddeley for said real
ty was disproportionate to the value
thereof and that a sum exceeding said
bid by ten per centum, exclusive of
expenses of a new sale could be gotten
from other parties who were ready and
willing to deposit the ten per centum
advance on the price, together with
the costs of re-sale, and it appearing
that on the th day of March, 1017,
Earl Gillanders of Pendleton, Oregon,
bid and offered to the Court herein for
said described land the sum' of ' eleven
thousand four hundred seventy-one and
64-100 (111,471.84) dollars, or ten per
centum more than the bid received by
the executrix on January 37, 1917,
plus fifty (60.00) dollars for the cost
of re-sale, and that he has deposited
with the Court on said bid the sum of.
ten hundred eigthy-eight and 84-100
(1 1088.84) dollars as directed by the
Court in order that the Court might
vacate the sale of said land which was
made on January 37, 1917, to J. C.
Baddeley and order the land resold.
The Court being advised in the prem
ises and it appearing to the Court that
it is for the best interest of the estate
that said land be re-sold:
Now, therefore, it is Ordered that
the sale of Lots one (1) and two (8)
and the southwest one-fourth of the
N. E. Vt, all in Sec. 83, Tp. 4, N. R.
85, E. W. M., Umatilla County, Ore
gon, containing 69 acres, which was
made by the executrix, Mary LaBrache
Baddeley, on January 37, 1917, to J.
C. Baddeley for the sum of ten thou
sand three hundred eighty-three and
88 1-3 hundredths (110,883.38 1-3)
dollars be and the same is hereby
vacated and set aside.
It is further Ordered that the Ex
ecutrix of the estate herein re-sell said
described land at a public sale t be
held at the front door of the dwelling
house on said premises, said sale to be
held at the hour of eleven o'clock a. m.
Saturday, April 11, 1917, and said
land to be sold to the highest bidder
for cash in hand, and at a sum not less
than the present bid, to-wit: Eleven
thousand four hundred seventy-one and
67-100 (111, 471.07) dollars, the price
now offered for said land by Earl
Gillanders.
Be it further Ordered that the exec
utrix of the estate herein give notice
of the time, place, manner and terms
of the sale of . said described land by
publication of this Order in the Athena
Press, a weekly newspaper published
at Athena, Umatilla County, Oregon,
having a general circulation throughout
the State, said publication to run for a
period of four consecutive weeks prior
to said date of sale ; the first publica
tion to be made on Friday, March 16,
1917, and the last publication to be
made on Friday, the 18th day of April,
1917, and that the executrix post no
tices of said sale as by law required.
