John E. Lathrop, special correspon
dent of the Portland Journal, writing
from the nalioual capital, says:
Ibat Harvey W. Soott of Oregon
wants a cabinet position or a ministry
abroad is believed here. At this stage
in the deliberations of contse all prob
abilities are nnkuowo excepting to in
siders. Bat it bas been noised aronud
Washington that Scott seeks the ap
pointment either as seoretary of the
interior department or as an ambassa
dor. It is kuowu that bis friends have
several times nrged him in past years
for one of these positions, and that
after it lecame apparent that the sen
atorsbip was not in his grasp, be was
believed to be a serious candidate for
reoognitiou by the president.
That any concerted movement by
tbe far western states would almost
foroe Jndge Taft to assign one cabinet
position to a man from tbat region is
generally conceded. It is admitted tbat
it is hard to leave tbe two-thirds of
tbe continent tbat lies west of Iowa
without an adviser at tbe official conn
oil board. Tbe interior department
is tbe most natural place for a western
niHn. No state east of the Mississippi
river bas more than a niodioum of
business in the interior department,
while all to tbe west have much.
George Knight, a California lawyer,
is regarded as a candidate for a cabinet
position ; so tbe PaoiOo coast has Soott,
Bellinger of Seattle aud Knight as
candidates for tbe interior department,
with Soott perhaps willing to accept a
foreign mission instead if he cannot
land the secretaryship.
Tbe Bellinger boom arrived yester
day, aud has already attained large

Caught In the Act.
Two tramps were oangbt in tbe act
or looting tbe home of Thomas Cook,
near Helix, Tuesday afternoon.' Tbe
family bad been absent from home and
on returning found tbe home in a topsy
turvy state. Mr. Cook beld tbe men,
wbo are tramps until tbe arrival of tbe
marshal from Helix. Tbey. were
later turned over to tbe sheriff and are
now in the oounty jail.
