"Wild Animals I Hare Known" has done more to cre ate real interest in animal life among the people at large, young and old, than the entire list of modern scientific nat uralists. The fact that the life of nearly every animal ia one of continual alert ness, and that nearly every one is closed - in tragedy, gives wiJe and varied range for observation and abundant scope f jf the writer's iumg'n ition. We wan the writer who appealiogly and -poetic ally taterpretB his observations, became he ia a missionary doing invaluable ser vice. And yet, it is true, that it we are to accept his work as natural history-, he must not permit his fancy to carry him too fur beyond tbe discovered facts.' But facta are one thing and conclusions drawn from observations are entirely personal and may be quite another thin g. Boise News. It is doubtful if Portland stands sec ond to (Seattle in police regulations and crime. If her newspapers are to be re lied on for information Portland today is weltering under the worst possible conditions of city government and police regulations of any city west of the Rocky mountains. Seattle's gilded dens of vice pale into insignificance when compared to the man traps of Portland's "North End" which is in tested with holdups and surething men by the scores. Apparently the police department is wholly inadequate to cope with the situation. Holdup and murder occurs and reoccurs without arrest of perpetrators. . Cow county criminal stock drops far below par when placed along side of this city tad article. Portland juat now is receiving all kinds of advice, but that which comes nearer fitting the situation than any other, and comes nearer offering a solution, is to drive all disreputable characters from tbe city. If the police department can't do it, call on the militia. Down at Aatoria they have just con victed one of the cleverest swindlers that has ever operated on tbe coast. He says his name is Josiah S. Smith, though be has numerous other names. He had a stiff knee, and it was his prac tice to claim damages from cities and towns on the ground of its having been disabled because of some defect in a sidewalk or bridge. Recently be aued Astoria and got a judgement of 92600 against the city for injury to his leg. He had played the aame game in Seattle and several California towns. He had an accomplice in Charles R. Lane, who was always a witness to the accident that disabled Smith. Both will serve a term in the penitentiary. Times Mountaineer. With Athena, Weston and Milton en joying thrifty growth; with buildings going up as rapidly as men and material can be secured, backed by good crops and the assurance of high prices, this part of the best part of the Inland Em pire where "wheat is king" is taking on an air of substantial activity that will make other localities scamper to keep in line. The climate is about right, too, thanks this to our Eastern couaina. Until a year ago The Dalles controlled its transportation and freight business to and from Portland. Now that the boats have passed to Portland men, The Dalles is missing the money that was formerly ushered in borne channels et trade by the transportion business. The papers down there are plamoriog for the organization of another borne company. Pope Leo, who "died la Rome Mon day, was indeed one of the great men of .this age, and he goes to the grave re spected by all people regardless of sect or denomination. Throughout his long life of 93 years he hat displayed marked activity both ip mind and body, and indeed was the most liberal in bis views of all those who have worn the papal robes. "While strict churchman, hold ing religiously to . the tenets of his creed, he was nevertheless liberal enough to concede to others the right to think and believe for themselves. It is a noticable fact that the class of harvest bands arriving in Athena have the appearance of being of the genuine working class. Few hobos are among them and fewer calls are made at the backdoors for "handouts" than former ly. Prices offered for harvest hands are commensurate 'with services required, hence a better class of laborers Are seek ing employment in the harvest fields. Portland police service is a commend able "ad" for the Lewis and Clark fair, to say .the least' It is a shame tbe peo ple of Oregon at large will have to share in common with tbe people of Portland. Portland's reputation as a holdup town will shortly exceed her notoriety as the proposed home of the Lewis and Clarke fair. ' ' ' ' The source of Athena's water supply is to be' temporarily augmented by an additional 100 foot wing 1 to the city well. Action could be no longer de layed and a necessity long commented upon is to be alleviated. - , Athena is aptly termed by a Pendleton paper as "tbe pity of churches." He fell from his father's wagon and both wheels passed over his abdo men, crushing him horribly. The wag on was loaded with nine barrels full of water. The boy was picked up in an unconscious state. Tribune: The hay situation this com ing tall ia likely to be a perplexing one. Not only are the crops going to fall short in moBt of the sections relied upon tor this winter necessity in a stock coun try, but the recent devastating flood at Heppner has caused the stock people ot that county to look to this county for their winter's supply. Awake to the need of taking time by the forelock, the Heppner stockmen have already scoured the whole length ot lower Butter creek and have bargained and contracted for every ton of available hay. One or two on the creek who generally feed, sold the whole of their crops save what they neel to run their own stock through the winter and will take a rest themselves this winter.
