If every state is entitled to benefits in proportion to the contributions made to the reclamation fund Oregon should have benefits either in expenditures or allotments aggregating something more than $12,500,000. Actually Oregon has reoeived just one-tbird tbe benefit to wbioh it seems equitably en titled.
