It la bard to realize that only a
few hundred miles from Athena, at
San Francinco, Wednesday there oc
curred tbe ruont disastrous earthquake
the world has known, resultiug in the
denth of hundred) of people and mill
ions of dollars in property.
This is the greatest seismic dis
turbance in the history of tbe west
ern hemisphere, exceeding by far in
loss of lives and property the earth
quake results at Charleston, South
Carolina, in 1886. It is not the first
serious earthquake wbioh has reached
Sou Francisco, for iu 1865 a shock
brought about considerable damage,
and on Ootober, 1868, an earthquake
was disastrous iu the way of property
loss. On this ocoasion tbe motion
was east and west, and several build
ing on Pine, Battery and Sausome
streets were thrown down, and a
considerable number badly damaged.
In this earthquake tbe principal dam
age was oonQned to tbe lower portion
of tbe city, below Montgomery street,
though tbe shook was very severe in
Oakland. At one placo iu the lower
part of San Francisco, the ground
opened several inohes wide and about
fifty feet long; and iu other places the
ground opened and water forced itself
above the surface.

Today tho polls are opou to voters
in tho first primary uomiuatiug elec
tion held iu the state of Oregon.
E very provision of tho new primary
law is being strictly enforced, and it
remains to be seeu whether or no it is
satisfactory and an improvement over
the old method of making nomina
tions. The state of Iowa found pri
mary elections unsatisfactory and at
the recent session of tho legislature,
the primary law was anuuled.

Tbe "Made in Oregon" movement,
fostered and promoted by tbe Portland
Admen's League and the Manufac
turers' Association, is of great value
to every industry iu this state. The
importance of Oregon as a ' manufac
turing state is not generally under
stood and the projected exhibit of Ore
gon made goods will serve to show the
people what is actually, being done
iu tbe way of home manufactures.
Every dollar paid out for goods of
Oregon manufacture remains in the
state and is a portion of our perman
ent assets, to be used iu either tbe ex
ploiting of some other branch of in
dustry or for general circulation at
home. Every dollar paid out for a
manufactured article, which is
brought iuto the state from the east,
goes to aid in the upbuilding of a
manufacturing center thousands of
miles away, where we have no pos
sibility of participating in any of the
resultant benefits.
Tbe man who is asked to buy Oregon
goods iu preference to those brought
fiom other parts of tbe country is not
making a sacrifice in granting tbe
request; for Oregon manufactured
goods, like tbe raw material produced
in this state, can rest striotly on their
merits. Our lumber manufacturers
have built up an enormous trade and
Portlaud is now pretty well known
as tbe greatest lumber port on earth.
In spite of this advantage of raw ma
teria in unlimited quantities, there
are still a great many carloads of
wooden ware brought into Portland
from tbe eastern factories. Quality
considered, there is no advantage in
price in favor of any of the eastern
products, and, iu many cases, the
price advantage is in favor of the
Oregon manufacture. That there
should be any demand at all foi east
ern manufactured products, which are
brought into Oregon to compete with
those of home manufacture, is due
almost exclusively to the indifforence
of tbe buyer, aud it is for the purpose
of properly presenting the subject to
suoh buyers tbat tbe Admen and the
Manufacturers' Association are pre
paring the forthcoming exhibit.
Oregon wheat has captured first
prize in all of the big fairs of the
oountry, and Oregon mills manufac
ture this wheat into every conceivable
form of cereal food, and yet tho
"Made In Oregon" sentiment is not
sufficiently strong to prevent large
sums of money being sent east for
cereal foods which to a considerable
extent are manufactured from Oregon
wheat The oousumer of this eastern
cereal food accordingly pays freight
both ways across the continent, and
also a profit to the manufacturer who
is building up a city thousands of ,

tion, and Oregon made blankets,
robes, and weariug apparel are unex
celled ; but there is a lamentable in
difference on the part of purchasers
as to whether their money is paid out
for tbe Orogon goods, and is thus kept
in circulation at home, or is sent east
to euhance tbe prosperity of some
other community.

Tbe people must somehow get other
and different laws, and law makers,
and judges for courts as well as
legislators make laws, and it often
happens that a judge will decide tbat
the law is so and so chiefly because
son e other judge has decided that it
was so, and not with respect to either
the merits or tbe philosophy of tbe
matter at alL
Here is a gang of proven criminals;
they are so not because they have
made a lot of money in business, for
to do this is legitimate, but because
in doing so tbey have been persistent,
defiant and insolvent violators of a
law passed specifically to protect the
people against just suoh men and
operations. They plundered the peo
ple of millions, the government at
great labor and expense prosecutes
them, and a court holds tbat while
the corporation may be subject to a
flue the men who did this are person
ally and individually immune.
And this is the flower of law in the
twentieth century ; this is tbe aome of
judicial wisdom. But there is one
thiug tbat it is not, and that is "a
square deal."
No wonder people are not hurrah
ing as lustily as formerly for any
"grand old party," or for "princi
ples;" what they are thinking about
more and more is men who will give
them "a square deal," and tbey want
it not. in prefervid presidential preach
ing, but iu performance; in congress,
in legislatures, on the bench, aud in
the White House.
If Unole Sam the people cannot
convict tbe members of tbe beef
trust, if he cannot restrict tbe raven
ing of the Standard Oil trust, then he
is not getting a "square deal." How
is he going to help himself?
"A square deal" is a phrase; it
sounds well ; but tbe beef thieves and
tbe sugar scoundrels and the oil rob
bers are out of jail, while the man
who stole an ax or a salmon is wear
ing stripes!
The people are perceiving tbat this
is not a "square deal. "
