This is a scheme to have the govern ment provide an appropriation of several million of dollars to add to the accu mulated national irrigation 1 fund, 'for the purpose of carrying on more ex . tensive irrigation plans in the West. Thiers a plan to enrich a few contrac tors and favor a few localities, and it would breed extravagance and misuse of the fund. If the . legitimate funds now accumulated are used to reclaim the arid land of the west in a practical planner, it is sufficient for all present purposes. The land that is reclaimed must pay back to the government the cost of reclamation, and the extra bur den of an appropriation should not be added to the cost. Just let the west re claim itself. That is all she asks. This scheme to borrow money and load the burden on the arid districts is not the work of true irrigationists, it would seem, but of speculators, who expect to be benefitted by the construction of fiorernment works. As the idle lands are sold let the proceeds be applied to reclamation, thus keeping a perpetual fund on hand. ' The law as now framed ib very good. No immense appropria tion is naod to bumper the work of ir rigation. It will only add to the cost of luo irrigated land, and make the settler pay back the money which the contrac tors received. The organization of the . Northwest Ous A Electric Oo- that was effected . in Walla Walla yestorday, with a capital Ktock of $350,000 takes over the Walla Walla and Pendleton plants. The trans fer papers are now being completed and in a few days the organization of the Oregon & Washington Power Co., with a capital stock of $300,000 will be con summated. This will bo tho company that is to take over tho franchise and power sites of tho Athena Light & Power Co., on the Walla Walla river. The negotiations that have been carried on liy O. A. Barrett and others of the Athena company have terminated in the formation of these two large companies, mhI in addition to the improvement and development, the enterprise will con- land Empire in a general way. The installation of the gigantio power plant on the south fork of the Walla Walla river means an expenditure of $300,000. It will put Athena on an equal basis with Walla Walla and Pendleton in the matter of cheap power and lighting fa cilities. At this writing, the organiza tion of the Oregon Jb Washington Power Company is being completed, and the details and names of officials will be given later. The Orocon Dailv Journal of Aummr.
