MEXICO'S "BLACK ANGEL."
Franoisco de la Carra, minister of
foreign relatione under the provisional
government of Haerta, has aooepted
the oandidaoy for vice-president on
the tioket with Felix Diaz. Ihe aged
Luis Terrazzas of Chihuahua, "the
black angel of Mexico," and head of
the greatest land-owning family in
Mexioo, supports the Huerta govern
ment. Mary Boyle O'Reilly (daughter
of John Boyle O'Reilly), writing from
Chihuahua City to the Cleveland Press
of Maroh 1, thus describes the old
Terrazzas' relations to past, present,
and perhaps future governments of
Mexico.
"This man of eighty-three, this man
who for years has been called 'the iron
hand' of Diaz, will flgbt land reform
to the end of his life. Even now he
is equipped , to send down upon bis
oountry another revolution, shall

put in power. The present revolution
has found its strength, muob of its

Electrification of the Earth.
Tbe electrification of tbe earth is a
problem of the physicists. As stated
by Dr. George 0. Simpson, observa
tions from pole to pole bare proved
that tbe earth Is a negatively charged
sphere and that tbe flow of negative
electricity Into the conducting air is
equivalent to a constant current of
more than 1,000 amperes. Yet tbe
charge of tbe earth's surface remains
undiminished. More positive than neg
ative electricity is brought down by
rain, etc., and no source of a return
current of 1,000 amperes is known and
no explanation of Its absence.
