WASHINGTON
February contains the anniversaries
of both Lincoln and Washington.
These great men had few personal
traits in common- except a high sense
of honor and service. Lincoln was
kindly, gentle and genial. Ho loved
to tell quaint and humorous stories.
Washington was reserved and rather
austere. But Washington's character
was shown clearly a couple of years
ago when a party of engineers reran
a line of many miles in length that
Washington had first surveyed. They
had the best of modern instruments
and trained help. Washington had
the crude instruments of early days
and was asisted mainly by unlenrnud
men. He could easily have done a
careless job and it would never have
been discovered in his lifetime. But
so accurate was the line run that the
modern surveyors could not do it bet
ter. There isa story that a teacher once
reproved a boy for failure in his
mathematical lesson by the remark
that at his age, George Washington
was a surveyor. Tho youth replied
"Yes, and at your age, he was presi
dent. The administration is reported to
have found that a cut of fifty millions
in the appropriations is necessary or a
now war tax in addition to what e
already have will have to be imposed.
WHEKE MONEY HAS NOT GONE
"Health for China, a refuge for the
birds, food for the Belgians, pensions
for New York widows, university
training for the elect and never a
thought or a dollar for the many
thousands of men, women and child
ren who starved in Colorodo, for the
widows robbed of husbands, children
of their fathers. There are thousands
of Mr. Rockefeller's ex-employes in
Colorado today who wish to God they
were in Belgium today to be fed or a
bird to bo tenderly cared for."
The above words were spoken by
John R. Lawson before the Fedural
Commission on Industrial Relations.
Here is just cause for complaint
when vast sums of monoy are obtain
ed from the labor of communities and
the capitalist uses this money estab
lishing hugh foundations for scientific
research; international peace and
other philanthropies to the utter ne
gleet of the interest of those whose la
bora produced the wealth originally.
Theso foundations are worthy but
why not spent a part of the money
studying the causes of seasonal un
employment. Why feed Helginns and
let those starve whose labor created
the monoy with which Belgians nrc
fed.
Tho city expenses are over $12,000
per year, or over $1,000 per month
or about $35 per day. Some ten days
ago, tho taxpayers stirred up an agi
tation for reduction of expenditures,

The County Court has re-divided
the justice districts of the county and
has included in local Number Six
District the following precincts: Pros
per, Bandon, N. W., Bandon, N. E.,
Bandon, S. E., Bandon," S. W., Two
Mile, Parkersburg, Lampa and Four
Mile.
THE CENTER OF POPULATION
From a statistical atlas of the Unit
ed States, just issued we gather the
following information.
The facts arc derived from the 1910
census . The country has grown sinco
to 100,000,000 population. It is unlike
ly that the atlas' deductions arc ma
terially wrong today.
Tho center of population from 1820
to 1830 was in Virginia; from 18G0 to
1S80 it was in Ohio. Since 1890 it has
I con in Indiana and is now in the city
of Bloomington.
The center of population in Indiana
in 1910 was three-tenths of a mile
northwest of Zionsville in Boone Co.
The center of negro population has
moved, since 1889 almost 475 miles
southwest. It is now in Alabama.
The center of foreign born population
has for twenty years been nor Reli
ance, Ohio. At one time it was near
South Bend.
The 40 days limit on the session of
tho legislature put an end to tho meet
ing of that body Friday, at which time
' oth houses after practically cleaning
jp all other business before them, ad
journed. There wero 494 bills intro
duced in the lower house, most of
which failed to pass.
THE WHITE MAN'S BURDEN
Lester Jonoi, deputy commissioner
of Fisheries, in a report on tho Prib
iloff nnd Aleutian inlands to Secretary
Redfield submitted last January says:
"The white man r. lack of care and
regard for tho sanctity of tho natives'
home is the crime of Alaska. In
many sections the wife and daughters
are dishonored and any resistance on
the part of the husband, father or
brother is overcome by threats and
bribes and liquor, even until the men
have all their best inpulscs and senses
deadened and seem to be unmanned."
This is indeed a heavy burden the
white man bears. It is the vilest
form of depravity. Tho federal gov
ernment white slave marshals would
do well to gather their quarry in these
remote regions.
Since we have imposed ourselves on
primitive peoples, can we not at least,
make our burden one of intelligent,
conscientious care instead of one of
unspeakable vilencss.

Francisco. The question is now up
to Bandon whether it will assist in
this matter.
