I WATER LAW-COM PLETE SYNOPSIS Legislation Regarding Ir rigation and Power. WORK OF SESSION TERM This Legislation Will Do More to Build Up Oregon than Any Other. being left for binding, and if the in formation cannot be shown on one sheet, under proper scale, additional sheets must be added. Where It is intended to irrigate lands, the estimated acreage to be Irrigated should be set out according to local subdivision. There will be no more of the dog in the manger policy of the past, of people securing what they could not use. This law com pletely does up the speculator in water rights. The Courier requested O. S. Blanchard, the attorney, who has had much to do with irrigation, to make a synopsis of this law as it affects irrigation and power, and ha has kindly dene so. Mr. Blanch ard sayv "The following contains some pertinent suggestions as to how wa ter shall be appropriated under the act of 1909: "The law provides that any per son, association or corporation here after intending to acquire the right to the beneficial use of any waters, shall before commencing the con struction, enlargement or extension of any ditch, canal or other dis tributing or controlling works, or performing any work In connection with the said construction or pro posed appropriation, make an appli cation to the state engineer for a permit to make such appropriation rna who wilfully diverts or uses water to the detriment be shown. Inasmuch as ,the public Is Interested In knowing what new diversions are made, ap plications must be accompanied by necessary maps and fees, and this should be strictly observed. Each application must be accompanied by A map In duplicate; one of which must be on tracing linen, and the other may be a blue print copy of such tracing. It Is necessary that these maps be drawn accurately and neatly to some convenient scale, on sheets of uniform size, 24x32 Inches.
