Among other thing the Recorder lias called my attention to is the fact
that if tho license law concerning digs was or could he properly onfroced
it would bring'nn additional revenue of approximately $150.00.'
That there in accrued in the different improvement funds 5 per cont for
engineering, etc., 'which could he credited to tho general fund, hut owing
to the, present law and conditions concerning payment of interest it is consid
ered advisable to allow same to romuin in the Improvement fund.
Lastly 1 would recommend and report that there are nuvoral provis
ions of the City Charter which tho City has outgrown and the conditions
changed in such a way that the trar.iacting of business under same adds a
burden and expense to the city, tho taxpayers and property owners. Chief
among which are tho provisions concerning Street assessments and im
provements including sewers. I would recommend that steps be taken to
"mend thoso as well os othor provisKiiiB of tho Charter which the change of
conditions and tho growth of tho City has made it burdensomn to livo under,
and which tend to impair the City's i-rcdit.
