IN THE LEGISLATURE Bowerman of Condon, President of the Senate; McArthur of Multno .. mah, Speaker of House. The Oregon legislature met for the 25tb time Monday. Jay Bowerman of Condon, was eleoted president of the senate and C. N. MoArthur of Multno mah speaker of the house, with W. M. Barry of Multnomah chief olerk of the senate and W. Fred Drager of Marion chief olerk of the house. The opening session was devoid of inoidents, and any bitterness of defeat was bidden under the surface in a deep desire to evoke barmoDy at the beginning. Both houses met early and proceeded to the temporay organization then taking noon in the meantime holding their caucuses. When they reassembled the committee on credentials submit ted its report, the new members were sworn in and the first business of the session transacted with the introduc tion of resolutions and the first reading of bills. Bepresentative Barrett of Athena has in his possession a letter from Mo Arthur saying that the latter will not use his high official influeooe iu the election of senator, as he considered the matter settled by the people. Many exciting fights developed in the oauouses of the republican sen ators. In his biennial message submitted to the legislature Governor Chamberlain reviews in detail the administration of the state's government during the past two years, submits much data regard ing the finance s of the state, the con dition of the various state institution and also makes many suggestions to the legislature. Among other things the message rucom mends that the legislature be guided by the will cf the people in choosing United States senators; it is recommended that the state provide by law for an insurance commissioner; that the penitentiary officials instead of sheriffs transport prisoners to the penitentiary ; that the supreme court be enlarged to five members; that the anniversary of Oregon's admission to the union be celebrated; likewise the Lincoln centennial; that the propor tional representation law be made effeotive; that the water code be re vised in the interest of the inigation interests; tbnt the three present nor mal schools bo maintained and that the Oregon Agricultural college aud the University of Oregon be properly supported. Hotel B urned The Faluoo hotel at Pullman was destroyed by fire Monday. All tlio inmates esoaped and saved most of their belongings. The fire started from an overheated stove on the third floor and spread rapidly. The struc ture was owned by C. W. Nessly and was rained at $12, 000, with $6,000 insuranoe. It was leased by A. H. Thence east 460 feet more or less to the point of beginning at said mon ument number six, containing about three acres more or less.
