Havana, Sept. 18. At a meeting
of rebel leaders held In the Town
Hall of Bejucal yesterday It waa d
elded, after a number of violent
speeches had been delivered, not to
accept the peace propositions of the
Government.
In spite of the announcement of an
armistice and the feverish activity of
the preaent Government and the in
surgents alike to arrive at a basis of
peace before the arrival here of the
United Slates envoys, there was
heavy fighting In Santiago province
yesterday. A telegram says that 400
rnraies were engaged with an un
known number of rebels and that the
result was not reported at the time
of sending the message.
Washington, Sept. 18. Washing
ton official circles are not so hopeful
today as they were yesterday of the
successful mission of Secretary Taft
and Asslstnit Secretary Bacon to
Havana. Two things have transpired
which have led to serious misgivings.
One was the cutting of the Clenfue
gos cable to Bermuda and the other
a great explosion In Havana, caus
ing several deaths.
Officials point out that these two
manifestations In different parts of
the Island indicate a desperation
which auggests the possibility of
reign of terror. Nothing would so
soon force armed intervention as a
series of outrages in Havana and a
few such performances as the ctfttlng
of the Clenfuegos cable, which is an
English property.
New York, Sept 18. The revolu
tionary Junta of New York has Issued
a proclamation giving the Liberal In
surgents' reasons for taking up arms
against the Palma Government. This
proclamation says:
"In the first place, this movement
must not be confounded with the in
ternecine strife that so often disturbs
the peace of the republics of South
and Central America. In the latter
movements the one object of the
leader is to gain control of the Presi
dency. With us It is not so.
"We have been careful not to over
draw tBe seriousness of the political
situation In Cuba, and have made no
charges that cannot be fully sub
stantiated by unbiased Investigators.
"We charge that President Palma
obtained his office through fraud and
Intimidation and by the denial to the
Liberals of their right of suffrage.
"We charge that the government
of President Palma was directly re
sponsible for the killing of Colonel
Enrique Vlulluendas, a member of
the Houbo of Representatives, at
Clenfuegos, on September 22, 1905.
"We charge that President Palma
has usurped the power aud functions
of the governing bodies of the mu
nicipalities and has annulled, arbi
trarily and without warrant of law,
the elections of Liberal officials, dlu
placing them with members of hit
own political party, the Moderates.
"We charge that he has in Ilka
manner removed from the bench
Judges who refused to act In their
Judicial capacity according to his dic
tatorial conduct. The Liberals have
made continued peaceful appeals that
this Injustice be righted, but to all
these the Government turned a deal

right for which the Cubans fought,
Med and died for nearly half a cen-
tsry, we decided that our only re
course was again to take up arms.
"We now ask only one thing, that
the Illegal and fraudulent election ol
last December be annulled and a new
election bold at which every Cuban

vote."
In concluding, the proclamation
ays:
"That Palma Is today the dlctatot
or Cuba Instead of the Weyler," and
declares that the men who surround
him are the same who supported the
Spanish regime while patriotic Cu
bans were In the field fighting.

"When I left Havana the eituatlon
wss considered grave, but I think
that Mr. Taft will reach an agree-
ment with the revolutionists by sup
porting some of their claims.
"I do not think that the rebels
wfll accept anything less than a new
election."
"Asked if he believed President
Palma would resign, Senor Rivera
replied:
"I do not think he would resign of
his own accord, but if it were neces
sary for the peace of Cuba I am surs
President Palma is patriotic enough
to do so."

Havana, Sept. 17. An explosion
wrecked- two brick buildings here
yesterday morning and six are dead
and many wounded.
Incendiaries are supected.
Much alcohol was stored in the
wrecked buildings, but the force of
the explosion was such that the au
thorities think some on placed dy
namite In them.

Reno, Nev., Sept. 18. A warrant
was Issued yesterday by the District
Attorney for the arrest of Dr. E. E.
Wichman, a prominent young physi
emu upon me cnarsre or Del nit re
sponsible for the condition of Misi
Llllie Benson, aged 16 years, who it
dying at the Sierra Hospital. Satur
day evening the girl reported the
case to the authorities through an
other physician and today her dying
statement was taken. She" says that
she applied to Dr. Wichman a week
ago, and that he promised to treal
her for $50 $25 of which he col-
Jected after operating.
"I waa called to treat the girl a
week ago," said Dr. Wichman this
morning. "She was suffering from a
self-inflicted wound. I called in her
parents and operated upon her at my
office to save her life. The infection
was too great, however) and I wot
unable to save her. She will prob
ably die. I did nothing criminal and
court an Inquiry."
The case was reported to the au
thorities by Dr. A. H. Heppner, who
was called In after Dr. Wichman had
operated upon the girl.
SHOOTS HIS FATHER.
Boy of Fifteen Kills His Parent In
Defense of Others.
Redding, Cal., Sept. 18. David
Williams was shot and killed yester
day afternoon near Lowery, Tehama
county, by his son Tracey Williams,
IS years old.
The father had been drinking
heavily, and was believed to be In
sane. He left home in the morning,
threatening to return later and kill
the family. John Osborne, his son-in-law,
sent for the Sheriff at Red
Bluff, 2S miles away, to fonie and ar
rest the man. Before the Sheriff ar
rived David Williams returned and
was sneaking up to the house. The
son told him not to come any nearer.
His father kept coming. The boy
shot twice, both bullets passing
through his chest, and the old man
fell dead. The inquest held last
night exonerated the boy.

Chicago, Sept. 18. John Alexan
der Dowle, who, accordinK to general
belief In Zlon City, is In sn extreme
ly critical condition of health, yester
day announced a farewell service at
Bhtloh House for next Sunday.
Immediately after this service hi
will leave for Mexico if his physical
condition will permit. It Is not ex
pected that he will ever see Zloi
City again. In a communication from
the old leader, which was read at ttu
tabernacle by Elder A. K. Arrlng
ton, he advised his loyal followers
to remain away from the polls at th
election for a new general overseer

Mich., and she hastened to Zlon City,
accompanied by her son, Gladstone.
They arrived at Shlloh House Thurs
day night, but were denied admis

Misbranding of Domestic Food Staffs
Will Apply Equally to Imported
.Food Products.
New York. Sept. 18. Just what
effect the new pure food law will
have on the importers and domestio
manufacturers of focd products, will
be the object of hearings to be held
In the rooms of the Board of Trade
and Transportation, beginning today,
by a committee consisting of Dr. H.
W. Wiley of the Department of Agri
culture; 8. N. D. North, director of
the census, and James L. Gerry, of
the Treasury Department. Import
ers and manufacturers will be asked
to appear before the committee and
give whatever data they may have.
This hearing will include not only
food products but drugs as well.
The hearings are of importance, as
Indirectly affecting every dinner table
In the country.
The committee is to decide wheth
er the rules and regulations they
prescribe to prevent adulteration or
misbranding of domestic foods sold
in the United States shall apply
equally to Imported food products.
Dr. Wiley, who is regarded as the
principal author of the new law, de
clares that they will be.
"There is no possibility of conces
sion," he said.
"We shall recommend the same en
forcement of the law upon Imported
food products as upon domestic."
Domestic manufacturer! of food
products are intensely interested in
the regulations as to labels. The test
of the law Is Intended to prevent all
false pretenses.
RUN DOWN BY ACTO.
Elmhui-Ht Mechanic Left Unconscious
on the Road.
Oakland, Sept. 18. A large auto
mobile, containing four men, who
were evidently bent on having a good
time, and running at a high rate of
speed, ran down C. Figonl, a machin
ist, on the San Leandro road last
night, and so injured the victim that
he may die.
Whether Figonl was simply maimed
for life or was killed did not appear
to cause the automoblllsts any worry,
for the chauffeur kept right on in a
wild flight, going towards Oakland.
Unconscious, bleeding and with
one leg and arm broken, besides In
ternal injuries, Figonl was later
found In the roadway by a crew of a
Haywards electric car. He was first
taken to the power-house at Elm
hurst, where Dr. J. Hamilton tempor
arily treated the wounds and was
later removed to his home at Elm
hurst. The physician regards the in
jured man's condition serious, and
little hope is held out for his re
covery. !

New York, Sept. 18 Five Italians
were arrested by the Coney Island
police Sunday In connection" with an
alleged "Bluck Hand" case. The
intended victim of the plot, occordr
ins to the police, was Frank Mazzea,
proprietor of two hotels who had re
ceived letters demanding $1,000. The
letters threatened that the hotel
would be blown up If the money de
manded of Mezzea was not forth

Newburg, N. Y., Sept. 18. Harry
K. Thaw's mother Is reported to have
secured an option on the Howland
estate at Tleronda, a suburb of Mat
teawan. The property is about a
mile from the Matteawan State Hos
pital and the negotiations are taken
to mean that Mrs. Thaw anticipates
that her son will be committed to
that Institution.

New York, Sept. 17. An inves
tigation exhaustively made Indicate
that Hearst's chancea of securing the
endorsement of the Democratic con
vention at Buffalo are greatly im
proved. Even Hearst's opponents admit
that their situation is desperate. New
Yorkers say Hearst controls the dele
gations from nearly, twenty up-atat
counties.
