CH1L0 DIES OF SCARLET FEVER Daughter of David Leach Stricken While Family I Moving. A dispatch from Dayton, Wash., Saturday says: "The 18-rnontbs-old daughter of Dave Leach died this morning at 0 o'olock of scarlet fevor, and will be buried tonight at 8:30. "Mr. Leach and family were passiug through here by wagon ou tbeir way to Idaho, about two weeks ago, when the little one became sick and caused them to remain. "Mr. Leaoh having reoently pur chased some land is without means, and the expenses of the funeral will be paid by the Odd Feilows of whiob order he is a member." The family came from Morrow couu ty and was in Atbena a couple of weeks ago stopping at the home of W. C. Russell, fur. Leaoh was ou his way to Adams county, Washington, where he bad purchased land. Whether the child was exposed . to the fever before the family started on its overland trip, is not known. The house in whiob the Leaob's stopped while in this city was occu pied by the Russell family when scar let fever was contagious and several of the children had it there. The resi dence was properly fumigated and ' it is not likely the Leaoh child contracted the disease here. Mrs. . N. Thompson deQed Judge Thomas H. Brents of the super ior court at Walla Walla, and went to jail to serve ber sentenoe of 20 days for contempt. When asked by the court if she did not intend to obey the mandates of the law tbe witness said it was con trary to tbe law of God to bold court on the seventh day of the week, and ber coDsoience forbid ber testifying or having anything to do with such un holy proceedings. Rather than com mit ber to jail immediately for con tempt, tbe court tried to reason with Mrs. Thompson and show her, that for ber to remain quiet and allow a man to go to the penitentiary when she might save him. by telling what she knew in regard to the oase, would be a greater orime Id tbe sight of God than to testify in a court eveu if it was oouduoted on the day she held sacred as the Sabbath. She was re minded of the ox in tbe ditcb and challenged to quote any scripture that would justify her position. Tbe court demonstrated its familiar ity with Holy Writ as well as tbeoivil law and tbe witness, unable to cope with the judge in argument or quota tions from tbe Bible, remaiued silent but stubbornly refused to testify and is now serving ber sentenoe iu the county jail. Tbe latest in dress gouds, men's and toys' clothing is being opened at Manasse's Up-to-Date store. As soon as the Nebraska legislature passed the two-oeut fare bill every railroad in tbe state began talking of retrenchment and revenge. Tbe Union Pacific ordered work stopped ou its t'onr million-dollar headquarter build ing, took oS two of its finest and rant ers trains and stopped work on half a dozen improvements and cutoffs. Burlington followed suit, Rock Island blustered about taking off trai us be cause tbe receipts bad boeu cut "It's simply a blind to attract at tention to the passenger fares and make tbe publio forget the enormous freight obarged in tbe state," was the expressed opinion of all sides in tbe legislature. . Then tbe legislature got busy again aud began passing every ' railroad re form bill wbioli had been introduced. This was au a"'ful jolt to Harriman and others. Tbe wail of tbe railroad mauagers began to die out. After tbe passage of the two-cent fare bill tbe trains were crowded to tbe limit. Union Peciflo announced that its two fast rains would be put baok at once; double-traoking from Omaha westward went onward without a stop; the Rook Island an nounced that traffic bad increased so that a new train from Chicago to Den ver would, be put on ; the Burlington kept its traius running with people standing in the aisles; tbe Nor h wes tern did not make the threatened changes iu its trains; the Missouri PaoiBc, wbtoh never ran but two trains, began to have its coaqhes Oiled with passengers, iustead of running almost empty, as they bad been doiug for years. . The railroads' "bluff" bad been called and tbe flurry was over. Tbe service on all the lines is bet ter than ever since tbe magnates have learned that tbe best way to stop tbe "roform legislative craze" is to keep the publio in a good humor by giving if. the best that is to be bad. Seusatious for Portland citizens will be furnished by the coming federal grand jury which will undoubtedy iudiot men whose names are known familiarly not only iu Portland but iu all parts of Oregon, says the Jour nal. Never before has such care been taken by a United States attorney iu preparing bis evidence for the consid eration of tbe grand jury as has been exeroised by Attorney William C. Bristol, aud it is said that as a result of tbo work aud study be has put in for the past eoveral months a great number of iudiotineuts will be, re turned, iuoluding men whose reputu tions have never before been ques tioned. , It is expected that altogether tbe ndiotmeuts will number over 60. Of these, 27 will be against men who bave bceu arnsted and are either iu tbe county jail or out on bail. Of tbe remainder most) of them will be against men who halve beon guilty of violating tbe land laws, while a num ber will be for other offenses against tbe law. It is said tbat Mr. Btistol has been prepariug indictments for a month, which indicates that hois taking great caro to protect agaiust all possible mistakes in points of law and to pre sent to tbe graud jury such evidence as will ouly serve to return indict ments. Heretofore tbe work of tbe grand jury has beon carried out with a lack of preparation ou the part of tbe federal attorney's office, due chief ly to a lack of time. The present oooasion will reveal au ' entirely different stato of affairs and, while anxious to protect the intercuts of tbe publio, it is safe to assume be cause of the thoroughness whiob Mr. Bristol has uaod, i.'olbiug will be done tbat will injure iunooeut persons. It is now known tbat tbe board, bad it felt so disposed, could have dispensed with Ferryman's services long ago without compromising its members in tbe least, for tbe reason tbat no con tract existed prior to tbe month of November. During that month, David Taylor, who seriously considered foroing the board to aot in tba removal of Perry man, in company with W. J. Gholson went to David Williams, chairman of the board and asked to see tbe pro visions contained in tbe contract which tbe board bad with the prin cipal of tbe Athena school. Williams submitted a blank form, with the statemeut that no contract bad been drawn up. So far as concerns Perryman, rela tive to a contract, he is unknown officially or legally at tbe county sobool superintendent's office, for tbe reason that a oopy of the contract if any con tract in fact exists baa not been placed on file there, or bad not been, up to Wednesday of last week. Then the question naturally arises, when complaint after complaint was registered with the board, wby did it not take action? Wby was the farce prolonged until of its demoralized conditions, tbe high school depart ment was forced to suspend? from a financial point of view, $135 added to tbe principal's salary for tbe school year would not have em harassed the district, when it is con sidered tbat tbe district was taxed 15 mills, and this $135 wonld bave brought tbe salary up to $100 per mouth with tbe probabilities that a competent man could have been se cured for tbe bead of tbe school. Again, from a financial point of view, to say nothing from an educational stand point would not tbe district be far and away tbe gainer, bad tbe board long ago cut off $85 per month in school salary? Tbe 10th and 11th grades in tbe high sobool department have been abolished for tbe reason tbat tbe pu pils of those grades quit, because they were aooomplishing little or nothing in the school work. Tbat Athena is "gottiug it iu the I neck," has been brought forcibly to mind for some time. It would appear tbat she bad enough to contend with in losing practically all her just share of the Indiau trade oy tbe arbi trary praotice in vogue at the Agency, whereby the Indiau rents are paid iu oheoks on a certain Pendleton bank losiug all to Pendleton, for tbe Indian trades where be draw bis money. Then she was bit a hard blow along witb tbe other towns of tbe county, in tbespasmbdio migration to Alberta. Coming on tbe heels of all this ,it re mained for tbe town to be given an other jolt, through tbe aotiou of tbe school board employing an $85 per month man in the capacity of princi pal, when $100 per month and upward was being offered for competent men of other schools of like importance. Tbe result is apparent. Nothing will empty houses in a town quicker than a poor school. A good school is a town builder, and tbe town that bag one has few vacant bouses during tbe school year. Here tofore, dwellings have been in demand in Atbena doling the sobool term. This demand came, as a rule, from people who desired to reside in town for tbe purpose of schooling tbeir ebil dren, and as a consequence dwellings offered for rent in tbe fall of the year were readily taken and occupied. A marked coutrast has been uotod in tbia respect during tbe past year. There are numerous tenautless bouses to be found in Atbena, and tbe principal reason for this state of affairs exists to a domiuaut extent with tbe unenviable status in which tbe public school bas been plaoed, under its pres ent management One on Pitcher Osborne.
