SORE REPUBLICANS DISSATISFIED WITH TEE STATE CENTRAL COMMITTEE. Headquarters Opened On Same Floor With Jonathan Bourne and His Politicians. Westgate get into Portland, May 17. Special Corres pondeuco. There is no gainsaying tbe fact that a feeling of dissatinfaction pervades republioau circles, over tbe organization of the state ceutral com mittee. This was evident from the start, bat as time goei on a ad a little leaks here and there a fellow doesn't bavo to carry an ear trumpet to find out that some of the brethren are sore and sour to the middle. Two things happened right after Chairman Westgate bad got through with the IrVington horse sale and set tled down to business. One was tbe selootioo of republican state bead quarters and the other was the em ployment of a secretray of tbe state committee. In tbe first place Mr. tumbled all over himself to tbe Bourne camp. He got there and not only that, but be landed tbe whole organization witbin the Bourne fold. Bourne was consulted about every thing and iu order to make tho pro cess of consultation more convenient tbe state committee's headquarters were opened on the same iloor and ad joining those occupied by Jonathan Bourno uud bis attachment of paid politicians. This, locally at least, for no one else, scarcely, knows anything about it, caused considerable commeut. An other cause for alarm and one which Veterinarian Withycombe aud bis friends look upon with all kinds of distrust, is the appointment by West gate of Colonel Schuyler Colfax Spen cer as secretary of tbe state commit tee. This is especially distasteful . to the followers of Withycombe, for tbe roasou that Spouoer is a Simon man of the dyed-in-tho-wool stripe and throughout tbe primary oampaign supportod Tull Timothy Geer with a vim that was more than merely polit ical. The appointment of Spencer occasioned no little surprise and much dissatisfied commeut on tbe part of Withycombe campaign boostors. It's protty late to talk about tbe faotioual politics that ragod ut the time of the organization of tbe state committeo,. but here as iu other thingj done in star chain bor, tho facts have begun to leak out. - If evor tbe baud of tho old Carey -Matthews inuohino appeared in any thing it was iu the organization of that committee. The Simon interests triod bard to laud a man at tbe bead of the committee and iu turn advauo od tho caudidacy of Ueorgo A. Steel, Wallace MoCuuiant, Major Kennedy and other staunch Simon adherents, but they were turned down flat by the Bourno crowd, whose sympathies are with tbe Curey-Muttbews-Mitobell aud tho old factional politioal align ment. This oreated some considerable fool ing among the Smiou people, whiob even tho sop thrown to thorn iu the selootion of Colonel Spencer as soore-. tary hasn't cooled off. Dr. Witiiyoombe sturted bis oatu pnign boomlot this week. It is a rath er tamo adair, notwithstanding nil tbut "was suid to the contrary. The doctor makes a good impression for he is a uico man, but he has tailed yet to give out tho idea that be is guber natorial timber. II o is a pleasant kiud of man, but hasn't been gifted by naturo with uu overabundance ot force. ' He is somewhat popular with ooituin farmers who huve met hi in during the official trips through tho state as head of tho Agricultural Col lege Experimeut station; trips, too, that were not eutirely divorced from politics, for the doctor played tho game well. Dr. Witiiyoombe is oarryiug on his campaign with the disadvantage of runuiug against a man who has been triod. The dootor may promise re forms, but these will fall upon ears ot people who know that the presout gov ernor has made good in tho Hue of conservative aud dooeut refoim. The record of the old sohool laud ring under former administrations aud the suddeuuess with which Governor Chumborluiu set himself to work to straighten it out aud tbo effectiveness with which it was straightened out are not forgotteu. Aud another thing not forgotteu is the1 good work of Gov. Chauiberlaiu whuu ho blocked tbe game of the Mat thews legislature in its attempts to fastou ou the taxpayers u million dol lor appropriation bill fullof graft aud wrath-provoking waste of the people's money. Governor Chuuiberlaiu's woik dur ing that legislature made him the friend of every lover of fair play iu the state. He served notice on tbe legislature that if it attempted to vote away large sums of money with au emergency clause attached, thus pre venting the people from exercising tbe right of referendum be would veto the bill. The bill voted by the legisla ture, whioh was niaohiue dominated irom Matthews Speaker to Matthews' president of the senate, was a wasteful measure, but it was held up, aa it of right should, by referendum. AU that pi evented the legislature from fostering tbe whole gigantio graft ou tho people wus tho fact that Oreg on bad a governor who bad the inter ests of tbe state euongh at heart and bad tbe nerve to stand his ground and say to tbe legislature that he would veto tbe bill if it didn't give tbe peo ple a chance. Governor Cbamberlaiu's part in holding down tbe lid on tbe last leg islature has converted many a fair minded man to tbe policy of having a governor of different politioal views than the legislature. It is a foregone conclusion that bad Oregon had a machine-ruled governor in the executive office, of tbe stripe tbe ma chiue makes it a point to put in office, not one measuro of vicious legislation would have been curbed. Whereas, the Secretary of State of tho State of Oregon has notified me iu writing that pursuant to the provis ions of au Aot entitled "An Act mak ing effective the initiative and refer endum provisions of Section 1 of Article IV of the Constitution of the State of Oregon, and regulating elec tion thereunder, and providing pen alties for violations of provisions of this act," approved February 24tb, 1903, a committee of citizens of Clackamas County, C. W. Kerns be ing the chairman thereof, duly filed in bis office on January 22d, 1906, an initiative petition containing 7761 signatures, properly attached to a copy of said measure, certified in accordance with law, demanding that a proposed law, the title, tenor and effect of which is hereinafter par ticularly set forth, shall be submitted to tbe legal votera of tbe State of Oregon for their approval or rejec tion at tbe general election to be held in said state on the 4th day of June, being tbe first Monday in June, 1906. Now, Therefore, I, Geo. E. Cham berluin, governor of tbe State of Ore' gon, in obedience to the provisions of said aot hereinbefore first mentioned, do hereby make and issue this procla matiou to the people of the State of Oregon, aunounoiug that tbe said committee of citizens of Clackamas County, Oregon, C. W. Kerns being tbe chairman of said committee, baa filed said initiative petition with the requisite number of signatures there to attached, demanding that there shall be submitted to the legal elec tors of tbe State of Oregon for their approval or rejection at the regular election to be held on the 4th day of June, 1906, said day being the first Monday in said month, a bill to pro pose by initiative petition a bill en titled "A bill to propose by initiative petition a law for tbe abolishment of tolls on the Mount Hood and Barlow Road, and providing for the purchase of the same by tbe State of Orecou," tbe tenor and effect of which in brief is to direct the Secretary of State to purchase the Mount Hood and Barlow Road for the Pacific Abstract, Guar anty & Trust company, tho owner thereof, for a sum not exceeding $24, 000.00, and to deliver to said com pany before the 1st day of September, 1906, or as soonas said bill may be come a law, a warrant upon the State Treasurer payable out of any moneys iu tbe general fund of the State of Oregon not otherwise appro priated iu favor of said corporation for the sum of $24,000.00, upon de livery to the said Seoretary of State of a deed conveying to the State of Ore gon said road, together with all rights, franchises and privileges of every kindjaud character pertaining thereto, and as sooii as tbe title or said road is conveyed to the state all tolls of every kind and cbaraoter are to be abolished and said road free to the use of tbe public. .
