BRYAN AND REFORM GIVES HIS IDEAS ALONG THE LINE BEORGANIZ ATIOS. Believes That States as Individuals ".' Should Own and Control t ' Eailways. v Lincoln, Neb. July 25. Ia the col umns of his paper William Jennings Bryan gives his beliefs as to the course for democracy which will bring it again on a firm basis and offers an embodi ment of several ideas taken, from past platforms and politics, which he believes would strengthen the party policy. A portion of his editorial is as follows: 'My selection as standard-bearer of the democratic party io 1896 and again in 1900 made me the nominal leader of that party, and as such 1 did not feel at liberty to engraft new doctrines upon the party creed. I contented myself with the defense of those principles Bnd policies which were embodied in the platform. - "Now that' the , leadership devolves upon another, and I bear only the re sponsibility that each citizen must bear, namely, responsibility for my own opin ion, my utterances and my conduct, I am free to undertake a work which un til now I have avoided, namely, the work of organizing the radical and pro gressive element in the democratic party. - ' "The monye question is for the present in abeyance. The increased production of gold has lessened the strain upon the dollarj and while bimetalism is as sound in the ordinary as it ever was, the ne cessity for it is not so apparent. "But while the people cannot be brought at this time to consider the various phases of the rnoney" question, they can be brought to censider certain other questions with which the demo cratic party must deal. I have hereto fore refused to take a position upon the government ownership of railroads, first because I had not until recently studied the subject, and second, because the question had not reached primary im portance. : " i-., "Recent events have convinced me that the time is now ripe for the pre sentation of the question. Consolidation after consolidation has taken place, un til a few men now control tbe railroad truffle of the country and defy both the legislative and executive power of the nation. I invite the democrats, there fore, to consider a plan for the govern ment ownership und operation of the railroads. "The plan usually suggested is for the purchase of these roads by the federal government. This plan, it seems to me, is more objectionable than a plan which involves the ownership and operation of these roads by the several states. To put the railroads in the hands of the federal government would mean an enormous centralization of power. It would give to the federal government a large increased influence over the citiz en and the citizen's affairs, and such a centralization is not at all necessary. The Btates can own and operate roads within their borders just as effectively as it can be done by the federal govern ment, but where this is left to the sever al states, the people can decide whether they desire to build or buy. "The private monopoly must be de stroyed. The democratic plutform adopted at Kansas City doclared the private monopoly to be indefocsiblo and intolerable. "The democratic party has in two campaigns stood for an income tax. Tho plank was omitted this year because the men in control of the party thought it would jeopardize success in the eastern states. This objection may have weight when the appeal is mado to a particular section, but it cannot have weight when the party goes forth, as it must ultimate ly do, to appeal to the masses.". They are engaged iu sotting poles for this great enterprise. Dr. L. B. Laws left yesterday for his home ia Cubool, Mo. Miss Mamie Wil son, who has been under his care for several weekB, has so far recovered as to permit of his departure. , Miss Lillian Case, 15 years old, eloped with a young man named h. W. Fields and went to RiUville, Waalu Thfly were taken back to Spokane and there were duly wedded with the consent of the bride's mother, Mrs. Nancy Case, returning happily to the bridegroom's home at Kitzville as man and wife. Mrs, Eleanor Linville, residing with hor mother, Mrs. Van Wiukie, on Broad street, has eued much alarm aud un- easiness of late among her relatives by the development of a severe mental trouble, which sometimes took the form of .violence. On medical advice Mrs.' Linville was conveyed to Salem Wednes day where she will be examined for com mitment to the asylum. Jake Clark, jr., has purchased from M. A. Bryson bis place on Dry Creek, consisting of 160 acres, part wheat and part pasture land. Everything on the place crops, garden, vehicles, imple ments, horses, cows and hogs is includ ed in the deal,' and Mr. Bryson will per manently retire from farming. The consideration was 85500. Mr. and Mrs. Clark moved last Wednesday to thei r new home. ' LEVEL BATE DEFEATED. Ancient Order United 'Workmen Stand by Present Flan. J i ' By a decisive majority the proposed change in the plan of insurance from what is termed the classified to the level rate was defeated by the Ancient Order of United Workmen of the Oregon juris diction. The new plan has been adopt ed in nearly every ' other state in the country. ' The proposed change caused a contest in the local lodges in which personalities were indulged in and heated discussions occurred. , The greater part of the Grand Lodge megting at Portland was devoted to discussion favoring and op posing the plan. When brought to a vote it was defeated by a large majority. The question arose whether the mem bers were authorized to donate $1000 towards the erection of a fraternal build ing at the Lewis and Clark fair. Tbe discussion that followed was finally set tled by the grand lodge officers who favored the donation of that amount of money. " The reports of the various officers show the order to be in excellent con dition and to be growing rapidly. There were six new lodges organized during the year and there is a total membership of 9,698, including only those in good standing. - - - . . Indigestion.
