NO PROPERTY TAX 1951-52
William Collier says a state
property tax levy probably w on't
be needed during the coming bi­
ennium. No one is in a b etter posi­
tion to prognosticate. He is head
of the research division of the
sta te tax commission and advisor
to the legislative interim com m it­
tee on taxation.
The final report of the legisla­
tive interim tax com m ittee, epi-
thetically “ The L ittle Hoover
commission,” will be completed
this week. In eight m ajor points
it recom m ends:
1— T hat the tax base of any
taxing district could he established
or changed by a m ajority vote of
the district.
I2>— A bandonm ent of the proper­
ty tax field by legislative action
ra th e r than by constitutional
am endm ent.
3— Repeal of the state property
tax.
4— A 3-eents a pack cig arette
tax to finance the veterans bonus.
6— Repeal of 14 exem ptions in
the excise corporation law and re ­
peal of the personal property o ff­
set of the same law.
6— G eneral personal property
assessm ent revisions.
7— A 2 per cent tax based on
business net income in place of
the personal property assessment.
8— That th e office of county as­
sessor be made non-elective and
that the assessor he appointed by
the county court from a list of
qualified persons selected on m erit
by the state tax commission.

up space for his own divisions in

vice building provided little relief
in the Capitol group as most of
the departm ents now in th at build­
ing came from downtown Salem
locations set up a fte r the Capitol
burned in 1936.

way building some departm ents
are operating under congestion
handicaps.
REFUNDS STILL WAIT
Perhaps the state of Oregon
owes you money in the form of in­
come tax refunds. T here’s more
than $46,000 in unclaimed state
income tax refunds in the w ith­
holding tax division that Tax Com­
missioner Kay Smith would like to
deliver to claimants. Checks that
were mailed to the rightful claim ­
ants were returned marked "un
claim ed" by the Post office de­
partm ent.
Substantially all of the tax p ay ­
ers to whom the cheeks were sent
apparently had moved from the>r
form er location without leaving a
postoffice forw arding address.
,f the money represented in
these checks is not claimed by the
end of the c u rre n t biennium , it
will revert to the general fund.

Exam ination for prison guard
jobs at the Oregon state p en iten ­
tiary in Salem are to be given in
December throughout Oregon, the
state Civil Service commission a n ­
nounced today. Jam es Clinton, act­
ing director, indicated th at this is
the first tim e an exam ination has
been given for this position.
The eligible list established as
a result of the tests will be used
to fill vacancies at the p eniten­
tiary in Salem.

month for a 40 hour week. A ppli­
cants must m eet these Require­
m ents: betw een 25 and 50 years
of age, not less than 5 feet 8
inches in height, have completed
the eighth school grade and be
skillful in the use of firearm s.
