Oregon Tax Reform Association Has
Filed Its Proposed Amend
ment to Be Voted On.
Tbe proposed new tax law, the
amendment for wbiob is to be voted
on by process of tbe initiative and ref
erendum at tbe June election is Gang
ing diaoussiou throughout tbe state.
Friends of tbe proposed measure are
contending for its merits as follows:
"This amendment is not based on
new or nnttied theories, bat its prin
ciples are demonstrated to bave tintb
and right in tbem. New Zealaud,
Msuitoba, and other British colonies,
bave for a n a niter of years exempted
improvements and persoual property,
uTid it has invariably worked in tbe
interests of tbe producing classes in
city or country.
"Many of tbe greatest Americans
have endorsed the priuciple which this
amendment approaches. Among them
Senator La Follette, Gov. Folk, Tom
Jobusotj, Henry GoorRe and William
Lloyd Garrison. Thoy believe iu the
principle of raising tbe needed reve
nues for carryiug on oor government,
aud at tbe same time discourage land
monopoly by taxing laud values aud
franchises more and exempting im
provements and personal property in
short what is commonly known as tbe
single tax.
"Oue hundred feet square sold iu
Portland on January 22, for $800,000
or at tbe rate of more than $2,000,000,
000 for 610 acres. Tbe latter amonut
is about ten times tbe assessed value
of tbe farms of Oregon. Such city
vulues, as well as tbe value of railroad
rights of way, is made by tribute paid
by tbe producers of tbe state. This
measure will shift tbe taxes mainly o
site values, such as the atove, not to
acres.
"But where a railroad holds mil
lions ou milliousof acres, ibis measure
will bit tbem so hard that it will be
interohting to see tbe fight thoy will
put up against it. Tbo farmers of this
oounty will certainly see to it under
this law that every acre of laud grants
is assessed at least as high as that of
the improved farms which makes tbe
adjoining unused land valuable with
out the owners' efforts. This law goes
on the prinoiplo that if you waut to
discourage tbe holding of a lot of
worthless dogs, or a bunch of vaoaut
city lots or vaoaut seotions of land,
put tbe taxes upon them. To eu
oourage production and home building
it takos tbe taxes off from (in tbe
words of tbe amendment) 'all dwelling
houses, bams, sheds, outhouses and all
macbiuory aud buildings used exclu
sively for manufacturing purposes, all
fenoes, farm naohinery nnd appliances
used us such, all fruit trees, vines
shrubs aud all other improvements on
farms, all livestook, household furni
ture in use, aud all workingmen's
tool '
"Supporters of this ameudment sny
"that every locality has 'undesirable
oitizous' who opposo every improve
ment of roads; good schools aud teach
ers, bridges and otbor publio neces
sities, because of tbe faot that the less
taxes thoy pay the more land tbey can
hold out of use, awaiting the industry
of tbe entire community to mnko them
wealthy. Non-resident land owners
me more obtrusive to local improve
ments, yet contributing nothing to the
business interests of tbe community.
"It the large traots of this county
paid tbe same taxes as improved farms,
thoy would be divided up aud rapidly
improved, iucreasing our population
aud wealth.
" "Our merohauts, bluoksmiths, bar
bers, ourpeuters, aud all other business
ihou, would feel tbe elleuts of the new
blood, onpital aud energy, aud under
such a systom of taxation our com
munity would move forward as uever
beforo."

Steve Le Borge, a tramp who baa
been workiug around Milton for some
time, bought a 105 wagon from a
firm iu Miltou ttrt other day, giving
his note iu payment lor a short time.
Later ho mortgaged the wagon to
Bradley Mitchell aud Hartley company
for about $3'J worth of olotbiug.
FREEDOM Of SPEECH
Corrupt Practices Act May Be Con
stitutionalForbids the
"Glad Hand."
That the corrupt practices bill, to
be submitted to a vote of I be people
under tbe initiative aud referendum, is
in direct conflict with that section of
tbe constitution which guarantees
freedom of speech is believed by many
who have read tbe measure. Tbe bill
makes it a crime for any person to ask,
eolicit or in any manner try to induce
or persuade a voter on election day to
vote for or against any candidate or
measure. Tbis would bar tbe use of
anr kind of argument on election day
and there is donbt whether it would
be constitutional.
Uuder tbis section of the law it is
probable that newspapers published on
tbe morning of election day would be
prohibited from printing anything cal
culated to influence voters in deter
mining bow to mark their ballots.
Tbe words "in any manner try to
induce or persuade" would cover a
multitude of acts. Candidates who
went to the polls aud extended the
glad hand to voters would uuquestiou
ably come withiu the terms of the act,
for it is common knowledge that a
warm handshake is oue of the most
potout means of getting votes.
One of tbe ponalties for violation of
tbe corrupt practices act is that the
offending candidate may be ousted
from offioe. A candidate whe should
talk to the voters on election day,
publicly or privately, or iu any other
manner try to induce or persuade them
to vote for him, even if the persua
sion were in an honorable manner,
would be in danger of forfeiting bis
election it a friend of an opposing can
didate should see flt to call him to ac
count before a court having jurisdic
tion of election contests.
Tbis bill bas tbe effect of closing the
lid tight on all campaigns at 12 o'clock
midnight preceding the day of elec
tion. The measure of course prohibits
all forms of treating for tbe purpose of
influencing votes, whether the treat be
to drinks or any other tempting lux
ury. It also prohibits the corrupt or
excessive or improper use of money,
and in many other ways prevents uu
due influence, deception and fraud.
Most of the provisions are considered
salutary in their effect, but section 84,
which prohibits tbe use of legitimate
argument ou election day, is believed
by many to bo unconstitutional. The
section reads as follows:
It shall be unlawful for any person
at any place on the day of any election
to ask, solioit, or in any manner try
to induce or persuade any voter on
suoh election day to vote for or refain
from voting for any candidate, or tbe
candidates or ticket of any political
party or organization, or any measure
submitted to the people, and upon con
viotiou thereof he shall he punished
by fine of not loss than $5 nor more
than $100 for tbe first oiieuso aud for
the second and each subsequent; offense
oocuring ou the same or different elec
tion days, ho shall be punished by fine
as aforesaid, or ny imprisonment in
the county jail for not less than five
uor more than 150 days, or by both
snob flue and imprisonment.

GASOLINE FOR PLOW
Engines for Lessening Expense of
Plowing and Threshing to In
land Empire Farmer.
Tie experiment of plowing with
power furnished by gasoline engines is
to be tried in tte Walla Walla wheat
fields in a few days. Three large gas
oline traction engines have arrived
from Chicago and will be used by
large farmers inetead of horses to do
tbe heavy work on the farms.
Last fall two or three gasoline en
gines were used in the wheat fields in
stead of steam enignes, and the suc
cess was so marked that the new power
will now be tried in other work. The
thresbiDg engines bad no traction, but
the new pattern just received have
equipment for pulling a load and for
bill climbing as well. There is every
indication of success iu the new Ven
tura For several years tbe price of horses
bas been climbiug skyward, and feed
has also increased in cost about one
half. Tbis has forced farmers to do
something to relieve the situation. In
some oases mules bave been introduced
with good effect, but still tbe effort to
reduce tbe number of livestook needed
aud save feed bas been earnestly fol
lowed up. Steam engines have,, been
used, but in some localities water is
soaroe and trouble ensues in their use.
Tbe idea of using gasoline was ni'ged a
few years ago, bnt no equipment could
be secured from the east until last
year, when tbe threshing engine was
first used.
The engines now proposed to be used
are of light pattern, with patent cool
ing device, large aud wide driving
wheels for soft ground, and full trac
tion power. Each la equipped with
pulley for power purposes. One man
handles the machine except when on
tbe road ou hills. A powerful brake
is provided, so that tbe machine can
be stopped any plaoe, even on tbe
steepest hillside.
The test of tbe new machines will
be watohed with keen interest by every
large landholder in tbe northwest.
