A communication bas been receiv
ed at tbe attorney -general's office from
a voter of Clackamas conuty, asking
Mr. Crawford's opinion as to whether
or not a citizen who presents himself
to vote at tbe primary election in
Aptil can be compelled to give bis
political party affiliations or be de
nied tbe right to vote in case of re
fusal. Tbe attorney-general declined
to give a positive opinion, bnt called
attention to section !!8 of the primary
nominating law. It appears that a
test case npon this point will be made
in one of the Clackamas conuty pre
cincts. A voter who refused to reg
ister bis political affiliation will offer
to vote and when denied that right he
will bring suit in the circuit court.
Tbe poiut contended for is that the
resignation of party affiliations de
stroys the secrecy of tbe AuHtraliau
ballot. .
Tbe largest commission banded out
to a Yale man reoently is the job
wbiob bas been offered to Yu Cbnan
Chang, 1903, by the Emperor of
China. He bas invited Cbang to look
up the legal system , of Germany and
to make an official report of it to tbe
imperial government. Cbang bas
just acoepted the invitation and has
gone to Berlin to begin bis task. His
report will be made to tbe imperial
Chinese commission which is now
touring this country. Chang was
given the degree of doctor of common
law from tbe Yale law school three
years ago, graduating with high
houors.
lu Spokane is an organization called
tbe 150,000 club. In Walla Walla is
a 60,000 club. Tbe purpose of these
organizations is labor for tbe inorease
of popnlatiiou to a certain figure
within a specified time. That is a
good soheme and if the club falls far
short of its expectations, great good
will result.

on hand here in America.

Now be virtually has the support of
tbe newspapers, be bas been endorsed
by nearly all tbe clubs and organiza
tions and, what' is most unusual, be
is backed by tbe brewers, who are
apparently in earnest in tbe fight; to
crush ont vice.
When Mayor Adam announced that
municipal ownership was a very ex
cellent thing be was not taken seri
ously, but it did not take long to
bring around to bis way of thinking
the mass of the people, and a proposi
tion to build a city gas plant is now
being worked out by tbe mayor. Gas
is now supplied by an offshoot of tbe
Standard Oil compauy, from which
temporary concessions have been de
manded. Mayor Adam bas done some
startling things. He started out on
tbe principle that the people of Buffa
lo as a whole were honest, and when
be demanded the resignation of a few
city officials who were known to be
grafters be was praised.
Buffalo bas been a rather wicked
eity, and its tenderloin needed clean
ing. To do this some changes had to
be made in tbe police department.
Tbe dismissal of tbe superintendent
and transfers of others convinced tbe
police force that tbe old warrior in
tbe mayor's chair could not be fooled,
and in a few weeks the tenderloin
wore a deserteti appearance. The
gamblers fled early in tbe crusade.
Leading brewers were furnished a
list of places that were not straight.
The brewers declared that they would
not sell to any "joint" and they kept
tbe promise so faithfully that these
places were ont of business. Tbe
brewers went further than that; tbey
notified all saloonkeepers that tbey
bad to live up to tbe law, or get no
beer. And, if it becomes necessary,
tbe national organization of brewers
would be called upon to cut off tbe
outside supply.
Muyor Adam served notice on a lot
of wealthy men that if they did not
stop swearing off taxes be would send
them to jail. Buffalo's tax 'receipts
will hereafter be higbor. The In
ternational . Railway, which owns
many trolley lines in tbe city, jammed
a bill through councils before Mayor
Adam came into office, giving it cer
tain privileges on one street. Mayor
Adam bas held up its plans to get free
franchises on other streets, and he
bas made it clear that all concessions
to street railway companies in tbe
future will be based ou the city's
option to buy tbe roads at a future
date.
GOING AHEAD WITH IRRIGATION.

sources that contracts will soon be let
for tbe construction of a dam iu tbe
Umatilla irrigation tract for storage
of water for irrigation gives assuranoe
that the government is going ahead
with its reclamation project in that
sectiou of the state. The enterprise,
though small iu comparison with
some of tho others that have been
undertaken, is of vast importance
not only to that immediate looality,
but to Portland and tbe entire state.
An area of 20,000 aores, now unpro-1
ductive, will be made as valuable as
any agricultural lands on tbe coast,
the low altitude making this a more
promising field for irrigation work
than most of the projects that have
been approved. Though any one set
tler may own as much as 160 aores of
land iu the reclamation tract, it is
thought by irrigation experts that ten
acres will be enough for one man to
oato for undor the system of intensfled
agrioiulture. If there should be on
u average, one family ou each 20
acres, and as many more families in
tbe towns which will grow tip in the
tract, a dense population of thrifty
and prosperous people will soon be
permanently established ou tbe plains
thut are now the habitation of jack
rabbits aud coyotes.
The storage reservoir will be form
ed by the construction of a dam 00
feet high aud 4000 feet long, with
capacity in the artificial lake thus

A feed canal 25 miles long will con
duct the water of tbe spring floods
from tbe Umatilla river to tbe reser
voir, where it will be held until
needed in summer, when it will be
conveyed in numerous canals to the
field to be irrigated. Tbe tract to be
irrigated lies south and east of tbe
town of Umatilla and north of the
town of Ecbo, on tbe line of tbe O. R.
N. Railway in Umatiilla county.
