A II communications should be addressed to 1 lie PBK88 Athena, Oregon ATHENA, APRIL 5, 1904 The government irrigation project, which means so much , to the Echo dis trict, is being followed with absorbing interest by the people of Umatilla coun ty and Eastern Oregon. The reclama tion of the sagebrush land in the Echo section will be a light taBk for the gov ernment to accomplish, in comparison with the great work of redeeming the desert lands that spread out for miles along the Colorado river. The passage of the reclamation act by congress in 1902, by which money from the sale of public lands is to be devoted to irriga tion of the arid regions of the west, was the result of a campaign of education and agitation that will mean in time the creation of a new inland empire of great wealth and productiveness out of an absolute deert. Of all the hundred and twenty million acres of reclaimable land in the arid west the greatest oppor tunity for reclamation and development, according to L. R. Freeman in the Re view of Reviews, lies in "the despised desert along the Colorado river." Here in this unpeopled region, this anathe misod land, there lies hidden, "waiting but the wash of water to .uncover it, a wealth beside which the practical value of our blood bought tropical islands seems trifling, and an actual capacity of production that shames the wildest tales told of the agricultural achievements of the great Mississippi valley in its best days." The practicability of irrigating this desert of Colorado has already been most completely demonstrated. A des olate stretch of sand, sagebrush, rocks and cactus has been transformed iuto fields of barley, wheat, alfalfa, sorghum, milo maize and Kaffir and Egyptian corn. Up to the summer of 1900 the Imperial valley in southeastern California was a stretch of rainless, sun dried land as true to the name "desert" as any arid wuste on the face of the globe. During the year 1902 crops wore produced in this vulley that averaged from $00 to $80 for each of the 105,000 acres ungated. This result was obtained by running a GO mile canal from the Colorado river. "W. r is hell," so said General Sher man, and his definition cannot be made more complete according to the ortho dox meaning of the word. War destroys the bonds of home, love and alloc t ion and impoverishes nations. War depop ulates and devastates countries and ushers in famine, pestilence and dis ease. Who or what is the gainer there by? With but few exceptional cases war is brought on by personal ambition and outside intrigue. Wherever there is war there are brave and noble men starving, freezing, perishing and women BPd children are Buffering in the agonies of suspense at home. General Weyler professes to be sorry that he did not invade the Unitod States when he had charge of the Spanish army in Cuba., We often hear of people who worry over troubles that may come to them in the future, but Weyler Is prob ably the first man on record who ever worried over troubled which he. failod to get into when he had a dhance, and which tliore could be no possibility of bringing back. ' "Notwithstanding the democrats of New York are rallying around the stan dard of Judge Parker, and urging that he be made the standard bearer of dem ocracy for the presidency, William 11. Hearst is the logical candidate for the party," says the Times-Mountaineer. It certainly does look that way, but would yellow gold and yellow journalism ap peal to the rank and file of the demo-f cratic party as strongly as would Judge Parkert , The town of Coldfoot, in Alaska, springs into prominence in connection with a report of a territorial official recommending that it be made a reindeer station and that a post road be con structed thereto from the Yukon river. What is it that the mayor of Hottime, Philippines, will say to the Mayor of Coldfoot, Alaska, some day, when they meet at Washington, in a notable fra ternal jollification. , Booker T. Washington is proud that he is a negro. Some men are proud of small achievements. Why cannot a man be proud that he is poor, proud of ill-health, proud of any other misfor tune? Not that these calamities are a disgrace if one comes by them honestly, but they are a great handicap in the present method of fighting for an ex istence Why not a man be proud that he is proud? If the statement recently published in the Baker City Democrats speaks the sentiment of the people of Baker county they are going to object to the creation of a new county with Sumpter as the county seat. Baker county will take all the territory it can get, but will never let any go without a fight. The fight hi congress over the repeal or the amendment of the land laws will continue throughout this session without accomplishing anything. From present indications not a single change will be made in any of the laws relating to the acquiring title to public lands. Japan aud Russia don't seem to be making history quite fast enough to suit some people. In fact it is a little like the story of the governor of the Caro lines.
