Mr. Cake's advertising matter, siuce
his Domination, does not include a
declaration for Statement No. 1. Pre
vious to his nomination in the primary
election, Mr. Cake advertised in the
columns of the Press to tbe extent of
$15. He consumed that amount of ad
vertisiog space in impiessiDg on the
minds of Press readers that be was tbe
republioan champion of Statement No.
1, tbis being his paramount issne and
the prinoipal plank in the platform on
which he stood before tbe people as a
republioan candidate for United States
Senator. Tbe entire press of the state
carried Cake's Statement JSo. 1 adver
tising matter which, together with bis
personal pledges, won for bim tbe
Domination over Senator Fulton.
Since tbe primaries, the republican
candidate has effaced bis Statement
No. 1 deolaration from his Cards, tbe
general iDferenoe being that Cake used
the pledge only to secure the nomina
tion, since he has emphatically refused
to "meddle with connty politics," and
declines to support tbe movement of
upholding the principle of Statement
No. 1, by the election of independent
candidates in counties where legisative
nomineess refused to take tbe pledge
Cake merely resorts to oommon politics,
tbrnsts aside tbe vital principle he at
first contended for, and unmasked,
stands for nothing but the office be is
seeking. Opportunty, suoh as few men
have, knocked at Cake's door at the
commencement of tbis campaign. He
bad an open ohanoe to lead tbe domi
nant party iu tbis state to victory for
the greatest principle that ever con
fronted tbe people of Oregon. He
eaorinoed this prinoiple to satisfy bis
greed for offloe, believing tbe office to
be bis anyway, for tbe reason that tbe
legislature is pledged to his oonBrma
tion, tbe Statement No. 2 candidates
being bound to vote for the republioan
reoeiving tbe highest number of votes
at tbe general election. These, with
tbe Statement No. 1 men, irrespective
of party, of coarse makes bim United
States Senator, with bis eleotion over
Chamberlain. Cake in the oapaoity
of United States Senator, shorn of tbis
great prinoiple, ia zero as compared to
Cake the victorious leader of the people
of a sfate who are trying to out away
tbe shackles of machine politics. But
Cake is found wanting, and tbe Fulton
foroes, while patting bim on the- back,
- re-organized their forces witbin forty
eight boors and are oiling np the
machine for tbe next round when
Bourne's 'term expires. Tbe work of
the republion state convention shows
it. Can Cake explain it. His lieu
tenant, Shepherd, tried to do so in
Athena Saturday, tut lost out
, Mexico seems to believe that with
tbe Philippines the United States has
all tbe islands it needs, for it has
lately olaimed Aroas Keys, Guano is
lands in ths Gulf of Mexioo, eighty
miles off tbe coast of Ynoatan. The
present owners of the islands insist
that they belong to the United States
by right of discovery by an American
in 1880. We are not likely to go to
war over a guano deposit Tbe ques
tion of sovereignty will be settled
amicably by the two governments.
Japan has proved its disposition to
do its part toward solving tbe problem
of Japanese labor in tbis country and
Canada. The Japanese government
has issued instructions to prevent em
igration to the United States, Canada,
Mexioo and tbe Hawaiian Islands.
This solution is practical, final and
tactful, for it removes from tbis na-

Cake's champion in Athena Satur

stand five minutes longer, the boys
would have made Cbamberlain a hun

Tbe papers bave been printing tbe
portrait of Mrs. Robley D. Evans. We
bave it on exoellent authority that
Mrs. Evans is a good, motherly soul
who never bas uttered an oatb in her
life.
There is not maun in that Ohio boy's

with a red-hot poker. We've known
the time when a bickoiy switch, felt
like a red-hot poker.
In oue respect men are wiser than
women. A girl, however poor she

The Univeristy of Oregon is a part

state and should be properly supported.

PEOPLE vs. CORPORATION.
Tbe sweeping victory won for tbe
state and people over tbe corporation

gratifying as it is unusaal. It restores
to tbe state very important and very
valuable rights that it bad been sup
posed for years had been irretrievably
lost The statetoin the beginning, con
tributed 1200,000 to aid in tbe con
struction of tbe looks, reserving the
right to oollect 10 per cent of tbe an
nual revenues, and tbe further right to
puiobase tbe looks at suoh amount as

Failure of tbe state authorities at tbe
proper times to colleot the revenues
led to tbe assumption by tbe oorpora
tionthat the right to do so bad lapsed.
For 30 years or more it bas been the
general supposition that whatever
rights tbe people of Oregon ' originally
held in tbe looks had been completely
lost Tuesday's deoision suddenly
changes tbe aspect of things, and by
one stroke all tbe rights that tbe peo
ple had to share in the , revenue from
tbe locks seem to be fully restored to
them. The mandate is to issue from
the oourt, ordering the corporation to
pay arrearage due tbe state, aggregat
ing many thousand of dollar. Tbe state
is to continue bereafter to oollect 10
per oent of tbe annual revenue yielded
by tbe looks. The deoision gives tbe
state immense leverage in filially
achieving the oheiisbed dream of an
open Willamette, and greatly reduced
freight rates. It is one of tbe most im
portant publio achievements ever
made in behalf of tbe people of Ore
gon, and one pf tbe most overwhelm
ing defeats ever sustained by a corpo
ration in Oregon. .
Tbe conditipn is tbe handiwork of
Governor Chamberlain. Iu 1905, in
a letter to the attorney-general, be
expressed tbe belief tbat tbe state bad
not lost its rights in tbe matter of the
locks, and directed that officer to bring
suit to recover them. Bis judgment,
and his standing as a publio man are
mightily vindicated in Tuesday's de
oision. What Other eminent governors
of tbe state had overlooked, what had
been overlooked by all others in tbe
state, did not escape the profound and
far-seeing mind of Mr. Cbamberlain.
He acted with his usual wisdom and
determination, and tbe result is most
valuable rights laid by him at tbe feet
of the people of Oregon. How emi
nently fitted is suoh a man to be sent
by Oregon to do things for her people
