For her celebration Athena will not endeavor to secure as an attraction every brass band in the country, but in addition to one good band,, she . will offer a good, old fashioned celebration with plenty of r clean" sport and a cool, shady grove where you can , eat your basket dinner and enjoy rest and pleasure. Elaborate plans are now in the hands of competent committees, who will spare neither time nor expense to make this celebration one long to be remembered. There will be good music, numerous games, races, etc., and in the evening, as u fitting "climax, a creditable display of fireworks will be made. Y , In a report made to the State Depart ment in 1893, Dr. Andrew D. In a nation of 80,000,000 people there is a shortage of 2000 voluntary students who wish to learn to kill. Deserters from the small army of the United States are more frequent than in any other govern ment, and some drastic measures will have to be adopted to man the new warships now under construction, un less the recruits increase in number.--East Oregonian. " It will hereafter be the duty of the county judge, when a person is commit ted to the asylum, to ascertain whether the parents, children or guardian are able to par for the maintenance of such person, and if they are to make an order ' to that effect, whereupon it is the duty of the parents, children or guardian to ' pny to the state treasurer $10 per month during the time the insane person is confined. Suit may be brought to re cover the money if not paid. . Indications now are that Roosevelt will be nominated next year almost without opposition, for enough republi can state conventions have endorsed him to insure his nomination. But there is always an uncertainty about these sure things. Delegates to the national convention have not yet been elected. When the conventions meet to elect delegates it may be found that there has be?n a change of sentiment, Dinger Hermann's election to con gress in the first district shows a great slump in the republican vote. A very luge proportion of the republicans of the district absolutely refused to vote for him. They remained away. from the polls with the result that the republican majority of 7372 in 1902, is reduced uearly 5000 votes. ' At the commencement exercises of the Athena public school Friday evening a creditable showing was made by all students who took part. The one gradu te from the high school department was honored by the presence of five members of the eighth grade, who par ticipated in the program of the evening. KASTKH.V OttEGOX NORMAL. Comparatively tew persons, even with in its own legitimate field, realise the unusual opportunities offered to students at the Eastern Oregon State Normal School, located, at. Weston, in Umatilla county, Oregon, says the Weston Lead er. This school is now under new and efficient management, and has the most complete equipment of any of the state normal schools in Oregon. It is situ ated in a section if country which, for fertility of soil, beauty of surroundings and healthfulness of climate, is unsur passed in the northwest. 5 , ... . . ! . ' . . . This is g normal school; it is a state normal school; and it is an Eastern Ore gon state normal school; it is here, for the benefit of every section of Eastern Oregonj and, the state has vested its sole educational interest for Eastern Oregon in this institution. While Wes tern Oregon has its state normal schools, its state ' agricultural college and its state university, it is left for the Eastern Oregon state normal to furnish the higher educational advantages Offered by the state institutions for the intel lectual and Bocjal developement of this part of the ' commons wealth " Where Rolls the Oregon." . The teachers and prospective teachers of this section are not availing themselves of .the' oppor tunities here offered to the extent to which they are entitled and to the ex tent, to 'which they would avail them selves if its advantages as a seat, of edu cation were better known.' , . , ' The educational "plant" is most com plete. Less than two years ago was finished a three-story-and-basement brick building, equipped throughout with steam beat and modern convenienc es. The new building contains a large assembly hall; or chapel, two society halls, twelve session rooms, physical and chemical laboratories, museum, women's and men's lavatories, young women's gymnasium, kindergarten room, recep tion room, and president's office; be sides cloak rooms, furnace room, storage rooms, halls, etc. It is beautifully fin ished throughout in natural wood;-the laboratories and lavatories have cement floors and city water connections, and the building has a sightly situation on the brow of the hill, east of town, over looking the country for miles around, ' . '"' x The young ladies' hall is a substantial wooden structure one Mock immediate ly adjoining the normal grounds. It contains parlor, dining room , kitchen, bath room, store rooms, matron's room and dormitory rooms ample for.' a large number of students. The young men also take their meals here. In the spacious parlors are held, during the year, many pleasant social functions where faculty, students and town peo pie commingle for amusement, enter tainment and social "Sheer. ': .i . . ' The building formerly occupied by the normal school, a two story brick with wooden ell, is to be well utilized, The upper floor will be divided into domitory rooms for young men; the lower floor of the main building is to be converted into a young men's gymnasium and the first floor of the ell into sloyd workshops and roolns for the teaching of domestic scionce. This building has a separate steam heating plant. The normal grounds are ample for football and baseball fields, circular track, tennis courts, basketball grounds, etc. :'-:' .The physical and chemical laboratories are well supplied with apparatus and materials for doing all the work includ ed in a normal school course. The library contains several hundred well selected books of reference and well selected literature, and the tables of the reading room are supplied with many of the leading magazines and periodicals. .. ' The school has an attendance of pub lio school pupils sufficient to furnish an efficient training department, or practice school. President French is also prin cipal of this department and exercises personal supervision over the work of the student teachers. More than a year was spent by him in visiting and study ing the school systems of the leading European countries, and his course in methods, which has been so largely in strumental in making teaching , a pro fession in the public schools of this state, is the product of an extended experience as teacher in the com mon schools, superintendent of schools, teacher in normal schools and college. President French has made the perfect ing of mothods employed in the public schools his life work, and no pains will be spared to give the students of the normal school the professional training which will be directly applicable in the public schools of the state.
