NEW BILL FOR FARM
RELIEF PROPOSED
ROAD BUREAU HEAD
SCORES TOLL BRIDGES
W ashington, D. C.—A new far»
lief bill, designed to meet adnrnutr*.
tlon desires, has been drafted by Chah,
man McNary of the senate agricult»,,
com m ittee and will be pressed for »
vote at the approaching short sesiieg.
The m easure, like the twice vetoed
M cNary-Haugen bill, calls for estai»,
lishm ent of a federal farm 'board with
a m em bership of 12 to take over co»,
trol of the m arketing of surplus crops.
The board also would have authority
to establish agencies throughout the
country w ith a view to providing more
orderly m arketing.
S enator McNary, who was co-author
of the old controversial McNary Hi»,
gen bill, says he has sought to incor
porate the adm inistration's antidote
for farm Ills in his new measure. His
old bill would have created an equali
zation fee to be assessed against sur
plus crops to pay for their marketing,
but the new proposal puts the cost of
surplus m arketing on the government,
and abandons the equalization fee.
T he proposed farm board under the
new bill would be perm itted to set up
stabilization corporations throughout
the country to supervise marketing of
various crops. It is the theory of the
legislation that, in the event a surplus
develops in the production of a com
modity, the stabilization corporation
would keep thie surplus off the mar
ket In the in terest of price mainten
ance. The surplus then would be dis
posed of in off-seasons.
WASHINGTON FACES
BIG TAX PROBLEM
Olympia, W ash.—W ashington is con
fronted by its most serious tax prob
lem of recent years, brought up by
the prospect of the 39 counties losing
more than $1,000,000 annually which
they now collect from national and
state banks, and the question is cer
tain to arouse and puzzle the 1929
legislature.
The sta te tax commission, which
warned the 1927 legislature of the im
pending tax difficulty, has been mak
ing an extensive search for a solution
and, because of constitutional and fed
eral restrictions, it Is not unlikely that
the com m ission’s findings will con
vince the legislature that the only Im
m ediate solution lies in the enactment
of some form of Income tax.
Ju st now the national banks are be
fore the courts with claim s for re
funds and tax exem ptions on the basis
of the federal law th at prohibits slates
from taxing the stock of national
banks at higher ra te s than taxes im
posed on com peting capital.
If the federal hanks win, as they
won In Oregon, C alifornia and other
states, the total loss In current tax
revenues will be more than $1,000,006.
If the banks lose, the rival financial
institutions will continue to conduct
business untaxed, while the national
banks will unquestionably continue
th eir fight with the Idea of winning
relief In the U nited S tates supreme
court. Meanwhile, revenues from such
sources will rem ain in Jeopardy to the
discom fort of the counties and state.
