At the oitizens, mass meeting, held
Saturday evening for the purpose of
nomiuatitig candidates for city offioos
at the coming munioipal election. A.
B. MoEwen, the hardware dealer, was
the unanimous choice of those present,
for mayor. In faot, there was no op
position to any of the candidates re
ceiving nominations, eaoh receiving
the unanimous sanction of the voters
present.
The men who were plaoed on tbe
ticket with Mr. MoEwen are:

kins, A. M. Johnson and S. F. Wil
son. For Water Commissioner William
Winsbip. -
For Treasurer, A. A. Foas.
For Recorder -B. B. Richards.
The mass meeting oonvened pur
suant to an official call issued by Mayor
( Plamondon, and was liberally attendod
by Athena voters.
After the nominations had been
i made, the meeting was addressed by
Rev. Geiszler, pastor ot the Methodist
Episoopal obnrob, and also by Rev.
Ryder of the Baptist churoh. Tbe
Rev. Mr. Geiszler said be considered it
to be the opportune time and the pro
per plaoe to speak in behalt ot a
oleaner city, morally. He desoribed
the high board fenoe enolosores at
the rear of the saloon buildings as un
sightly and affording retreats for mis
demeanors not consistent with ideals
advooated in behalf of community par
ity. He ended his short address by
asking tbe mayor and council to do
away with the enclosures and for the
regulation of the near beer resorts.
Rev. Ryder followed with a short
address. - By way of prefaoe to bis
remarks, r Mr. Ryder said he had
brought two boys with him to this
town, and that he did not want to
see them go to hell. He called atten
tion to the aotion of tbe city councils
of Pendleton and LaGrande in tbe
matter of compelling owners of near
beer places to pay into tbe city treasur
ery license money and advooated that
like aotion be taken by the Athena
offioials. He asked for united aotion
in the work of making Athena a better
town and closed by saying that hewas
to be fonnd ever ready and willing to
do his part.
Councilman Watts then addressed tbe
meeting. He clearly voioed tbe senti
ment of all present in tbe neat tribute
which he gave tbe retiring mayor, Dr.
J. O. Plamondon, for tbe servioe he
bad rendered the city as its obief exe
cutive during his two terms of office.
The coonoilman went into details
regarding what tbe oity government
had to contend with when the city
treasury was in a depleted condition.
He noted the oritioism which naturally
follows the acts of publio servants,
and explained the trying time the
counoil and water commission has bad
with tbe water system dnriug tbe past
six months He advooated a spirit of
patriotism on the part of water con
sumers, said they owed it to trie wel
fare of tbe town to patronize tbe wa
ter system and made the statement that
at tbe present time, tbe expenditures
exceeded the revenue collected from
water rents.
Replying to tbe remarks of the two
ministers, Councilman Watts said that
city oonncil was always ready and
willing to give consideration to sug
gestions pertaining to the advancement
and welfare of tbe city.
A few eulogistio remarks were given
by Attorney Wilson when the name
of B. B. Riobards was offered in nom
ination for tbe office of oity reoorder.
Tbe "judge's" exoruoiating modesty
precluded any reply on bis part and
tbe crowd bad to content itself with a
blusb, by way of acknowledgment that
he bad beard Wilson's bunch of hot
air. .

Unlawful.
Weather permitting, there should be
a large gathering of farmers in Atbena
tomorrow, the occasion being tbe state
meeting of the Farmers' Ednoationa)
and Co-operative Union. More than
ordinary interest is evinoed on the part
of farmers throughout the county in tbe
success of this meeting, for tbe reason
that it is Oregon's first state meeting
of the Union and is to be presided over
by Hon. 0. S. Barrett, tbe nationd
president o the Unions.

Walla Walla farmers may bo cited.
The Farmers' Union was started at
Walla Walla. April 22, 1907. At tbe
first meeting 60 members were taken
in.and the following meeting, 60 more
joined.
"At the time of this meeting, wheat
was worth 61 cents per bushel, uud we
said we were going to strike for 75
cents per hushel," said Organizer Cox
to a reporter. - "Wheat began to go up
and by th? time harvest was over wheat
was worth 75 cents and there has not
been a day since that we could not
get 75 oents for No. 1 wheat.
"The next thing we undertook was
to buy saoks. The best that oould be
done was 9 1-2 cent at Portland, the
same at Taooma and Seattle. We put
out for bids and the house was filled
with farmers aud the ante-room was
fullofjaaok men, and we have received
the bids. The Kerr-Gifford people
submitted the lowest bid, 7 8-8 f. o. b.
Portland.
"We put in an order for 1,500,000
saoks, and we did not try to keep the
deal a seoret, so every one reoeived
benefit from it. This year we will
keep the prioe to ourselves.
"The next thing we went to tbe
railroad oomoanies and asked for a re
duction iu sack freight rates from
Portland. After two hours oonfereuoe
with Mr. Miller of the O. R. &. N.,
and Mr. Blakely of the Northern Pa
ciflo, we seonred a flat rate from Pen
dleton to the Snake river, auiouutiug
to about 35 per oent redaction. Next
we asked for the right to build ware
houses along the railroad, and Mr.
Miftor said ho thought there was
warehouse room enongb to accommo
date tbe people.
"We told him we were aware of
that, but we bad a , proposition to
make. We first asked the warehonse
men to lease tbe bouses, and if tbey
would not then we would propose to
buy, if they would do neither, then we
wanted the" privilege to build. Mr.
Miller said that was fair enough, aod
said he wonld agree to let us have the
room to build. Then the warehouse
men began to fight the move and it
was six weeks before we olosed a lease.
After that it was no trouble to buy
warehouses.
"The farmers have bought soveral
bouses and store their own wheat at 60
oents, aud declare dividends of 30 per
oent.
"If the farmers will take stock to
tbe amount of 75 cents per aore of
the land tbey farm, it will bnild the
warehouse the first year. This will
pay all tbe expenses and pay for tbe
house in two years. Every farmer
should get in the Union, seoure their
own houses and help to get a ter
minal warehouse."
- In its issue of January 22nd the
Press printed a news item to the effeot
that the Athena pnblio school library
had not reoeived its apportionment of
books for tbe year. Tne news item in
question was read by County Sohool
Supersntendent Welles and he explains
(he reason wby the library is without
i s books, by sending tbe Press tbe
following copy of a letter written to
Principal Miner:
"Pendleton, Oregon Jan. 80, 1909.
Prin. T. D. Miner, Atbena Oregon:
It does not seem to be well understood
at Atheba why the library books be
longing to the district have not yet
been reoeived. As I wrote yon on tbe
4th inst. tbe books are rondy for the
district and will bo sent at auy time
that yon or tbe direotors so order.
The books have been here for some
time, aad I should be glad to get them
into the hands of the ohildron. They
will go 'collect.' Very truly yours,
"Supt. Umatilla County."
Tbe Press called Mr. Welles over
too 'pbone Tuesday and ho gave the
lrformation that tbe order for tbe
books had not up to that time been
sent in.
Mrs. E. Lane Walker, primary
teacher is the school librarian, and
tbe pupils have been awaiting tbe ar
rival of tbe new books.

A voto in the honse at Salem Mon
day morniug will amaze the people of
Oregon. That body, by a vote of 23
to 22, adopted a favorable report ou
the Brcoks-Bean bill, proposing to
make it unlawful for a candidate for
office to pledge himself to the people
of tbe state, his district or his oounty.
There were 15 absentees, among them
nine statement legislators. Concern
ing the aotion taken by the house, tbe
Portland Jonrnal says:
'The Journal is oharitablo. It is
geuerous. It has faun in men and In
the ultimate sanity of men. It takes
absolutely that this vote will not
prove to be indicative of tbe final vote
upon this bill. That the final vote
will reject tbe bill is entirely reason
able because of the oharaoter of tho
measure. In spite of some of the
well known names among the mi-
ority in this preliminary vote it is
unthinkable tnat the house has gone
politically orazy.
'The right to make a pledge has
been for 120 years tbe privilege of
every citizen of this nation. It is a
basio fundamental in government.
Self-government cannot successfully be
carried on without it. Save for bis
pledge, bow oan tbe poople test a can
didate? If the Republican legislature
at Salem strikes this right it strikes
at the very foundations of government.
It strikes tbe people of Oregon in tho
faoo. It stamps on and spurns a law
that the people framed. It holds the
legislature to be bigger than the electorate.
'Passage of the measuro would
mean an accounting for the RepuLJi
oau party to be made to the people of
Orogon. It would be an accounting
that tbe Republican party in the next
elootiou could not survive. It would
mean a reckoning for eaoh member
who supported tbe measure, and. by
that reasoning enoh would drop deep
into political oblivion. As to state
ment members who voted for it, after
using the pledge as a moans of gaining
their eleotiou, what is tbe name for
tbeir aot aud what their futuie?
Wbat, but exactly the course now pro
posed at Salem, ruined Fulton?"

By a vote of 82 to 27, the bouse this
afternoon defeated a bill making it
misdemeanor to take statement No.
or any other pledge, and the senate by
a tie vote refused to reoonsider tbe
vote by wbiob tbo bill making it
misdemeanor to circulate any initiative
or referendum petition for pay in de
bating the anti-pledge till. Even
statement No. 1 men who voted for
Chamberlain under protest, defended
statement No. 1, and fongbt tbo bill.
Two representatives only, eleoted un
der tbe statement No. 1, Brady and
Riobardson, voted for tbe bill, while
two anti-statement members, Farrell
and Leineweber, joined in opposing it.

Declamatory Contest.
A declamatory contest was given
Saturday evening at Weston Normal
ball by tbe associated students for snb
stantial cash prizes. The winner of
tbe first prize. Miss Bernice Curry,
will represent the sohool in intersobol
astio contests. Tbe . second prize
was won ty Royal Niles and tbe third
bv Roy Ludden. Ibere were eight
speakers.
Miller Myers Resigned.
W. Myers, for many years bead
miller for tbe Preston-Par ton Milling
company, has resigned his position
and William Littlejobn, an employe
of tbe firm at Waitsburg, has taken
charge of tbe milling department of
tbe Atbena plant. Mr. Myers is one
of best millers in tbe Noitb west, being
one of tbe coast pioneers in tbo bnsiness.

Twenty-one hundred and ninety
pounds of publioity were forwarded to
tbe east by tbe Poitland Commercial
clut last week. Tbis was io addition
to tbe six tons that went two weeks
earlier. Tbe printors will soon be
busy in turning ont a million leaflets
advertising tbe one way colonist rates
toSOregon points, and these leaflets will
go ont tbrongb tbe boys and girls at
tending sobool, tbe preaobers and
cburobes, tbe banks, business houses,
factories, hotels, and tbe homes of
Portland.
According to visitors in tbo city
from Miltoti, the residents of thut
seollon are endeavoring to have tbe old
toll gate road from that oity across
tbe Blue Mountains to Elgin, abol
ished by the legislature aud made into
a publio highway, says the Pondleton
Tribune.
The load is ono of tbe oldest in tho
state and has been bold by a corpora
tion for a numbor of years. In tho
early days thero was not maoh traffic
over this pass through the mountains,
but of late years tbo travel has in
creased wonderfully and tbe revenues
ore claimed to bo great.
Those who have traveled over tbe
road claim that it is not kept iu tbe
oondition it should be, and that bull!
it is made a publio road it will not bo.
For some time tbe principal stock

Tbe matter has been taken up by
residents of Milton, who have written

lature now in session at Salem. Just
wbat the outcom e of the movement
will be cannot be told. Tbe road was
originaly given in the form of a fran
chise, to extend over a oertain period
of years. No change can be made as
long as tbe franchise is in existence
but when evor tbe time expires it .will
not be renewed if it can be prevented.
It is claimed by piouoors of Milton
that tbef rauohise ran out several years
ago aud that it is bus never been re
newed but that tbe toll has been gatb-
eiel just tbe same as if tbe grant was
still valid. If tbis be trne it will be
matter of little troutle to abolish tho
toll and make the road a putlio high
way, owned and controlled by tbe state.
Again on Trial.
For tbe second time George Horse
man is now on trial for tbe killing of
Clarence MoBroom at the Potts sobool
bouse, nearly two years ago. Tbe
oase was called in tbe oirouit court
Monday morning. At bis first trial
Horseman was found guilty of man
slaughter, but on appeal to tbe sup
reme court tbe deoision of Judge Bean
was reversed and tbe case sent back
for retrial. Under the law Horseman
may not now be convicted or a graver
crime than manslaughter. .
Lincoln's 100th Birth Anniversary.

Engineer Dies at Throttle.
Frank Gerlick, a Great Northern
engineer, died at the throttle from
heart disease Friday night at Odessa,
Wash., while pulling his train into tho
yards. Tbo train was stopped by tho
fireman, who saw Gerlick lurched for
ward and fall dead to tbe floor of ti.a
eogine oab. Tbe engineer resided at
Hillyatd, Wash. kHe was 15 years old
