A. Moody. Of the defeat of the Lewis and Clark Fair appropriation, the Times-Mountaineer says: "Our representatives in the senate were able to pass a bill appropriating $1,750,000 for the fair, which would have been adequate to insure the suc cess of the exposition. But when the bill went to the house, it was cut down in committee to a little over $400,000, and according to a dispatch of March 30th, our representatives in the house were unable even to get the bill for this small sum called up for consideration. Why this failure, even though they were working through representative Tawney, chairman of the committee to whom the bill was referred, can possibly be ac counted for in the fact that Mr. Her mann is in such bad odor with the ad ministration as to be unable to secure favors, rnd that Mr. Williamson lacks experience and influence. Had wo in the house a representative of oxper ience, one in close touch with the ad' ministration and with the leaders of congress, it would be possible for him to get the Lewis and Clark fair bill con sidered, and possibly he could have saved it from the severe pruning that it has been subjected to in that body. But two years ago the republicans of Port land Baid they did not want such a man, and in the district convention voted to exchange a representative of experience and standing with the administration for a new man. Ihe result of their mistake is now apparent. The Lewis and Clark Fair bill was finally called up in the house and went down in defeat by a vote of 131 to 82. While it is, generally con ceded that the bill is favored by ,a ma jority in the house, it is not certain that it will be possible to get it called up again. Tact and experience are nec essary to get this done, and tact seems not to be one of the elements possessed by our representatives in the loner house." Several western senators have given notice of their intention to make speech es on the public land question during the coming week in answer to a speech of Senator Gibson, of Montana, deliv ered in the senate chamber Thursday, in support of his bill to repeal the land laws, says a Washington, D. C, dis patch of March 26. Western senators generally resent the sweeping charges of fraud in connection with the land laws in the west mado by Gibson. Senators Dubois and Ilansbrough of the public lands committee have already replied, an ! further speeches will be made by Senators Fulton, Teller, Ileyburn and Warren. The fight on public land laws commenced on a bill which has passed the senate to repeal the timber and stone act and substitute the plan of selling timber from the government lands by auction. This measure is opposed by nearly all the western members of the public land committee, and representa tives from Utah, California, Montana and Wyoming will speak against it. Assessor C. P. Strain is instrumental in giving Umatilla county almost a na tional reputation, for being a county in which all property is assessed at as near ly its true value as "possible. On the basis of assessing all property at one third its true value, Mr. Strain assessed the O. U. A N. Co., $12,670 on roadbed and rolling stock. In the campaign of his flection, he told the people that he would make the railroads pay a just tax, and they voted for him. They will vote for him again on just the same prop osition. f You cap not always juge by appear ances. The other day Hill and Harri man were seen walking arm in arm in New York, and Wall street jumped to the conclusion that they had settled all differences and reached a perfect agree ment over the ownership of the North ern Paeiflc-1 But now they are "lawing" as strenuously as ever two country neighbors "la wed" over a division fence. There is more building activity in Athena this spring than in any town of its size in the state. With an addition laid out and platted into town lots and small tracts, Athena would increase in population at a rate that would be sur prising, and the man who platted the addition would make money. The Moscow Gazette is of the opinion that hereafter the Americans will be styled "the ungrateful Yankees." Thia is of course something that will be de plored by the Yankees, but perhaps the Russians might change American senti ment by showing a reason why the Yankees should be grateful to Russia. The idea that sleeping out by the haystacks in the dewy night can be re garded as equivalent to a bath will come with the force of a painful shock to the members of the Wandering Willie fra ternity.
