The history of hospitalization in Jo-
sephine County is marked by successive
important
achievements.
The
County
Court, in various hospital managers, the
medical profession, and the public have all
played a part in these betterments and our
Medical Society wishes to express its appre
ciation to all concerned. The people of Jo
sephine County, for whom the hospital was
built and is operated to serve, should have
the right to express their opinion as to how
and by whom their hospital is managed.
However, those of us who have worked in
and w ith the hospital for many years would
be derelict in our duty if we did not offer
ou’ opinion as to th»- chief principles upon
which operation of the hospital should he
based. These are:
1. The hospital should be operated in
such a manner as to make the care of the
patient the first consideration, Standard-
ization of hospital under rules of and in-
spection by the American College of Sur-
geons best achieve this purpose.
2. Charges should be regulated so as
to bring the facilities of this publicly owned
institution within tie reach of th«> under-
priviliged, as well a« those in more com-

not be the determining factor.
3. The hospital should be a public serv
ice'. and to achieve best results should oper-
ate similarly to our public schools, and the
authority and responsibility should rest in
a board serving without compensation, so
that their only interest would be the best
medical cine obtainable for the patient,
with due consideration for the public funds.

IN CONCLUSION
Aftid now in closing we wish to say that
the medical and surgical profession of the
County have no quarrel with anyone li
censed to practice healing. Many people
get relaxation and are frequently benefit-
ted through the manipulation of the osteo
path. chiropractor, naturopath and mas-
seur. There is a good ohi homely saying
"Let the shoemaker stick to his last” and
this applies to the professions as well as
the trades.
Med.cation and surgery are too serious
to be indulged in by those who are not
qualified to be accepted by the staff of the
institution to which they seek admittance.
Nearly all hospitals are the sole responsi-
fllity of a professional staff, but where the
management is political.—as it is here—the
ethics of the medical and surgical profes
si ’n will protect the public just as long as
their «tan lard* prevail. Should these stand
ards be lowered by those in authority, there
