The Pendleton Tribune persists in saying that Judge llartman is a selfish man and cites as an instance the pur chase of the county poor farm. In this citation the Tribune directly slaps ia the face Horace Walker and T. P. Gilliland, the two republican commissioners who hold the balance of power in all tran sactions ma.de by the county court. If there was any graft or steal in the pur chase of the farm why did not the two commissioners block the deal? The truth of the matter is that the county poor are now being better cared for and at less expense than ever before, and the 'Tribune will have an uphill pull in try ing to belittle the poor farm purchase, Anyone with the least touch of business sense knows that the buying of the county poor farm was good, sound busi ness foresight. Evidently the Tribune fight against llartman is a personal one - and is being waged because llartman as county judge and the commissioners cut down the county printing bill. The present county court has done all in its power to reduce expenditures and get the county out of debt. The differ ence and methods of the previous ad ministration and the present are very marked. For instance, on July 1, 1900, the amount ot warrants outstanding against the county was 185,078. For purposes, perhaps political, the court had in January, 1900, made a levy by which 916,000 was raised. The average yearly expense had been $65,000. This $16,000 increased the county debt, in cluding interest, to at least $220,000. So much for the previous county ad ministration. Under the present ad ministration county script is now called for redemption up to Maich 1, 1903, and the county is soon to issue a call for all script up to May 1, 1903, thus for the first time in years, leaving but one year's indebtedness outstanding against the county, the actual debt as it now stands being about $32,000. Of course, if such bills as the Tribune's were to be allowed the reduction of the county dobt would be practically itnposs ble, but as the present county court can dis criminate between assessor's blanks at 95 cents per M. (original bid) and "half sheet" blanks at $95 per M., every in dication is given that if the taxpayers will be content with the present man agement in county affairs, but one year more will be needed to entirely wipe out the county debt. Had it not been for the excessive state and school taxes, amounting to $32,215, the debt, with the present levy, would have been cleaned up. The extra state levy amounts to $22,785 and the school $9, 160, over Just year, or about 3 mills. YHK EAST OBKGONr AN AND DR. W. a. coikX The Pendleton East Oregonian has seen fit to support Dr. W. O. Cole, re publican candidate tor joint representa tive, in preference to F. B. Uolbrook, the democratic candidate. The action takon by the Pendleton paper perhaps comes under the .head ot its previous announcement of being an independent newspaper. The Echo News in com menting on the matter does so pertinent ly, to say the least. It says: "The East Oregonian had its freak last Saturday, and declared for Dr. W. Q. Cole, ot Pendleton for joint represen tative ot Umatilla and Morrow counties, against F. B. Uolbrook, ot Morrow county. It is said that it favors Dr. Cole first because he 'has served this county as coroner in a manner that en titles him to this promotion.' The East Oregonian should run him tor president on the recommendation A man who has been coroner and was able to suc ceed himself iu that office has record that removes all limit to ambition. "It says further that Cole should be elected because the 'interests of Uma tilla county demand that representa tive man from this county now be elect ed to the legislature.' That is both un wise and unfair to Morrow county, be cause who ever is elected two represent atives and two senators will be in the legislature from Umatilla county, and unless Holbrook is elected Morrow county -vill not have a man nor either a part of a man in either house. It Hol brook is elected Umatilla county will have two senators and two representa tives and a half and Morrow county will have one-half of one representative. It seems that the stoniest hearted selfish ness would concede at least this much to a sister county. "It says further that Holbrook should not be elected because he is workingjin a salary, and for that reason ought sot to be the representative of the people of Umatilla and Morrow counties. This is unfortunate, because it is a cold slap in the face of every wage earner in the state, and is not only a slap at every man who toils with his hands for wages, but in the face of every man in every position who receives compensation in the way ot . wages or salary for his energies. It is to be hoped that the East Oregonian will do what it can do to cure the result of its Saturday's freak." W. H. Fowler, the popular democratic candidate for county recorder, is making an active and thorough canvass among his friends and voters. He has had much practical experience as deputy in the offices at the court house and if elected would make a good, painstaking recorder ot canveyances.
