THE RANCE PROBLEM THAT AND IREIGATION WILL BE WORK FOB LEGISL ATUEE. Charter Amendments for Athena and Adams Weston Normal to Gain Funds. Representative Dr. W. G. Cole, says the Tribune, believes that the present session of the Oregon legislature will be of benefit to Eastern Oregon and more especially the range counties, and the irrigation centers. He stated that the legislation of in terest particularly to Umatilla county so far, has been the measures to change the charters of Heppner, Adams, Athe na, lone and Lexington, and to determ ine the boundaries between this county and Wallowa and Union. The charters of the towns in Morrow county are sought to be changed to in sure a better water supply for the communities; the charters of Athena and Adams are to be remodeled to enable the towns to extend their corporate lim its. ' Legislation will also be offered by the Umatilla delegation looking towards an increased appropriation for the normal school at Weston to enable the institu tion to build a dormitory which is great ly needed. The amount needed is com paratively small and it is not thought that there will be any difficulty in se curing this measure's passage. Dr. Smith will introduce the bill to determine the boundaries of the county and settle this strife between the in terior communities. But the legislation that is of greatest interest to Umatilla county and to the entire region of Eastern Oregon has not been ottered yet, and has been but out lined in caucus. . Legislation looking to the settlement of the range wars will probably be offered, and though but a week of the session has passed already, caucuses have been held and Eastern Oregon legislators have decided to stand as a unit in support of measures that will solve this, the chief problem of the interior. $ One of the phases of this problem is the admission of out of state herds which are rushed across the boundary in the spring ajid which not only rob Oregon herderd of their rightful pasturage, but Compel too frequently the sale of Ore gon, flocks at any figure because there is , no pasturage for them. This condition will be amelorated by the legislature in all probability by the passage of a law taxing all herds that enter the state from other commonwealths at a figure which will force the outside stockmen to seek home pastures. " Tax Levy 18 Mills. .In all probability the tax levy for Umatilla county for 1905, will be 18 mills. The county court has not fully decided upon the levy, but the East Oregonian has it upon good authority that the rate will not exceed 18 mills. This will bring in approximately 8175, 0(10, Last year the levy was 20 mills Tire assessment as made by County As sessor C. P.
