Concerning the appropriation given
the Eastern Oregon State Normal school
the Leader expresses the sentiment ot
Weston in general when it says:
The Leader is much too modest to
claim any credit therefor, but legislative
action has been strictly in line with this
paper's suggestion that the normal
schools be allowed a reasonable sum for
maintenance, with no new buildings.
The normal school appropriations
total $95,000 for maintenance only.
Monmouth asked for $36,000 and is
given 830,000; Ashland wanted $31,000
and is given $25,000. Drain thought it
needed $21,000 and will have to get
along with $15,000. The Eastern Ore
gon State Normal School alone gets
what it asked for maintenance two years,
the sum of $25,000. In view of the
strong and stubborn opposition against
them which has no counterpart, per
haps, in any other state the schools are
very fortunate to survive. WeBton
should be satisfied, although it certainly
needed a new dormitory. With $25,000
its work should be doubly effective, and
the appropriation comes at a time when
the school is on an excellent basis of
profit by it. On $8,000 a year it has
more than maintained its standing; its
prestige has increased, through the self
sacrificing attitude of its teachers, who
have worked for wholly inadequate pay.
They have done well, but it is not to be
expected that they cannot do better
with reasonable compensation. More
over, from its knowledge of the school,
the Leader believes that more harmony
obtains in the faculty, and more loyalty
in the student body, than ever before.
Nothing therefore can obstruct its ad
vance into the sunlight of better,
brighter days unless the governor
vetoes the bill.
HENRY HEPPNER BEAD.
Was a Pioneer, and Founder of the
Town of Heppner.
Henry Heppner, founder of the town
of Heppner, and a well known pioneer
citizen, died last Thursday aged 74
years. He was well known to the pio
neers of this county, who knew him
when Morrow county was a portion of
Umatilla. In the early '60s he came to
this country and for several years ran
pack trains from Umatilla Landing to
the mines of Southern Idaho and East
ern Oregon.
After a few years of running pack
trains a store was established by Mr.
Heppner in La Grande, and he remained
there until the early '70s, when he
moved to Willow creek, where Heppner
now stands, and started the first store
at that place. His firm was known as
Heppner & Maddox, and when the town
was named in 1875 it was the only busi
ness house there except a blacksmith
shop, stable and a drugstore.

At my place on Pine Creek, ten miles
north of Athena, I have taken up the
following described animals:
About December, 1902, one yearling
Jersey steer, no brand visable, ear mark
ed with half crop, with notch in end of
each ear and undersloped, each ear
marked the same.
About December, 1903, one 2 year-old
red steer, brand (MS) on left hip and
ear marked with split, from center to tip
