Perry Heath, says an exchange, appears to be an established factor in the management. There is no intima tion that his resignation may be expect ed. Mr. Heath has not been charged with a breach or breaches of law, but that he very amiably condoned machi nations bordering on the scandal is evi dent enough, also that he possessed something like a knowledge of actually fraudulent transactions by wholesale. It is explained that Mr. Hanna would not be willing to forego Perry Heath's val uable services in frying campaign fat out of the trusts. In all probability the secretary of the republican national com mittee will be found doing business in the same old way next year. Postmaster General Payne will play an important part in the practical workings of the day. It is not known whether he will continue in the cabinet, but that is an other mutter. Hanna insists, in what appears to be an authoritative manner, that Payne's health will not occasion bis resignation. Mr. Payne himself has not uttered a word indicating that he contemplated leaving the administration but in any event he may be counted up on to assist in the engineering of Mr. Roosevelt's candidacy. A standard authority thus describes the mode of electing a pope by tin) cardinals: "Preparatory to an elec tion, the cardinals are shut up in what is called the conclave, all communication with tho outer world being interrupted until the eloction shall have been made. There are four modes of eloction, 'scrutiny,' 'ac cess,' 'compromise' and 'inspiration,' Tw ice a day during the conclave, each cardinal deposits in a chillis placed on tho alter, the name of his candidate. If tho requsite number of votes are not found for any one, the papers areat once burned and the smoke of the burning votes is a signal to the expectant crowd outside that no election has taken place. This is called 'scrutiny.' If tho votes be added to those already given to one cardinal, it is called 'access.' If the cardinals of two parties unite and secure n two-thirds vote for one candidate, it is called 'compromise.' If by a public movement, a particular candidate be carried as if by acclamation, the olection said to be by 'inspiration.' Pope Pius was elected by inspiration in 1846. In Found.
