Congress C onvenes W ith M a n y
M a tte rs of Im p o rtan ce to
be C onsidered.
W ashington, D. C.—The second and
final session of the 70th congress con­
vened at noon Monday, with prospects
for controversies over half a dozen
o r more m atters of m ajor Importance.
The president’s annual m essage will
be subm itted to congress probably oa
Tuesday. His annual budget m essage
and num erous departm ental reports
also will be presented to congress dur­
ing the week.
The Boulder dam bill, passed by the
house last spring, is the unfinished
business in the senate, and its spon­
sors will seek to hold it continuously
before the senate until disposed of.
Senate Center of Interest.
The big controversies of the session
will center in the senate. Besides the
Boulder dam bill, which may occasion
another filibuster such as has m arked
Its progress in several prevtous ses­
sions, the naval cruiser bill is on the
senate calendar, and the Kellogg an ti­
w ar treaty will be subm itted to the
senate during the opening week.
The house situation offers few er
com plications than th at in the senate.
The house leaders will keep the ap­
propriation bills before the house al­
m ost w ithout Interruption until they
are out of the way.
Reapportionment Measures In House.
Reapportionm ent legislation th reat­
ens to cause trouble in the house. An­
other effort will be made to pass some
kind of a reapportionm ent bill. Con­
gress has failed to pass such a meas
ure since the 1920 census and In the
last session a bill was blocked by
those who want no change In the pres­
ent number of d istricts of states which
would lose representatives under a
reapportlonm ent. The bill which was
before the house in the last session
would provide for autom atic reappor­
tionm ent following the 1930 census.
Those advocating
reapportlonm ent
have been organizing a bloc which
th reaten s to filibuster against other
legislation until this subject is give»
consideration.
