Last year when Tho Record er was the official newspaper, work of this class was given to tho lowesl bidder excepting work in which Mr Fceney had the giving out, such at city briefs, in which case the Record er was not even given a chance to bid. The pamphlets for the city elec tion last year were given to tho low est bidder, Mr. Fceney was City At torney at that time, and The Record er was the official paper for the city Why this change of opinion? Can it bo that tho City Attorney, having a personal grievance against this news paper, is using his official position to vent his spito? He has gained a high standing and jscful experience in Congress, which s at the service of every locality in lie District. Members of tho Rivers nnd Har ors Committee have said that he tnows about the waterways in his District and presents their merits nore effectively than any other who ippears before them. FOUR PER CENT of the WHOLE imout apropriated in the present livers and Harbors bill is for this District. He has already secured over 54,000,000 for tho waterways, build ngs and other public purposes and vill add to that at this session over 52,000,000 more, which is an average f over $870,000 per year.
