Personally, I favor the commis sion form of government, but the time is too short to examine the sys tem and flnil the right men for so Important a service. The only thing to do now, the only sane and .safe thing, is to vote down, (if the council will not withdraw them), both measures, give them to the people to examine for a year, then bring them up with the people pre pared to vote Intelligently. And would add that the charter should contain a provision for Imposing a penalty-on Its violation and also for the failure on the part of the sworn officers of the law to carry out its provisions. To wait another year will be safe. To pass a measure without under standing it is to go back to bossism. ROBT. ADVISES DELAY OF YEAR ON COMMISSION CHARTER To the Editor: I read with much Interest your editorial of Friday with reference to the proposed charter, or charters; and Inasmuch as you ask the citizens and taxpayers to dis cuss the question of adoption I -venture to give my opinion. That It may have little or no weight with others may be true, but It Is backed by at least one vote. The regime of the boss is rapidly passing. There was a time when the whole United States was but a larger Tammany. The people took what their over-lords chose to give them, asking no questions. Today the people are doing their own thinking, and, ns a result, are .demanding, not only the right to examine the laws that shall govern them but also the right to make those laws. Whatever may be said of the Initiative, the ref erendum and the recall they are the greatest educators of the age. They compel the study and understanding of the principles of the republican form of government.
