for all minor heirs of heiisbip lands
on tbe Umatilla ludiau reservation
This is in accordance wt.b tbe policy
of tbo department of Indian affairs,
which soeks to have one man act as
gnardiau for all minors on each reser
vation.
This plan, adopted and recommend
ed by tbe department itself, is design
ed primarily to facilitate tbo niakiug
of leases on tbose lauds.
Upon tbe reservation there are a
large number of cases iu which tbe
allottees have died and the department
recognizes tbe heirs of the deceased al
lotteo as being entitled to all tbe rents
aud profits of tbe laud.
Under tbe provision ot tbe original
allotment act, kuown as Tbe Slater
Bill," tbe heirs at law of a deceased
allottee take their title to tbe luud di
rectly from tbe government guardian
bus renting of land.
Under tbe system wbioh is now be
iug put into foroa, Mr. Thompson
will receive and disburse all moneys
belonging to tbe minor heirs on the re
servation, aud better still, will have,
with tbe approval of the Indian agent,
tbe lousing of all these lands.

Article IV of the Constitution of the
State of Oregon, aud regulating elec
tions thereunder, uud providing pen
alties for violations of provisions off
this act, approved February 24, 1908,

duly filed, in ibis office on February
3rd, 1906, an initiative petition con
taining 8362 signatures properly at
tached to a copy of said measure,
certified iu accordance with law, de
manding that a proposed amendment
to Section 2 of Article XI of the
Constitution of the State of Oregon
shall be submitted to tbe legal voters
of tbe State of Oregon lor their ap
proval or rejeotoin at tbe general elec
tion to be held in said state on tbe 4tb
day of June, being tbe first Monday
in June, 1906, designated by said

a proposed amendmeut to Section 2
of Article XI of tbe Constitution of
tbe State of Oregon, designated oy said
People's Power League of Oregon as
Constitutional Amendment giving
cities and towns exclusive power to
euact and amend their charters, which
said proposed amendmout is as follows:
"Section 2. Corporations may be
formed under general laws, but shall
not be created by the legislative
assombly by speciul laws. The legis
lative assembly shall Dot enact, ameud
or repeal any cburtor or act of in
corporation for any municipality,
city or town. Tbe legal voters of
every city uud town ure hereby grant
ed power to enaot and ameud tbeir
muuicipal charter, subject to ,tbe
Constitution aud criminal laws of tbe
State of Oregon."

Clackamas County, C. W. Kerns be
ing the chairman thereof, duly filed
in his office on January 22d, 1906, an
initiative petition containing 7761
signatures, properly attached to a
copy of said measure, certified in
accordance with law, demanding that
a proposed law, tbe title, tenor and
effect of wbioh is hereinafter par
ticularly set forth, shall be submitted
to the legal voters of tbe State of
Oregon for their approval or rejec
tion at tbe general election to be held
in said state on the 4th day of Jnne,
being tbe first Monday in Jnne, 1906.
Now, Therefore, I, Geo. E. Cham
berlain, governor of tbe State of Ore
gon, in obedience to tbe provisions of
said act hereinbefore first mentioned,
do hereby make and issue this procla
mation to tbe people of tbe State of
Oregon, announcing that the said
committee of citizens of Clackamas
County, Oregon, C. W. Kerns being
tbe chairman of said committee, has
filed said initiative petition with tbe
requisite number of signatures there
to attached, demanding that there
shall be submitted to tbe legal eleo
tors of the State of Oregon for their
approval or rejeotion at tbe regular
electiou to be held on tbe 4th day of
June, 1906, said day being the first
Monday in said mouth, a bill to pro
pose by initiative petition a bill en
titled "A bill to propose by initiative
petition a law for the abolishment of
tolls on tbe Mount Hood and Barlow
Koad, and providing for tbe purchase
of the same by the State of Oresou,"
tbe tenor and effect of whiob in brief
is to direct the Secretary of State to
purchase the Monnt Hood and Barlow
Boad for the Paciflo Abstract, Guar
anty & Trust company, the owner
thereof, for a sum not exceeding $24,
000.00, aud to doliver to said com
pany before the 1st day of September,
1906, or as soon as said bill may be
come a law, a warrant npon the
State Treasurer payable out of any
moneys iu the general fund of the
State of Oregon not otherwise appro
priated in favor of said corporation
for the sum of $24,000.00, upon de
livery to the said Secretary of State of
a deed conveying to the State of Ore
gon said road, together with all
rights, franchises and privileges of
every kind aud character pertaining
thereto, and as soon as tbe title of
said road is conveyed to the state all
tolls of every kind and character are
to be abolished and said road free to
the use of the pnblic.
Done at the Capitol at Salem, this
5th day of February, A. D., 1906.
