REPORT ON PORTAGE HAMMOND BRINGS COST WITH IN $165,000 LIMIT. Tha Call For Bids Will Be Published Shortly Three Months to Complete Boad- . Ciril Engineer A. E. Hammond haa made a report of his preliminary survey of the route of the proposed portage railway from The Dalles to Celilo. The report was filed with the board of port age railway commissioners and contains a detailed map and chart sliowinjr not nly the course of the road but the loca tion and size of all cuts and fills, bridg es, etc. In addition to the written re port, Mr. Hammond made a verbal report in answer to numerous questions that were asked. His detailed estimate of the cost of constructing the road will ot be made public until after bids have been opened, but it is announced that kit total estimate brings the cost within the appropriation, $165,000. After considering the facts laid before them by Mr. Hammond, the board di rected him to proceed at once to secure rights of way across the lands over which the proposed route runs, and pre pare complete plans and specifications in writing as a basis for an advertise ment for bids for furnishing the labor and material necessary for the construc tion ot the road. The members of the board were of the opinion that the plans and specifications can be completed by the 1st of Sep'tember. The tall for bids will be published for ten days, when a contract will be let if a satisfactory bid is received. Mr. Hammond estimated that it will not take more than 3J months to complete the road after the contract has been let. If all works well it is therefore probable that the road will be in operation by the last of Feb ruary. BLUE MOUNTAIN COAL. Producing Mine In Operation With a Fine Depotlt. The addition of coal in the Blue mountains to the list of products has opened a new industry in Morrow coun ty. So quietly has the mine been worked that little is known by the outside world of the extensive coal fields cf this sec tion. The property, which lies within 21 miles of Heppner, has been developed to the point of a producer. The latest im provement at the mine was completed July 21, in the shape of coal bunkers with a capacity of 45 tons. At present men are laying car tracks and centering their work on tunnel No. 5, which has proved to be a treat producer. A crew of 20 men to the shift is work ing night and day. A 4)j foot vein shows up in this tunnel and is continu ally growing larger. Several other veins are showing up well. The company has secured the right of way up Willow t reek oa which to build its railroad and will undoubtedly get work started on the road in the near future, as a right of way can now be secured .through the town easily. The course the road would take was hit by the recent flood. The existence of coal in the Blue mountains has been known for more limn 10 vnr. Vhis property is owned and operated by Heppner people in a company incorpor ated under the name of the Hoppner Huilroad and Coal company. The priu cipal stockholders are D. A. llerren, V. A. Ilorren, George UonBer and O. E. lledfield. . About 20 years ago Frank Maddock, mi old pioneer, opened a prospect hole 20 miles south ot Heppner and took out u small quantity of coal. He was never able to get through the crust of rock, ow ing to lack of appliances, and therefore ;'Hve up the job. The coal which Mr. Muddock took out was consumed iu !Ieppner. This mine gradually tilled with water and was entirely deserted by Mr. Maddock. The MatOBons, four in' number, took up the work where Mr. Maddoek left off and opened up a tunnel near the original prospect. For years they toiled, blasting and picking through the rock, hoping to find the black dia mond, but it was of no avail. Hon. Henry Blackman took up the cause and grub staked and furnished these hardy old pioneers with capital for some tiaie.
