All communications should be addressed to i lie PRESS Athena, Oregon ATHENA, SEPTFMBER 6, 1904 The readers ot newspapers should not arrive at the conclusion that the United States is willing to declare its conten tions, regarding contraband ot war, to be international law, to be enforced by all the power that the nation may muster. International laws are usually formulated by some nation able and willing to uphold them, and after the precedent has been established, other nations are willing to abide by the de cision. The United States contends that food products, especially, should not be considered contraband of war, even when shipped to a nation engaged in war. The government holds that the majority of the people of any nation are non-combatants, and that tbey should be fed from humanitarian reasons. This position is the natural one for the Americans to assume, as the people of this country have a surplus of food products to be sold to all nations of the world, and unless the principle is up held it is possible at any time that the business ot the farmers and manufac turers of the country should be dis arranged, without fault of their own, or fault of their nation, by the position of some foreign power engaged in war with another power with which the Americans have established and main tained a legitimate trade. At the pres ent time the United States is contend ing for the right to ship to either Japan or Russia the ordinary products. Ex-Governor Hogg ot Texas, a dem ocratio admirer of Roosevelt on general principles, says that he believes Parker will be elected, and that if he makes as good a president as Roosevelt has been he will be found at the end of four years singing his praises. Hogg should bo able to begin to sing the piaises of good presidents without having to re hearse for four years. Sight reading is the proper system for songsters. Canada will apply a mulct tax to the people who kill whales in the waters adjacent to her shores, which would be a real hardship if the great bulk of whalebone and whale oil was not now made from other materials. Owing to the steady march of invention, and the wide scope ot deceit, we will be able to exist as a nation regardless of the im position of a tax. Very likely that "sanctified bar," to be conducted under the blessing of Bishop Pottor, would be just as liable as any other for damages caused by the intoxication of a patron. The courts would hardly recognize a case of sancti fied drunkenness. The governor ot Hawaii declares that annexation to the United States has not been of benefit to the islands. As the people of the islands, generally speak ing, had nothing to do with tho annexa tion it is not understood just why they should be concerned. It Henry Q. Davis is careful in the management ot his property from this time forth he may be able to leave such a sum to Son-in-law Elkius as to make that worthy gentleman available for national nomination. - What pains several people who are distressed at the age ot Candidate Henry G. Davis, is that he may die before they are able to establish the contention that they are heirs to the property. Bryan says that he believes Parker 'will be elected, lathis case tho opin ion should have some weight, tor the wish is not more than stop father to the thought. The intimation that the United States will seize Srmyna to enforce American rights in the Turkish empire will almost certainly cause a panic in the protected rug business. The popular leader in Canada is not the man who can devise something of value for that country so much as the one who can think of some plausible scheme to annoy a few Americans. Taggart's declaration that he will re main in New York until Parker is elect ed president is taken by several people to mean that he has concluded to per manently remove from Indiana. There should be a double track be tween the two leading parties to ac commodate the bolters coming and go ing. As the movement becomes more pronounced there are likely to be col lisions. The discussion as to whether con gress has power to grant independence to the Philippines is not altogether per tinent. The United States is as much in this trap as are the islands, and if the Filipinos have some method of deliver ing the United States from the predica ment it should have consideration. Sour Stomach.
