When the new water system was
pat iu, the question of whether or no
Gallaber springs would famish a
sufficient supply of water for the city
the year through, was taken into con
sideration. Tests made at the tidie of
developing the springs went to show
that there would be sufficient quantity
for domestio purposes, and with most
favorable conditions, for lawn sprink
ling also. However the growth and
increase in water consumption for do
mestic purposes, and the consequent
demaud for more lawn sprinkling to
which has been added street sprink
ling, weather conditions becoming dry
and hot, makei it necessary for the
water commissioners to fall back on
the reserve supply furnished by the
pumping station. However, the
pumping plant will not be used more
than two months, when the irrigation
will be over and water from the
springs will again be in use exclus
ively It is the purpose of Athena to
sooure more water for her gravity sys
tem by the acquisition of other springs
in the territory of the source of her
present supply, but there are certain
conditions that must be overcome beforo
certain rights can be secured. Until
this can be effected, we must remaiu
content with a portion of the loaf, or
iu other words, spring , water ten
months iu the year., Satisfaction- with
presuu t conditions should not be so
hard of realization when the cost of

into consideration. There is quite a
difference in $150 per month for
water for twelve months aud iil50 per
mouth for a period of two mouths,
saying nothing of the pore water for
teu mouths of the yoar.

Now that the people in no mistaken
voice have spoken in favor of keeping
open the leading educational institu
tion of Eastern Oregon, he is oat in
the sun-broiled sands of Gilliam county
soliciting scholars for the coming
school year. Twenty young' people
of that county have given him their
names for enrollment -
In the organization of the third
Eastern Oregon District Agricultural
society at Pendleton, the fair commis
sioners should not make tne fatal mis
take of leaving out the regula
tion speedway and providing parses
for races. An agricultural fair
without the track and race horse,
would be as flat as a county conven
tion without the delegatiors Walla
Walla aud Spokane have brnsbed
aside the street fair aud gone back to
the old fashioned county fair, with
its display of farm produce, stock,
merchandise, farm implements, fruits
etc., at which the generous purses and
stakes offered, bring the fleetest
horses on the coast into competition.
The races are featured as the most im
portant on 'he program for enter
taining visitors to the grounds. With
the abrogation of the running and
light harness horse from the proposed
fair at Pendleton, one of the principal
departments is abolished and one of
the chief branobes of the stock rais
ing industry in Eastern Oregon re
mains unrecognized. By all means,
Umatilla and Morrow counties, should
hold an annual, distriot fair, but all
the departments of agriculture, manu
factures aud the stock raising industry
should be given the right of represen
tation, and the opportunity for com
petition. The harvest season is hero and with
it comes the heavy trade period in the
different lines of groceries and pro
Visions. This class of trade will : be
pressed to the boom limit in Athena
for the next 10 days, and the grocery
dealers of Athena are amply able to
accommodate it in every particular.
Large stocks and low prices, with all
roads leuding to Athena, stimu
late harvesters to come here for their
supplies.
Down at Portland, a striko by tbe

trouble, had tbe mutter came up for
settlement iu Pittsburg or St. Louis.

The Coast
The disgraoe of the Paciflo West is
the delusive mining company. ' The
pet scheme of the most insidious kind
of robbery and knaves has tad more
to do with retarding the development
of the mineral resources of the north
west than any one thing else and all
other things combined. Thousand sand
thousands of dollars have been eqnan
dered in useless operations and as
many thousand more have been filched
from the pockets of the unsuspecting
and stowed away in the ever rapacious
maw of some no-account and lazy
tbiel operating fine offices . and pre
tending to be a man while he is only
a sneaking cur by day and a
cringing dog by night It may startle
you, gentle reader, to learn that there
are no mines in the state of Wash
ington at the present time, but there
are hundreds of prospects. In fact,
almost every operation which is being
conducted at the present time in the
state of Washington is in the line of
development work. There are nu
merous fine prospects, which indica
tions show are likely to turn out rich
and may turn out rich, but there are
no mines in successful operation
now, which are known to the writer.
If there may be such mines, they are
insignifloant and run . upon a small
scale. No doubt there is abundance
of iron, copper, gold and silver orei in
the state of Washington, but there are
not now any paying mines in opera
tion in producing the ore and turning
it into actual wealth. . There are
myriads of companies selling stock of
mining companies, the returns on
which are used to pay salaries and
build houses for men who organize the
companies and promote them. Men
in Washington have grown very
wealthy by selling mining company
stock, while not one penny
has come into their hands through
the development aud working of th
mines , while indeed, some nave lived
by selling stock in mining companies
which never owned anything more
than a mile of pure rock and non-productive
soil. British Columbia has
mines; Oregon have mines; Idaho and
Montana has mines, which nave paid
great divideuds and are now paying.
The laws of the state of Washing
ton should be. changed so tnat when
a mining company is organized it
will be for the benefit of the purchas
ers of the stock and not merely for the
men who organized it. Let there
be an end of the slick reptiles in fine
olothing and well groomed forms who
never hesitate to take money from
widow or orphan, old soldiers or
guileless youth laughing at the ease in
which it is obtained, add it to their
bank accounts and then look around
for more funds to devour and dissi
