Acknowledging the receipt of a marked copy of the Courier of last week containing the article of Charles Meserve, fruit inspector Jfor Josephine county, relative to the man ner in which A. H. Carson, commis-' sloner on the Oregon State Board of Horticulture for the Third district1 which embraces all the counties of Southern Oregon, had negleced his duties and made it possible for negli gent persons to overrun Rogue River Valley wiih pests from their orchards and vineyards, the subjoined letter was received by Mr. Meserve from E. D. Brlggs, president of the Ashland ; Fruit & Produce Association. It is additional proof that the pest laws have been but little better enforced In j Jackson county than in this county ; and that the effort of the Ashland Union to have the laws enforced or a new commissioner appointed iB not meeting with munh success as Gover nor Chamberlain evades dealing with their complaint in an energetic man ner. The following is President Briggs' communication In full : Ashland, Ore., March 1(1, 1007. Charles Meserve, F(. ! Grant Pass, Ore. DfarSir: I was pleased to read your msrked copy of the issue of the Coorier of the 15th inst. There is considerable eomplanit ia this coan'y on the part of all the progressive fruit growers. We feel that it is very unjust to such, for a careless neighbor to have and suffer an infested orchard to breed pests, j which (Hist the progressive horticul turists hundreds of dollars to keep in check, where if the careless one were to destroy the peats' in his orchard the progressive one would have hut little to do. It is awfully discouraging to 1 one who tries to do his work right. If the matter had been attended to i as the laws contemplate, we would 1 have but very few pests here to com-: bat now. We forwarded a copy of our resoln ' tlom to the Governor and he has replied thereto, but not in such a way ' j ' ' p 1 j mo 1 1 j ciit.uiiinKtiuirni mm lu a speeoy remedy, i wign, in line or , our work yon would forward a marked copy of your article to the Governor . and write him a letter calling big at- I lentlnn to it. We have been altogether j too slow and heedless in this work of 1 cleaning op the orchards and I am I glad to see that jour county is alive to the question. Yours truly, ft. D.
