INNUMERABLE BILLS CONFUSE THE VOTER Numerous Divison Measures Would Change State Map Beyond Recognition. "Puslness men of Oregon will do well to take note of the Innumerable county division bills for the considera tion 01 me people next rail, lready so many division measures have been filed with, the secretary of state that If half of them are adopted the map of Oregon will be so changed that It will not be recognized even by a na- ,tive son," declares the Pendleton East Oregonian In Its issue of July 25. ""Furthermore the indiscriminate creation of new counties cannot fail - to Increase taxation. This Btate can npt create ten new counties and pro vide for ten additonal sets of county officers and hope to get along with present levies. The divisionista make assertions to the contrary. But that is; 'campaign' talk. That same, argu- "jnejit- was advanced In favor of the ''creation of Hood River county. Yet E, A. Echlffler, a Pendleton tailor who owns property In Hood River, found bis taxes increased 61.4 per cent the first year of the new county's exist ence. It Is the history of every new county that division brings on increas ed taxation. This Is only natural. ' "Another feature of these division flchta la tho fn.f that itltlolnn ures are sprung when the people re siding In the proposed new counties do not want division at all. Take for instance the Orchard county scheme. Manifestly, the people residing in the greater portion of that proposed coun ty do not want division. Two of the four towns included in Orchard coun ty are hotly opposed to the division. They are Weston and Athena. They have good reason for being opposed. Division will mean Increased taxation and that business now held by Athena and Weston will be diverted to Walla Walla. Milton people imagine they will get tha business. But they won't. Milton is practically a suburb of Walla Walla and such it will al ways remain. If Orchard county car ries, that business will be lost to this state. "The Orchard county measure was drafted in secret by a little clique of Milton business men. Even the newspapers of Milton and Freewa ter have failed to take up with the proposition. Neither the Freewater Times or the Milton Eagle advocates the division measure editorially and tills fact has caused much comment. The Prlnevllle Review Blzes up the Bituatlon wisely when it says that the population in most of the counties where county division is being agi tated is too small and scattering. Wait until the counties have more people and the list of taxables warrant county division, advises the, Review as follows: "It would be unwise to make any eort of division of Crook County just now, It Is too thinly settled yet. In due course of time, when the parent county shall have attained 25,000 or 30,000 and the list of taxables war rants It, division will be sure to come; it Is Inevitable. But it is not business canity to divide a county of less than 10,000 souls, and a moment of sober reflection should convince any one of thlB. When the proper time arrives and ft just county division law Is en acted, the three cities most concern ed, Madras, Redmond and Bend, all of which , have division schemes In mind, can settle the matter between themselves. NESMITH COUNTY. The idea of creating Nesmlth coun ty is commendable, but is the manner of creating It commendable. It is . tioped that In time a Nesmlth county will be formed, but it should be dono In a way that would be approved by him If he were with us today. Just as, well ask the people of Portland to vote for the county officers of Lane county, or tho city officers of Eugene, as to vote to create Nesmlth county and thin applies as well to all the pro posed no'w counties. MODEST VICTOR HUGO. Th Great Maatar Thought No Honor Too Graat For Himtelf. It was Theopbile Gautler who said something to the effect that If he thought that one line of the great mas ter, Victor Hugo, was bad he would not acknowledge It to himself if he were alone at the bottom of a dark well. On another occasion Gautler spoke of Victor nugo as "a new Moses fresh from Sinai, charged to deliver the tablets of the law." Decidedly, Victor nugo was a man who knew how to cast a spell upon those about him. For example, look at the follow ing picture drawn In the "Souvenir sur Turgenleff:" "One evening Hugo's admirers as sembled in his drawing room, were competing with one another In the eulogy of bis genius, and the Idea was thrown out, that the street In which he lived ought to bear his name. Some one suggested that the street was too small to be worthy of so great a poet, and the honor of bearing his name ought to be assigned to some more im portant thoroughfare. Then they pro ceeded to enumerate the most popular quarters of Paris, in an ascending scale, until one man exclaimed with enthusiasm that it would be an honor for the city of Paris Itself to be re ramed after tho man of genius. Hugo, leaning against the mantelpiece, listen ed complacently to these flatterers out bidding each other. Then, with an air of one engaged in deep thought,' he turned to a young man and said to him la his grand style, 'Even that will come, my friends even that will come.' 'V-Bookman. " THE 0VARINAS. Picturesque Barefooted Fish Hawktrt of Portugal. The ovnrlnas are perhaps the most interesting people In Portugal. They are probably tho lineal descendants of tho original inhabitants of the land, and now come from a small place called Murtosa (Estarreja), not far from Oporto. As the termination Indi cates, the overinas are the women of these people. Both old and young, for even young children are thus employed, areex ceedingly active and energetic. They go about barefoot, wearing a peculiar costume, and carrying huge baskets of a peculiar shape on their heads. They travel many miles a day and penetrate into every corner of the city, crying their wares in a loud, unmusical shout They mount even to the sixth floors and bargain with buyers. Tbey go bnrefoot not because of their poverty, many of them possessing expensive gold ornameDts, but because they can thus more easily cover the many miles they run during the day. Attempts have been made to do away with this method of soiling flsb, but they have all failed. The customers like to deal with these fish girls and can purchase from thcin very small amounts. Fish la not purchased by weight, but by the fish or part of fish. The price averages 12 to 15 cents per pound. A confirmed stutterer went into n restaurant and met a few casual ac quaintances, who at once commenced chuffing him most unmercifully re specting the impediment in his speech. At last ono of them, a pert little fel low, who had been making himself rather consnlcv.ous by his remarks, said, "Well, old man, 111 bet suppers round you can't order them with out stammering." Argonaut The Start of an Author. Soon after "Treasure Island" had ap peared and attrncted public attention to Robert Louis Stevenson, two gen tlemen were traveling up to London from Norfolk. Oue of them was read ing "Treasure Island." Presently, hav ing finished the book, he dropped It Into his traveling bag, remarking: "Well, 1 think I could myself write a better child's story than that." The other, who, by the way, was his broth er, urged him to try. Tho husband of Ilydhi Childs was an Invalid for many years. He was not. well off in this world's goods, and much of the support of tho family was earned bv the wife.
