The following proceedings were
bad to-wlt:
Report of county clerk In the Issu
ance of warrants for scalp bounties
during January, examined and ap
proved. Y. A. Massle was granted a license
to operate a ferry across Rogue river
on the (lalice road.
The bonds of Will C. Smith, sher
iff, and Thos. J. Hrinkerhoff, road
niaster, were examined and approved.
The report of O. F. Calllson with
reference to the audit of the county
books was examined and approved.
In the matter of the Trovolt bridge
county road, it was ordered that the
same be allowed? providing Jackson
county would build a road to connect
with same and stand naif of the ex
pense of building the bridge.
The petition of the Oregon & Cal
ifornia Railroad Co., with reference
to taxes on part of the rlght-of-wav
through the city was continued.
"In tluTmatter of the petition for a
county mad in district No.14, it was
ordered that the road between Grants
Fass and Kerby, and from Selma to
end of road up Deer Creek, be sur
veyed and lines established.
In the niatter of a bridge across
Rogue river, near the Massle ferry. U
was ordered that the same be built
and that the county enter into a con
tract with the Coast Bridge Co for
the purchase of the steel, etc.

Gentlemen:
In accordance with your instruc
tions I have audited the records and
accounts of the Recorder's and Treas
urer's offices of this city.
While the system installed by me
one year ago has worked out to good
advantage, I think that during the
coining year we shall make as much
Improvement in efficiency as during
the past year. Toward this end I
make the following suggestions as to
the Improvement of the system.
1st. That a new cash book be pro
vided for the auditor, as practically
all the clerical errors In the audi
tor's office have resulted from the
clumsiness and inconvenience of the
cash book now in use.
2nd. That an up-to-date City
Lien Docket be Installed instead of
tw0 books now In use in the auditor's
office, l.'e., the City Lien Docket and
the Auditor's Improvement Warrant
Register.
3rd. That one person, who ?s
available at all times during business
hours, be authorized to sign requisi
tions, as a committee cannot success
fully act in an executive capacity.
This person will, of course, be sub
jected to the supervision of the pur
chasing committee.
4th. That time bo turned In for
the city team and wagon at the cur
rent rate of wages; these amounts to
be charged to department for which
such work is performed. By compar
ing the year's earnings with the cost
of feeding, upkeep and repairs, us
shown by the auditor s warrant reg
ister, a profit or loss will be shown.
5th. That all delinquent accounts
in the City Lien Docket be collected
at once, in order that the exact
standing of the improvement funds
will show on the books. Full Inter
eat muBt be collected.
6th. That arbitrary transfers
from improvement funds to general
funds, mentioned In my report last
year, be re-transferred to said Im
provement funds, amounting to $4.

7th. That no refuuds shall ' be
made, excepting on a basis of cash
actually remaining In an Improve
ment fund, as showu by the treasur
er's ledger, after bond sale has been
made and all outstanding improve
ment warrants takeu up.
Sth. That approximately 16.000.00
be set aside each year for the pur
pose of creating a sinking fund to re
tire the general Indebtedness of this
city. When conditions make It nec
essary this sinking fund should be In
vested in order that the annual pay
mem of coupon Interest may be off
set. There are no shortages and such
clerical errors as have occurred have
been corrected.
