The convention of representa . tives appointed by five Australian colonies to draw up a bill for the ' constitution of the Australian commonwealth has concluded its labors, and the bill was submitted , to a plebistice vote on June 3 in four colonies, and on June 4 in the fifth. The bill contains some manifest imperfections, in the drf rferent colonies or "states," as they ? are to be called, having refused to ' place their railroads under one fed eral control and to transfer the ad ministration of their public debts to the federal government. The right of the federal government to tax is also greatly limited, the colonies shrinking from entrusting too much power to it. Owing to these facts a section of the community is averse to accepting the bill. It is not escaping attention that the end of hostilities may see this country actively engaged in get ting bask some of its lost prestige as a carrier of ocean freights. There can be little doubt the les son we shall learn will not be lost, as far as the navy is concerned. This will become a very popular arm of the government service, and with enthusiasm aroused over the position to be taken on tho water officially, it will mort nat urally follow that the overflow which seems certain will take the shape of better commercial repre sentation. In other words, the fostering of a mercantile marine will come with our increase of power on the Bea with the establish ment of such a navy as the growth of our country's interests demand. As exultation over our great naval victory at Santiago subsides somewhat, astonishment at the dis parity in the losses of the two fleets grows, On the one side, a squadron destroyed, 1200 men killed and 1500 captured; on the other, one man killed, two wound ed and the fleet unharmed. This is amazing, even when taken in connection with the official state ment of the Spanish admiral that his squadron went down under forces more than treble his own. There was no discount upon the bravery of the Spaniards, but did ever a nation owning warships make so wretched a display of in ability to work them offensively? It is proposed to secure a com plete consus of the world's inhab itants on a particular day in the year l'JOO, and census takers are to be sent to every attainable point of the globe for that purpose. Considering that the population of such countries as China, Persia and Turkey in Asia vary in euti mates by 100,000,000 or 200,000,. 000, and that the most careful statisticians are not sure of Africa's population by 50,000,000 or so, the proposed task is a formidable one. But the attempt will bo made to make the most careful estimate in the world's history at the beginning of the new cen tury. The Yukon river i open and the argonauts will soon be returning. Their coming will revivn interest in the Klondike and in the qucs tion whether or not the "gold crop" has been a failure. Opinions differ upon this subject, but even with the most optomistic last lear's ex pectations are at a discount, and there is no reason to expect a re currence of the gold fever epidem ic. Not only has tho public some thing else to think about, but sober second thought on the Klondike question has convhiced all that in that country it is not as easy to find gold as it is to find pneumonia. There is something refreshing about the candor of Lieut, Blue, who traveled around Santiago to get a view of the imprisoned fleet, fie says that he did not meet a Spaniard on the road, and if he had he would have jumped from his mule and made for the woods. He would never do as a corres pondent for a yellow journal. Imagine a war reporter for such a journal on the same errand. He would have dispersed Spaniards like chaff before a cyclone, filled the air and his paper with hair breadth escapes and returned with scars on everything but his imagin ation. . After Sampson's repeated bom bardments of the forts at the en trance to Santiago harbor, they were able to open fire when Cer vera's sbip3 started to run out Sun day morning. Probably several million dollars in ammunition have been fired away to demonstrate that as against earthworks a ship's guns are no good. And, on the other hand, when the earthworks are supplied with gunners who can not Bhoot any straighter than the Spaniards they are no good against the ships. It is a drawn battle be tween them. It is said a singlo shell from one of our vessels killed and wounded over a hundred men on the Span ish cruiser Vizcaya. It raked her from stem to stern and swept away a large part of her crew. Chance continues to favor the American navy, for a single one of the enemy's shells, penetrating one of our ships and exploding at the right moment, might have made an equally ghastly record of slaughter had-not good luck be friended us. The Spanish ministry of marine is said to be experimenting with a new fanglcd shell, the explosion of which liberates a large quantity of poisonous gas. This should not terrify us. We have been getting more "gas" than anything else from Spain since to war began, and though much of it is intended to be vicious, as a poison it is not particularly fatal. Dewey's salary with his promo tion in rank is increased from five to six thousand dollars. As he is a man of a thousand this is quite in keeping.
