That the primary law worked a
hardship on candidates for office has
been often asserted. Josephine coun
ty has a man who received a nomin
ation without the expenditure of a
cent.
R. G. Smith, who will contest the
office of congressman with Willis C.
Hawley, the republican nominee, Is
the man who has this distinction. In
his statement of election expenses
filed with the secretary of state he
recites:
"I did not give, pay, expend, eon-
tribute or promise any money or val
uable thing for the purpose of assist
ing, promoting In behalf of may can
didacy, nnd no unfulfilled liabilities
of any nature whatever were Incur
red by me."
Mr. Smith states that he will make
the race nnd that It Is g-.ilng to be a
hot one that will make some of the
other candidates sit up and take no
tice. And a little ginger won't do any
harm, from the viewpoint of the
mere citizen who seeks no office but
likes to see a scrap.

BUYING COAL ON PACIFIC
SEATTLE. Oct. 10. George Vou
L. Meyer, secretary of the navy, is
visiting the Puget Sound navy yard
at Bremerton today, Inspecting the
new work that has been accomplish
ed at the station during the past
summer and making a survey of re
pairs on ships now in drydock. Sec
retary Meyer has put himself on rec
ord on this trip as favoring the pur
chase of Taclflc coast coal for the
needs of the vessels on this side of
the continent, providing the coal can
withstand navy standard tests. Ask
ed If he did not consider "Representa
tive W. E. Humphrey s claim, thnt
the navnl test was unfair, Secretary
Meyer replied:
"If It Is, then it must be remedied.
It would save the department half
the cost of the coal If It could be
bought on the Pacific const instead
of being brought around from the
Atlantic."
