In terio r to the D epartm ent of Com­
m erce throw s another spotlight on
an anom alous situation nt W ashing­
ton which has long held public a tte n ­
tion—bureaucracy and th e delayed
reorganization of th e executive de­
p artm en ts of th e federnl government.
T his change Is one of those recom-
m ended in the program of th e Joint congressional
c o m m it t e e . It w as made w ith th e approval and
co-operation of S ecretaries Work and Hoover of
the In terio r and Commerce d epartm ents. And this
change w as possible only because of th e fact th a t
the P resident had pow er to m ade It under author­
ity lodged in him by the organic act creating
th e D epartm ent of Commerce. T his Is the only
departm ent to which such a tra n sfe r can be made
by the P resident w ithout action by congress. Sec­
retary Hoover would like to reciprocate by turning
over some functions to Secretary Work, but he
will have to w ait until congress authorizes the
reorganization of the executive departm ents.
S ecretary Hoover purposes to build up in his
d epartm ent a com prehensive division em bracing
activities of the federal governm ent’s scientific
anil economic research In aid of Industry. Ex­
am ination shows th a t the research work of the
Comm erce departm ent and th e bureau of mines
overlaps in gasoline and lubricating oils ; In porce­
lain m an u factu re: In fu el; In domestic d istribu­
tion and foreign trad e In m ineral p roducts; In
sta tistic s of the production of m inerals and ex­
plosives ; In safety appliances, und so on. Secre­
tary Hoover, who Is a w orld-fam ous mining engi­
neer, am ong other things, purposes to overhaul
th e bureau of mines and Increase Its usefulness
to the mining Industry.
So th e tru n sfer of th e bureau of mines may he
regarded as an object lesson in w hat ought to be
done in the reorganization of the executive d ep art­
m ents—and Isn’t. S ecretary Work has Just run
up against another lilum inutlng situation, this
tim e in Alaska.
A com pilation Just completed by him shows th at
a total of $10.4(57.004 was spent Inst year In the
federal adm inistration of the territo ry . Control of
this expenditure w as apportioned among nine of
tl i ten executive departm ents, th e D epartm ent of
S tate being the lonesome one. A pproxim ately 25
different bureaus expended th e appropriations
made hy congress for the 125 governm ent activities
In th e territo ry . T h ree thousand people in
A laska—more th an one-tenth of th e white popula­
tion—a re In the governm ent employ.
When A lexander H am ilton m apped out the
executive departm ents he grouped th e different
functions devoted to th e sam e general m ajor p u r­
pose under single responsibility. E ver since his
day, as the nation grew and th e governm ent's
activities increased we have been busy undoing
his work by dividing responsibility through the
scattering of service with su bstantially the same
m ajor purpose among the different executive de­
partm ents. New bureaus have been throw n w her­
ever It was most convenient or w here they would
l>e most kindly received.
In th is way bureaucracy h as become entrenched
I the executive branch of the government. T here
are m ore than 200 different bureuus, boards
and comm issions with a to tal of 550.000 employees.
In addition there are more th an 40 lnd»'l»endent
establishm ents directly under eith er the President
or congress. A good deni of this bureaucracy Is
necessary. T he unnecessary personnel Is being
cut down of late years. But nothing will cure the
w aste in governm ent th at Is th e result of bad
organization except reorganization.
Now th e reorganization of the executive d ep art­
m ents of th e federal governm ent has been urged
upon congress hy every President from Roosevelt
to Coolidge. Congressional com m ittees and com-
m issions have Investigated and reported. Complet»
program s of reorganization have been^ form u­
lated—one is before congress now
Efficiency
exjierts In the cabinet like Hoover and Work advo­
cate th is reorganization day In and day out. But
congress has never given authority to anyone to
put thia reorganization Into effect. It has remove»
eivli service from politics. It has created t..e
budget. It has established the classification. But
until congress authorizes some one or some agency
to reorganize the executive departm ents—why, no
reorgaulzution. th a t's all.
So we have this anomalous situ a tio n : T he
Executive and the hends of the executive d ep art­
ments urging reo rg an izatio n ; the rank and file of
bureuucracy fighting reorganization, and congress
hesitating between the two and evading rlie Issue.
The explanation of this anomalous situation la
plain. Every Item In the reorganization program
steps on somebody’s tops. Everybody Is In favor of
every Item except the one which cram ps his own
activities. Every Item Is opposed hy some o r­
ganized minority. Congress is lost In a babel of
voices shouting approval und opposition.

So says Secretnrv Hoover In a n address before
thp C ham ber of Commerce of the United S tutes In
which he advocates "Reduction of W aste In Gov­
ernm ent by R eorganization of th e Executive
D epartm ents.” He first points out th at as the
bureaus and agencies are now grouped and
organized th ere are two prim ary causes of waste.
One Is the confusion of basic principles. The
other Is the grouping th a t divides responsibility.
Conse»]uently there Is a lark of definite national
policies. Consequently direct w aste arises from
overlap and conflict. A s to th e confusion of basic
