respondence. Perhaps no people in
the world, certainly no people in free
America, are as graft-ridden as are
the taxpayers of Oregon. Some of
them have known this for a long
, time; a great many of them have
ascertained the facts within the past
year or so, but it has only been re
cently that the great body of the plain
people have been awakened to a fall
and complete realization of the dis
granef ul condition of existing pnblic
affairs. With the awakening comes
a positive and diiect demand for re
form. It is the forward swing of
the pendulum.1 While the movement
is not nearly unanimous, the great
majority of the taxpayers in the com
monwealth propose to put an end to
the system and methods of grafting
in high places, that have placed Ore
gon in snob an unenviable light in
the eyes of the nation.
The awakening began when Oregon
land frauds, colossal in their extent
fostered and nurtured by the domin
ent political party, were laid bare.
But this is only the beginning of the
house cleaning. The same forces that
plaoed in power Douglas in Massa
chusetts, La Follette in Wisconsin,
Folk in Missouri, Weaver in Pennsyl
vania and Jerome in New York are
doing effective work in this state that
cannot fail to have results in the June
election. When enough republioau
voters, four years ago, revolted at the
machine methods of their party man
agers, to assist in the election of Gov
ernor Chamberlain, many people saw
in the ooourrenoe the beginning of the
end of teign of this oorrupt dynasty.
The wise, clean, economical and non
partisan administration of the gov
ernor has strengthened this impres
sion. Tho fact that at leust three of the
state officers in Oregon get stupendous
"grafts", or rake offs, is just now be
.' coming fully understood, digested and
realized by the great mass of voters
in pregon It has sot them thinking.
They perhaps hurbor no hatred for
the direct beneficiaries but they do
condemn the political party that has
allowed the steal to exist and it is be
coming apparent that they intend to
vote flown tue regime that nas en
couraged tho graft and fattened on
the spoils.
When the state printer, an officer
, that exists, like the cutl of the pig's

is "something rotten iu the state of
Denmark." The voters would like to
know why the treasurer of Oregon
should be paid more money iu one
; year than tuo Chief justice of the
United States gets in three years.
They are nskiug that a stop be put to
the system that pays the sooretary of
state nearly as large un amount as
the combined salaries of all the pre
sident's cabiuent officers. Oregon's
state priuter gets more pay tbau the
combined salaries of the United States
ambassadors to Great Britain, Russia
aud Geruiauy. The people are ask-
-iug:
"Are we gotting the worth of our
mouoy?" .
It is a noticablo fact that one of the
republioau candidates supposed to be
the leading one for state printer has

3rd, 1906, an initiative petition con
taining 8368 signatures properly at
tached to a copy of said measure,
certified in accordance with law, de
manding that a proposed amendment
to Section 2 of Article XI of the
Constitution of the State of Oregon
shall be submitted to the legal voters
or tne State of Oregon for their ap
proval or rejectoin at the general elec
tion to be held in said state on the 4th

attached demanding that there be sub
mitted to the legal voters of the State
of Oregon for their approval or rejec

a proposed amendmeut to Section 2
of Article XI of the Constitution of
the State of Oregon, designated ny said
